City of Barstow - The Hub of the West

City of Barstow - The Hub of the West A progressive High Desert community with small-town advantages that preserves and promotes a quality environment in which to live, work and play.

Barstow is far more than a stop along the way. A general-law city, Barstow has operated under the council-manager form of government since its incorporation in 1947. The City Council consists of the Mayor elected at large and four council members elected by district, all of whom serve four-year terms without limit. Elections are held every two years for two council member seats and then two years

later for the other two council member seats plus the mayor. The City Clerk and City Treasurer are elected at large. The City Council passes ordinances, adopts the budget, appoints committees, and hires the City Manager and City Attorney. The City Manager oversees the day-to-day operations of the City and carries out City Council policies. Barstow is a full-service city, including police and fire (Barstow Fire Protection District, a subsidiary of the City); construction and maintenance of highways, parks, streets, and other infrastructure; community development and planning; wastewater treatment (city-owned); electricity (Southern Cal Edison), gas (Southwest Gas), water (Golden State Water), and solid waste management (Burrtec); economic development; recreational and cultural activities; and general administrative services.

Hey, Barstow! | Episode 4: Street Rehabilitation Project

Mayor Tim Silva is back out in the field, this time with Fidel Martinez, Senior Community Development Inspector, for an update on one of Barstow’s largest street rehabilitation projects.
In this episode, they break down how many miles of streets are being improved, what goes into rebuilding a roadway, and what a $18 million investment in Barstow’s infrastructure really looks like.
From paving and roadway repairs to ADA improvements, striping, and more, there’s a lot happening behind those orange cones.
Thank you to our crews and residents for your patience as this work continues.

Progress is happening all around Barstow — and smoother roads are ahead!

🚧 Remember: Slow down for the cone zone.

🚧 RIMROCK ROAD IMPROVEMENTS ARE UNDERWAY! 🚧

The City of Barstow, in partnership with the San Bernardino County Department of Public Works and the San Bernardino County Transportation Authority, is moving forward with improvements along Rimrock Road between H Street and Barstow Road.

As construction activity increases in the area, we are asking everyone to help keep our community and work crews safe.

Please remember to:
-Slow down through construction zones
-Watch for cones, signs, equipment, and workers
-Use alternate routes when possible
-Allow extra travel time
-Avoid distractions and stay alert behind the wheel

🚘 Slow for the Cone Zone! A few extra minutes and a little extra caution can make a big difference in keeping drivers, cyclists, pedestrians, and construction crews safe.

Current improvements include work on the Class 4 bike lane between H Street and Barstow Road and asphalt paving along Rimrock Road between H Street and Lovato Avenue.

We appreciate your patience and cooperation as we work with our regional partners to improve safety, mobility, and connectivity along this important corridor.

Episode 2: Help Name the Route 66 Pocket Park

Hey, Barstow! Mayor Tim Silva is visiting the pocket park at First Avenue and Main Street to share a look at the Route 66 and Main Street enhancements coming to Barstow.

This community space will soon receive a fresh new look as part of the City’s efforts to enhance Main Street and prepare for the Route 66 Centennial. Before the transformation is complete, the park needs a name, and we want the community to help choose it!

Participate in the naming survey and help select a name that reflects Barstow’s history, character, and Route 66 spirit.

Take the survey: https://forms.cloud.microsoft/g/Z6m3STBm1t
Survey closes at 11:59 p.m. on August 16, 2026.
