Bay Area Homeless Services - BAHS Brief History

Bay Area Homeless Services began in 1982 as a dream in the heart of Rev. Mack Cook who served as Baytown Police Department's Chaplain. and Lou F.

BAHS provides an emergency homeless shelter, food, clothing, case management services and transitional housing for homeless individuals and families in the eastern Harris County, Chambers County and Liberty County service area. He first began to take homeless men to his home, where he and his wife would offer shelter, meals and a place to freshen up. During the late 80's the agency purchased two h

omes on Wisconsin Street. One is used as an office, and the other was used as an overnight shelter residence for homeless men. More casework services were added to allow the residents to extend their stay for up to 30 days while they sought employment. As more homeless women began to seek services during the late 90's plans were made for a separate women's shelter. In 2003, this became a reality as community volunteers built the new structure on the Wisconsin Street property. This allowed homeless women, many with young children, the same opportunity to stay in a safe and welcoming environment. Baytown's rapid growth in the 2009-2011 period led to many families relocating to the area in search of better employment opportunities. This also led to a surge in the number of intact homeless families in our service area. As a result of this influx plans were developed for a separate shelter where intact homeless families could reside together. Through a Capital Campaign chaired by local businessman and philanthropist Roger Elswick, funds were raised to purchase additional space adjacent to our campus, and erect the new family center. A generous gift from the Perry L. Britton Foundation, coupled with pledges and gifts from the local community, enabled BAHS to acquire a matching grant from the Mabee Foundation. The Britton-Fuller Center for Intact Homeless Families was dedicated on March 29, 2016 and features six separate apartments for families, community living and play areas, a community kitchen and a staff office. In its first full year of operation, the center has housed 25 families and provided more than 4000 bednights of shelter.

🚧 We’ve officially broken ground! 🚧

Thanks to the dedication and generosity of our community, Bay Area Homeless Services has officially begun construction on our long-awaited campus revitalization project-a major step forward in our mission to provide safe shelter, meaningful employment support, and lasting stability to those we serve.

For more than 40 years, our facilities, originally single-family homes built in 1930, have stood as a refuge for over 12,000 men, women, and children experiencing homelessness. But these aging buildings have long been on “borrowed time.”

Through our Capital Campaign, we’re rebuilding for the future with three new facilities:

🏠 Commons Building – a centralized campus pantry and laundry facility.
👷‍♂️ Men’s Shelter – modern housing for 13 residents, with space for emergency overnight guests.
💼 Administration Building – offices, a computer lab, and job-readiness training spaces.

Designed pro bono by the nationally recognized architectural firm PGAL, this project ensures our campus remains a place of safety, dignity, and opportunity for decades to come.

Together, we’re building more than just walls, we’re building hope. ❤️

In June 2025, K.E. and her three children came to our shelter seeking stability and a fresh start. While working full-time at Target Sortation Center earning $23/hour, she knew she needed support with budgeting to reach her goals.
K.E. completed our Financial Literacy Budgeting Module, learned to separate needs from wants, and opened a Resident Savings Account. In just 90 days, she saved enough to move her family into a two-bedroom apartment! 🏡❤️

👏 We’re incredibly proud of K.E.’s determination and discipline.

August Success Story 🎉

When I.T. arrived at BAHS on May 30, he was already working as a Security Guard and saving for his future. Determined to reach his goals, he joined our Financial Literacy classes to learn more about saving and building credit.

Just two months later, his dedication paid off. I.T. secured his very first one-bedroom apartment and proudly completed the BAHS program. 🏠✨
