Maryland Commission on Civil Rights Our vision is to have a Maryland that is free from any trace of unlawful discrimination. Commission members are appointed to serve six-year terms.

The Maryland Commission on Civil Rights (MCCR) represents the interest of the State to ensure equal opportunity for all through enforcement of Titles 19 and 20, State Government Article (formerly Article 49B) of the Annotated Code of Maryland and the State’s Commercial Non-Discrimination Policy. MCCR investigates complaints of discrimination in employment, housing, public accommodations and commer

cial discrimination from members of protected classes that are covered under those laws. MCCR is governed by a nine-member Commission appointed by the Governor and confirmed by the Maryland Senate. The Commission meets once a month to set policy and review programmatic initiatives. The Commission is an independent agency that serves individuals, businesses, and communities throughout the State. Its mandate is to protect against discrimination based on race, color, religion, s*x, age, national origin, marital status, physical or mental disability, s*xual orientation and genetic information. In housing cases, discrimination based on familial status is also unlawful. In addition, the Commission assists employers in developing bias-free selection, hiring, retention, promotion and contracting procedures; increases equal housing opportunities to all groups in Maryland; ensures equal access to public accommodations and services; promotes knowledge and understanding of anti-discrimination laws; and helps to improve civil rights within the State.

Baltimore, MD — The Maryland Commission on Civil Rights (MCCR) acknowledges the recent decision by the United States Supreme Court addressing the scope and enforcement of federal voting rights protections. This ruling represents a significant moment in the ongoing evolution of civil rights law and raises profound concerns about the future accessibility and equity of our democratic processes.

While the full impact of the Court’s decision will unfold over time, it is clear that the ruling narrows critical pathways that have long been used to challenge discriminatory voting practices. For decades, these protections have served as a cornerstone in ensuring that all Americans—particularly historically marginalized communities—have a fair and equal voice in our democracy.

“This moment demands both clarity and courage,” said Cleveland L. Horton II, Executive Director of the Maryland Commission on Civil Rights. “We are witnessing a continued reshaping of the legal framework that has safeguarded access to the ballot for generations.
