SBP-DIC Offset Phased Elimination -news: Are you a military surviving spouse with SBP and DIC? Watch for your individual letter from DFAS with estimates of how the first phase of the SBP-DIC Offset Phased Elimination (effective January 1, 2020) will affect your SBP pay. Letters will be mailed in early December 2020.

Spouse SBP annuitants who are subject to the offset may see the first change in the SBP annuity payment they receive on February 1, 2021. Check out the FAQs: http://go.usa.gov/xGfqd

Army Fee Assistance

Dear Army Parent,

National Association of Child Care Resource & Referral Agencies (NACCRRA)
has been extremely honored to administer the Army Fee Assistance over the
past ten years. They have supported Soldiers, Families and Civilians with
exemplary service throughout the years. Installation Management Command
(IMCOM) G9 Child Youth and School Services (CYSS) is extremely grateful for
the service provided by NACCRRA.

IMCOM G9 is consolidating the Army Child Care Fee Assistance Program under
the General Services Administration (GSA) who is looking forward to the
opportunity to expand their relationships with Army Soldiers, Families and
Civilians. They are committed to providing the same level of customer
service that our patrons have become accustomed to over the years.

IMCOM G9, the GSA and NACCRRA have established a transition team that is
closely working together to ensure a smooth transition from NACCRRA to the
GSA.

The Army Fee Assistance Program will not change and we remain committed to
providing the best possible service for the 12,000 Army Soldiers and their
Families that use this benefit.

This letter serves as an introduction to the GSA and provides critical
information regarding the transition process.

Background

The General Services Administration (GSA) is dedicated to delivering quality
services to the Army community and child care providers.

Ø The External Services Branch of the GSA Child Care Subsidy Section has a
history of successful child care administration dating back to February 2003
and is committed to providing quality customer service to the families,
childcare providers that care for the children of their clients.

Ø The External Services Branch administers five Child Care Subsidy Benefit
Programs: the GSA; the U.S. Army Child Care Subsidy Program for sponsors
who were using a Federal Child Development Center (CDC) for their children;
the National Park Service; the U.S. Coast Guard Child Care Subsidy Program
and the U.S. Customs and Border Protection.

Ø As a Federal agency, the GSA is a partner with the U.S. Treasury in
Kansas City, Missouri for vendor payments resulting in accurate, efficient
and traceable payments to vendors throughout the payment process.

Transition Information

In order to complete the transition process, NACCRRA on behalf of the U.S.
Army, will be transferring the Family files to the GSA, so that they can
assume the administration of the Army Fee Assistance Program. The U.S. Army,
NACCRRA and the GSA would like to assure you that all appropriate security
measures are in place for the transfer of your information. A 100%
validation check of all mandatory documents and requirements will be
performed.

Here are key points to know:

• There will be no disruptions in payments.

• The child care fee assistance payments will continue to be issued
monthly, however it will be sent via the U.S. Treasury located in Kansas
City, MO.

• Based upon the email address that is on file, you will continue to
receive announcements and information regarding your individual fee
assistance benefit.

• Please understand that eligibility and document requirements will
remain the same, however you may notice a difference in the format of
applications, forms and benefit notifications.

During the transition period, NACCRRA will continue to administer and
service Army Families and providers until the transition is complete as of
May 1, 2014.

We will be hosting a webinar for Army Families in the near future to provide
more information about the transition. We encourage you to stay informed by

regarding this transition process.
