We empower and fund organizations to create programs that support the accomplishment of our bold goal (e.g. one of the areas we’re currently addressing is babies born healthy, attendance, community schools, helping students become college and career ready). Further, we ensure the programs we fund are of high quality and collect data as to their role in improving lives. Family League targets its investments around key transition points in a child’s life—when they enter kindergarten, move on to high school and graduate to higher education and/or the work force.

International Overdose Awareness Day / Hope Lives Here Launch

This week, Baltimore marked International Overdose Awareness Day and launched Hope Lives Here — Mayor Brandon Scott's new campaign to end the stigma around substance use disorder and treat it as the disease it is. https://www.baltimorecity.gov/hope-lives-here

Family League of Baltimore has long stood behind that same belief. Through The Family Recovery Program, we support substance use recovery and family-centered treatment. Through our Local Care Team, we coordinate care across the systems families are navigating — schools, courts, housing — so no one has to figure it out alone. Stigma is often the first barrier that has to fall before healing can begin.

At Saturday's Overdose Community Day and Monday's press conference, we saw a city choosing compassion and evidence over shame.

We also want to recognize City Solicitor Ebony Thompson, whose litigation against opioid manufacturers and distributors has secured hundreds of millions in restitution for Baltimore — funding that is directly fueling campaigns like this one.

Family League is excited to release our FY27 Out-of-School Time Programming in Community Schools RFA — an opportunity to lead high-quality OST programming at three Baltimore City Community Schools.

We're seeking community partners to provide:
-> Comprehensive Programming — a minimum of 100 days, at least 8 hours per week, including daily academic enrichment, diverse enrichment activities, and nutritious meals or snacks
-> Equity-Centered Design — culturally responsive, intentional programming that reaches students with the highest levels of need and prioritizes equity and inclusion
-> Youth Voice & Engagement — opportunities for students to co-create and lead in shaping program content and structure
-> Strong School Partnership — collaboration with school leadership, families, and community stakeholders, anchored by a principal letter of support
-> Quality & Accountability — adherence to Weikart PQA self-assessment, external assessment, and program improvement planning

This investment will fund OST programming at:

Family League is excited to release our FY27 External Assessor RFQ — an opportunity to conduct independent program quality observations across Baltimore's Out-of-School Time (OST) network.
We're seeking external assessors to support:

-> Preparation & Planning — attending kickoff, coordinating schedules with OST site managers, and reviewing assessment protocols
->Site Observations — completing up to 10 external assessments, observing full program offerings and documenting objective evidence
-> Scoring & Documentation — scoring School-Age and Youth PQA tools and submitting through the Weikart Center's Online Scores Reporter
-> Collaboration & Reflection — engaging with Family League's Quality AmeriCorps VISTA for coaching and joining the end-of-season debrief
-> Training & Certification — completing PQA Basics and External Assessor Reliability Training (EART), with costs covered upfront by Family League

External Assessors are central to Family League's implementation of the Weikart Center's Youth Program Quality Intervention (YPQI) model — generating the objective data that helps funded partners identify strengths, set improvement goals, and elevate youth experiences citywide.

Family League is excited to release our FY27 Program Quality Consultant RFQ — an opportunity to help lead continuous quality improvement across Baltimore's Out-of-School Time (OST) portfolio.

We're seeking a consultant to support:
External Program Quality Assessments (PQA) — coordinating scheduling, assessor onboarding, and certification tracking
Self-Assessments & Program Improvement Plans (PIPs) — supporting rollout, technical assistance, and follow-up
Summer PQA Planning — strengthening readiness and systems for future implementation
Scores Reporter & Data Management — tracking quality data and preparing reports for leadership and funders
Professional Development Coordination — supporting trainings, kickoffs, calibrations, and debriefs

This role is a key part of Family League's implementation of the Weikart Center's Youth Program Quality Intervention (YPQI) model, helping ensure high-quality, positive youth development experiences across the city.

As National Summer Learning Week (July 6–10) comes to a close, Family League is proud to have joined the National Summer Learning Association and communities nationwide in celebrating the power of summer learning.

This summer, alongside the Mayor's Office and City Council, we awarded nearly $1,000,000 to more than a dozen youth development partners delivering programming at 24 sites across City of Baltimore — keeping kids safe, engaged, and learning all summer long.

Family League of Baltimore is heartbroken by the passing of Joni Holifield.

Joni was more than a partner in this work — she was one of our own. As the founder of HeartSmiles, she turned her own Baltimore upbringing into a lifelong mission: making sure every young person in this city had access to hope, opportunity, and someone who believed in them. Born from the aftermath of Freddie Gray's death, HeartSmiles became exactly what she envisioned — a place where Baltimore's young people, her "heart beats," could be seen, valued, and supported into becoming strong leaders themselves.

Her partnership with the Johns Hopkins Bloomberg School of Public Health Youth Advisory Board extended that mission even further, and her impact reached people far beyond our city — including Governor Wes Moore, who called her a friend and praised her commitment to making lives better for all Marylanders.

We are grateful for every year we got to work alongside Joni, and for the countless young lives she changed for the better. Her legacy lives on in every student she mentored and every leader she helped raise up.

Our hearts are with her wife, Sherika; her child, Chauncey; her parents, siblings, and everyone who loved her.

Rest well, Joni. Baltimore is better because of you.

Family League is excited to release our FY27 Website Redesign and Hosting RFQ — an opportunity for qualified web design agencies and vendors to help refresh our digital presence and better reflect our mission, impact, and values across Baltimore.

This project includes two components:
💻 A comprehensive brand refresh and website redesign for Family League's website — including brand strategy, visual design, responsive development, and launch support
🖥️ Website hosting and maintenance for the Early Childhood Advisory Council (ECAC)

We're looking for partners with experience in community-focused storytelling, multi-stakeholder communications, and modern web development and accessibility standards (WCAG 2.1 AA).

New Funding Opportunity for Baltimore's Youth!

Family League of Baltimore is proud to announce the release of our FY27 Out-of-School Time (OST) Programming RFA — an exciting opportunity for community organizations to deliver high-quality afterschool and enrichment programming at seven Baltimore City Public Schools during School Year 2026–2027.
