BCREPC is a coalition of emergency management, law enforcement, fire service, health care, public health, public works, EMS, military, and numerous other affiliated agencies. The Barnstable County Regional Emergency Planning Committee (BCREPC) is a coalition of law enforcement, fire service, health care, public health, public works, EMS, military, and numerous other affiliated agencies as outlined

by the Massachusetts State Emergency Response Committee (SERC). It represents the towns of Barnstable, Bourne, Brewster, Chatham, Dennis, Eastham, Harwich, Mashpee, Orleans, Provincetown, Sandwich, Truro, Wellfleet, and Yarmouth in Barnstable County, and the town of Nantucket in Nantucket County. The BCREPC meets monthly to provide updates, presentations on current disaster management topics and to hold an open discussion on a variety of emergency pre-planning subjects relevant to Cape Cod and Nantucket. Our purpose is to harness the power of planning, cooperation, and interoperability to assist Cape Cod communities to mitigate the threat from any hazard which may require the response of multiple jurisdictions.

72 new cots. One stronger region.

Barnstable County is grateful to the Mashpee Wampanoag Tribe - Emergency Preparedness Department for the donation of 72 emergency shelter cots to support Cape Cod’s regional shelter system.

This effort builds on recent collaboration during Blizzard Hernando, when the Tribe opened the Mashpee Wampanoag Tribal Community & Government Center as a warming center and overnight shelter—welcoming residents from across the Upper Cape and surrounding communities.

Partnerships like this are what regional emergency preparedness looks like in action: coordinated, responsive, and community-driven.

“These efforts strengthen our collective ability to support residents across the region,” said Commissioners Chair Mark Forest.

The cots will now be integrated into the County’s shelter system, helping ensure communities are prepared for whatever comes next.

Storm Update for Southern New England

Heavy rain and strong winds are expected Monday into early Tuesday.

Forecast highlights:
• 1–3 inches of rain with localized totals near 4 inches
• Wind gusts 45–65 mph, strongest Monday night
• Risk of street flooding, downed trees, and power outages

Rain begins early Monday morning, with the most intense conditions late Monday night.

Residents should:
✔ Secure loose outdoor items
✔ Avoid driving through flooded roads
✔ Prepare for possible power outages

Did your home or business experience damage from the February 22–23 winter storm?

The Massachusetts Emergency Management Agency (MEMA) has opened a Damage Assessment Survey for residents and businesses across Barnstable County.

Submitting a report helps state and local officials understand the extent of storm damage and determine whether the region may qualify for disaster assistance. Even if you’ve already contacted your insurance provider, you are still encouraged to complete the survey.

Blizzard Hernando: Regional Response by the Numbers!

At the height of Blizzard Hernando, 153,000 customers were without power across Cape Cod.

Six regional shelters opened across the region, along with at least 14 local warming centers and charging locations. Hundreds of residents sheltered as outages stretched into multiple days.

17,000 meals were distributed through Family Table Collaborative with support from local and national food partners. The Cape Cod RTA provided hundreds of rides transporting residents and pets to shelters and also supported Family Table Collaborative by assisting with meal transportation and deliveries.

Eversource deployed approximately 2,000 line crews statewide, with many assigned to Cape Cod, including mutual aid crews from across the Northeast and Canada. Public works teams cleared secondary roads so line crews could reach blocked neighborhoods.

Approximately 200 local, county, state, nonprofit, and utility partners joined regional coordination calls twice per day to stay in lockstep.

Eighteen AmeriCorps Cape Cod members supported shelters and the Multi-Agency Coordination Center (MACC), the regional hub where municipal emergency management teams worked alongside the Massachusetts Emergency Management Agency (MEMA), Eversource, National Grid, the Department of Conservation and Recreation (DCR), public safety leaders, and nonprofit partners to coordinate response operations.

American Red Cross staff and volunteers, Medical Reserve Corps volunteers, Cape Cod Disaster Animal Response Team (CCDART) members, Community Emergency Response Team (CERT) members from multiple Cape Cod towns, and public health nurses staffed shelters. The International Fund for Animal Welfare (IFAW) provided critical animal care support and supplies to assist residents sheltering with pets.

County staff stepped outside of their typical roles to support operations at the MACC.

There are also contributions that cannot be measured: neighbors who shoveled driveways, residents who checked on someone vulnerable. These small acts, though often unspoken, create community resilience and strengthen the overall response.

You approach a busy intersection. Traffic’s moving. The signal is dark due to storm-related power outages.

B.) Beep your horn and inch forward aggressively so everyone knows you mean business.
C.) Wait forever. You can never be too polite.
D.) Treat it as a FOUR-WAY STOP.

When a traffic signal is dark, it automatically becomes a FOUR-WAY STOP.

That means:

➡️ Every direction comes to a complete stop.
➡️ First vehicle to stop goes first.
➡️ If two vehicles arrive at the same time, the vehicle on the RIGHT goes first.

And no — the “momentum of traffic” does not override the rule.

Even if one direction seems to be flowing, everyone SHOULD be stopping to take turns. And if they forgot the rules, be patient and wait for a safe moment to proceed.
