I was humbled by the opportunity to commemorate the life of Henrietta Lacks, a woman whose impact far exceeds her lifetime, and who continues to influence major breakthroughs in medicine and research - worldwide.

This portrait has been donated to the City of Baltimore by Dr. Eva McGhee of the Charles R. Drew University of Medicine & Science. It will be displayed in the Hyman Aaron Pressman Conference Room among the images of other prominent African-American public figures who represent important aspects of Baltimore history, such as Reginald F. Lewis, The Honorable Kweisi Mfume, and Bishop Vashtie McKenzie.

Not only does our generation benefit from advanced medical treatment, but a sense of dignity, for men and women of all backgrounds – which strengthens the overall humanity of our healthcare system. Her legacy will never be forgotten, and today everyone will have an opportunity to learn why.

This week we honored and recognized some of our dedicated public servants with the Mayor’s Medallion for Meritorious Service award.

Public service is a noble profession, but, for a different type of glory. Those of you honored have performed consistently, and with limited to no fanfare, and in some cases with limited resources. I established this award to give recognition to City employees who are known to go above and beyond to accomplish a task, or assist a citizen in need, or implement a program designed to enhance the quality of life for every Baltimorean.

And do you want to know the best part of this award? Each of the honorees were nominated by their colleagues, their peers, the people they stand shoulder-to-shoulder with every day. Because of their efforts, we have safer streets, better schools, stronger neighborhoods, a growing economy, innovative government and a cleaner, healthier Baltimore

And so on behalf of your co-workers and a grateful city, I say “Thank you.” The Citizens of Baltimore appreciate you. Your family appreciates you. Your colleagues appreciate you. And, I appreciate you. I am very grateful for your work every day to provide the best government for the citizens of Baltimore.

Our snow team, comprised of the Baltimore City Department of Transportation, Baltimore City Department of Public Works, Baltimore City Department of Recreation & Parks, Baltimore City Department of General Services, is ready for the winter season. We have spent many hours during the warm weather months to review our performance last winter in order to improve the level of service that we deliver to the citizens of Baltimore. With a snow budget of $6.3 million, the city’s snow removal program includes over 300 essential personnel, 280 pieces of city and contractor equipment and 15,200 tons of salt.

This week we showcased our newly constructed brine facility which will be utilized for the first time this year during snow operations. Crews will use the brine to pretreat city gateways prior to a storm, which will help prevent snow from sticking to the roadways and assist crews with snow removal efforts. In addition to the brine facility, a new 7,500 ton salt dome has also been constructed here to increase the city’s storage capacity. This is the first new salt dome to be constructed in the city in over 20 years.

Just as we have prepared, we also need citizens to be prepared and ready for inclement weather. We ask for the full cooperation of motorists and residents alike, so that clearing snow from city streets can be done as efficiently as possible. Citizens should plan ahead and assemble emergency supply kits for both their homes and vehicles. During a winter storm, we strongly advise citizens who do not have to travel to remain indoors. While crews are treating city roadways, any vehicles that become disabled will obstruct the movement of snow plows and hinder our removal efforts. Citizens who must travel during a storm should take precautions and be well prepared before driving.

We ask that citizens tune into the local news or log onto the city’s snow page at snow.baltimorecity.gov for updated information during inclement weather. Residents can also call 3-1-1 for assistance.

Baltimore’s charm and character are a product of many different cultures and immigrant groups coming together. We pride ourselves on the strength of our collective neighborhoods. This morning, I want to reaffirm Baltimore as a place that welcomes all people – American born and new Americans.

From the beginning of my administration, I have made it clear that a key part of our growth strategy is to encourage new Americans to come here and make Baltimore their home. That’s how Baltimore grew into an important industrial City in the twentieth century and it is one way we will grow our city again in the 21st century. The presence of immigrants and refugees help make neighborhoods across our city stronger and more diverse and we welcome that.

In the wake of the national election, the role of Welcoming Cities like Baltimore has become even more important and vital. Welcoming Cities are cities that promote mutual respect and cooperation between immigrants and long term residents. Building inclusive and tolerant communities that reject bigotry has been a central pillar of our city and one that makes Baltimore stronger and all of us better.

Now more than ever, we need to come together as a city – One Baltimore – to make sure our communities send a strong and clear message that we all belong. This is a city for all of us no matter where you may have originally been born. This issue is being debated around the country right now and we must be committed to listening to one another and respecting one another.

We know this is a difficult time, but as Mayor I am committed to being there for you and doing everything I can do to ensure that all our residents -- including immigrants and refugees -- feel safe and know that they are valued and belong in our City.

Today, my Office of Immigrant and Multicultural Affairs (MIMA) released a ”Community Guide” with information and resources to guide our most vulnerable constituents through the coming weeks. In addition, efforts to coordinate immigration clinics are underway in partnership with community stakeholders. As a Welcoming City, we will join together in a spirit of unity to build a better, safer, and stronger Baltimore that embraces new and native-born Americans alike.

Today we announced the official launch of the Bike Share Program. Thank you to the Department of Transportation and all the dedicated staff for working so hard on biking initiatives throughout the City and the pivotal launch of Bikeshare in Baltimore.

As many of you know, we have been working since early 2011 to bring Bike Share to Baltimore. Our efforts to accommodate bicyclists have been significant, with the implementation of the 2015 Bicycle Master Plan, the creation of my Bicycle Advisory Commission and the implementation of 125 miles of biking facilities that connect Baltimore neighborhoods with a comprehensive network of bike lanes and trails. And now, we are all here today to launch the largest electric pedal-assist bike share fleet in North and South America.

Bike Share will help connect residents, commuters and visitors to more of Baltimore’s businesses, institutions and attractions. Bike Share programs provide citizens with convenient and on-demand access to bicycles for short distance trips in the city. The program will be an affordable, healthy and environmentally sustainable addition to Baltimore’s existing transportation options. Bike Share will also provide economic and equity benefits for Baltimore’s communities, by providing our residents with an alternative transportation option to travel in the city.

Similar to car-sharing programs, Bike Sharing has become an effective mode of transportation for short, point-to-point trips. Bike sharing is different from typical bicycle rental programs because it is designed for quick trips with high turnover rates by using a modified fee structure that charges higher rates the longer a bicycle is in use.

We are excited to finally launch the Bike Share Program and we strongly encourage business owners, institution leaders and community organizations to become involved in the Bike Share Program.

As we celebrate the 26th Anniversary of the Americans with Disabilities Act (ADA) this year, I am proud to uplift what our local commission has done to advance the rights of individuals living with disabilities. I want to offer special recognition and thanks to Commission Chairwoman Lou Ann Blake for your leadership and members of my cabinet, agencies, City Council and volunteers, advocates, and providers who have been supportive and collaborative of our work to reduce barriers and create opportunities for independence for our impaired residents.

Baltimore is a stronger, more diverse and more inclusive city because of you. 14.6% of our population identifies as disabled and that percentage of our population serves an integral role within our communities, workforce and society. My administration continues to enhance services for the impaired, to ensure access to employment, transportation, local government programs and services, access to business, and accessible telecommunications.

This year’s accomplishments range from:
-Enhancing accessibility at 21 public school election polling sites through additional accessible entrances and directional signage.
-Partnering with State government, the Mid-Atlantic ADA Center, and the National Federation of the Blind to host a Transportation Summit on the current state of accessibility, best practices, needs, and updates to the Maryland transportation system.
-Increasing the number of disability organizations listed in the Baltimore Emergency Communications Network (BECON) private- public emergency alert database.
-Developing a multi-agency five year employment hiring plan to enhance the recruitment, interviewing, and hiring of persons with a disability and veterans with a disability.
-Expanding Project Space, a program to increase accessible metered street parking to over 200 spaces reserved for people with disabilities.

For as much progress as we have made, I know much more can be done to improve access to improve the services we offer across our city and throughout the region. As our work continues, I want to say thank you.
