DeWine's original plan, announced days after the shooting, called for a red flag law and background checks on nearly all gun sales. Facing pushback from Republican legislative leaders and gun-rights groups, he dropped both before he ever introduced a bill. Even watered down, with Safety Protection Orders replacing the red flag law and voluntary background checks replacing mandatory ones, it still never got a floor vote.

Instead, in the years since, Statehouse Republicans passed laws that made guns easier to carry: stand-your-ground, concealed carry with no license or training, and letting teachers carry in classrooms.
