On Thursday we had a positive meeting with university officials and we are currently working to resolve some of the issues in the next 30days. We will keep you posted of our progress. We are optimistic that a resolution will be reached that will make both the FOP and the MSU officials happy and the campus safer!

Not only are the vehicles in horrible condition, but the dispatch equipment is the same way! The dispatch equipment is old and outdated; most of which are repurposed household computers! Which are NOT what is supposed to be use for this type of work!!

VOTE OF NO CONFIDENCE

On behalf of the members of Fraternal Order of Police Lodge 142 (FOP Lodge 142) and the officers of the Morgan State Police Department, we regretfully write this letter. Unfortunately, circumstances have left us with no other recourse. We have lost all trust, faith, and confidence in Chief Lance Hatcher’s ability to lead this Department.

Chief Hatcher has fostered an atmosphere of hostility, retaliation, and unethical behavior. An example of this would be in his interaction with a subordinate where he stated “I can play a F*&k (profanity) you game!” when addressing a problem. His lack of leadership, mismanagement, and poor policy decisions have damaged the relationship between the administration of Morgan State University and the men and women of FOP Lodge 142 as well as other members within the department.

Attempts to address workplace problems with Chief Hatcher have gone unheeded. We feel that the relationship with Chief Hatcher is irreparable. He has bought morale to an all-time low. His lack of leadership and poor management style has begun to affect retention and recruitment of qualified personnel. Chief Hatcher has established a pattern and practice of inequitable treatment of department personnel and utilizes the internal investigation and threat of disciplinary action as a means to intimidate members. We can no longer be tolerate of it and are asking for relief.

Chief Hatcher’s inaction to resolve problems within the Agency continues to jeopardize the safety of the entire Morgan State Community. Issues surrounding safety such as inadequate staffing, inexperienced officers being forced to learn the job without adequate supervision, and shoddy equipment such as broken radios, inoperable/ insufficient vehicles are but a few of the problems that affect our ability to provide adequate services for the students and faculty of Morgan State.

Additionally, Chief Hatcher has never provided a strategy for the department to combat the rising violence we are experiencing at Morgan State University. A simple example would be the recent homicide that occurred at Morgan View. Chief Hatcher still has not met with the rank and file to lay out a strategy or even update us on the matter in hopes of deterring this from happening again. We have been woefully neglected of any leadership, guidance, or exposure to active shooter training, communications training, and have yet to receive riot gear for every officer which is a violation of the Collective Bargaining Agreement by and between Morgan State University and FOP Lodge 142.

For the past six (6) years, we have tried to work with Chief Hatcher on these and many other issues within our house. If we continue to do what we have been doing and expecting a different result, we would clearly be called insane. And, it should be noted that while attempting to deal with these matters at the lowest level and internally it only yielded negative results and the wrath of Chief Hatcher.

With everything that is going on internally, we barely are able to address the safety of our students and staff. This is evident by the number of violent altercations such as armed robberies, assaults, parties that have erupted in violence, stabbings, shootings and multiple attempted and actual homicides that have occurred. We only wish to focus on bettering this Department and protecting our students who attend Morgan State University in hopes of receiving a great education. Chief Hatcher has yet to realize that his neglect and inaction on these and numerous other issues that have been presented to him make him the biggest threat to safety on campus.

A bad manager can take a good staff and destroy it thereby causing the best employees to leave the Department and those that remain to lose all motivation. Chief Hatcher’s abuse of power and bullying has finally resulted in an investigation being conducted by the Maryland State Police regarding allegations of possible misconduct as well as unbecoming conduct while in office. Regardless of the outcome of that investigation, we now ask that the Administration intervene on our behalf and take the necessary steps to provide quality leadership and direction at the helm of the Morgan State Police Department.

In closing, we would like to reiterate one last time that the men and women of Fraternal Order of Police Lodge 142 and the officers of the Morgan State Police Department have lost all trust and faith in Chief Lance Hatcher’s ability to lead this Department. We, therefore, respectfully ask that you support our VOTE OF NO CONFIDENCE and relieve Chief Hatcher of his duties and responsibilities pending identifying a new head of the Police Department. The leadership of FOP Lodge 142 would like to be a partner in identifying its new Chief and developing a plan to rebuild this Agency and help move it in a positive direction.

In 2010 the officers of MSUPD submitted a Vote of No Confidence in our command.

To: President and Board of Regents of Morgan State University Vote of No Confidence in the Chief and Deputy Chief of the Morgan State University Police Department

We the members of the Morgan State University Police Department (Police Officers & Dispatchers) that respectfully serve the staff students and community within the boundaries of Morgan State University respectfully submit this letter as our official notice regarding a majority vote of no confidence in Chief Adrian J. Wiggins and Deputy Chief Lance Hatcher.

This letter is written with hesitation after many discussions and contemplation by the police officers and dispatchers. We hesitate because we consider ourselves to be dedicated professional team players and because it is not of our character to break the chain of command and promote unwarranted tension. We also hesitate because of the retaliation that will come from the Chief and Deputy Chief whether it is overt or subtle once this letter is brought forth.

This action reflects the growing dissatisfaction and concerns among MSUPD employees that Chief Adrian Wiggins and Deputy Chief Lance Hatcher have abandoned the Agency’s core mission of enforcing laws and providing public safety for the students, staff and community. Since Chief Wiggins has been in his position a little over four years we have been disheartened by his actions and his leadership qualities.

It is our desire to publicly separate ourselves from the actions of Chief Adrian Wiggins and Deputy Chief Lance Hatcher and publicly state that MSUPD officers and employees do not support their misguided and reckless initiatives, which could ultimately put the officers as well as the students and staff at risk. Our university sits in the middle of a high crime district and is considered an open campus.

This "Vote of No Confidence" is in response to the actions and policies of Chief Adrian J. Wiggins and Deputy Chief Lance Hatcher, some of which are listed and briefly discussed below.
During his tenure as chief we have had numerous situations where Chief Adrian Wiggins has had cases and information brought to his attention regarding employee issues, safety issues, equipment issues, computer issues, and administration issues. He avoids and eludes these issues with limited meaningless responses. He lacks experience due to his lack of qualifications. He exhibits arrogance and does not have the best interest of the agency under his command. Moreover, officers have brought these issues to the attention of Ray Vollmer (Chief’s Supervisor) and advised him of our lack of confidence with no results. We feel the Chief and Deputy Chief conduct is malfeasant (wrongful conduct especially by a public official. Commission of an act that is positively unlawful. Abuse of office, corrupt administration, misconduct, and poor stewardship).

The MSUPD Officers are encouraged not to make arrest or enforce laws at off campus property (ex. Morganview and Marble Hall) or on campus. The Chief and Deputy Chief have stated in writing and verbally that off campus property really isn’t our responsibility. This has effectively created "amnesty through policy" for anyone involved in illegal activity at off campus housing and property. Having us ignore illegal activity in these areas is a direct violation of our duties as police officers. It also places the law abiding students and staff in a dangerous environment. In addition when arrests are made the department is not properly equipped with a caged vehicle for the transport of prisoners.

Our CJIS and NCIC system has been non-operational for several months. This system allows dispatchers to check Dept. of Motor Vehicle License and Registration check for open warrants, stolen property, informs officers if suspect is listed as armed and dangerous, and advises if suspect is known to be confrontational with law enforcement. This creates an officer safety issue and hinders us from getting wanted criminals off the campus. It also endangers the lives of students, staff and the community of MSU if these individuals are allowed to freely walk our campus.

The chief is the only MSUPD employee with access to campus cameras. If a crime occurs on the campus officers have no way of reviewing the footage to assist in solving the crime. A large majority of the campus cameras are non-operational at this time. Cameras surveillance screens that are located in the dispatch area are always on a freeze frame not allowing the dispatchers to monitor campus activities. This is another issue that places the staff and student body in harm’s way.

Officer radio equipment is outdated and inadequate and has been non-operational for two years. This system allows the dispatcher to identify an officer who pushes their "signal thirteen" emergency button so that help may be dispatched to that officer. This system is the life line of officers while on duty. In a situation such as an active shooter on campus an officer may only have one opportunity to transmit. However, the dispatcher has no means of identifying the officer and has to do a radio roll call to try to identify the officer in distress. This roll call takes approximately 2-4 minutes. This could be the deciding factor in how this incident is handled without any casualties.
The Chief and Deputy Chief have allowed officer certifications to expire. Mainly the First Responder Certification that allows officers to assist students and staff in case of a medical emergency. Lack of proper training could prove unfavorable for a student in a critical situation. At this time there is only one MSUPD police officer with a valid First Responder Certification. This was brought to the attention of both the Chief and Deputy Chief and there has been no training scheduled at the time of this letter.

MSUPD has virtually inconsistent policies. As a result, the Agency lacks adequate direction and managerial infrastructure. Operations suffer, accountability is nonexistent, and MSUPD is unable to perform at its potential.
It is our sincere belief that the integrity of the Agency as well as public safety will be better provided for in the absence of Chief Adrian J. Wiggins and Deputy Chief Lance Hatcher.
