Annual MS4 compliance activities are ongoing and will continue throughout 2026. The Township’s NPDES MS4 Permit, issued by the Pennsylvania Department of Environmental Protection (PaDEP), requires the Township to annually comply with six Minimum Control Measures (MCMs). The MCMs have been established by PaDEP to meet permit goals and to preserve and improve surface water quality – streams, lakes, and rivers. The Township’s MS4 Permit requires implementation of a stormwater management program that addresses each of the six MCMs identified in the permit, as follows:

• MCM #1: Public Education and Outreach regarding Stormwater Impacts
• MCM #2: Public Involvement and Participation
• MCM #3: Illicit Discharge Detection and Elimination
• MCM #4: Construction Site Stormwater Runoff Control
• MCM #5: Post-Construction Stormwater Management in New and Re-Development Activities
• MCM #6: Pollution Prevention and Good

Housekeeping for Municipal Operations - MCM Nos. 1 and 2 implement a Public Education and Public Involvement Program. The goal of these MCMs is to solicit community involvement in the Township’s MS4 program as well as continuing to educate the community relative to MS4 and stormwater initiatives. Part of the ongoing MS4 education program includes regular MS4 updates in the Township newsletter as well as regular discussion at the Board of Supervisors meetings. The Township also advertises several recycling events throughout the year for residents to participate in, as well as providing a brush/grass clippings bin for residents to utilize to properly dispose of. All of these initiatives are included on the Township website, which includes a dedicated stormwater management / MS4 page which includes the most up to date information relative to the Township’s permit.

The Township implements an Illicit Discharge Detection and Elimination Program to comply with the requirements of MCM #3. This program includes an annual outfall screening program, where the Township Engineer completes a review of the outfalls in the Township.

The purpose of this program is to identify and eliminate illicit discharges that may contribute pollutants to the Township’s streams and lakes. This program is conducted during late spring/summer months at times of dry weather; samples are collected from the outfalls and are tested to determine if any pollutants are present in the discharge. If a pollutant is found, the Township investigates to determine the source of the pollutant and works towards removing it from entering the storm sewer system.

MCM #5 requires the Township to ensure adequate operation and maintenance of post-constructionstormwater best management practices (PCSM BMPs) throughout the Township. PCSM BMPs are facilities that control or treat stormwater runoff, such as detention basins, rain gardens, bioretention basins, underground stormwater detention tanks, and other stormwater control facilities. In order to evaluate whether these facilities are operating properly, representatives of the Township and Township Engineer complete annual field reviews of each BMP during the spring. This includes both BMPs owned by the Township and those owned by private entities, including developers, businesses, homeowners’ associations and other entities. When deficiencies are found during the inspection, parties responsible for maintenance are notified to take corrective action such that the BMPs function as designed to address downstream flooding and improve water quality. The Township provides notice to the parties responsible for maintenance in advance of the inspections in the event the party responsible would like to be in attendance at the time of the inspection.

As part of MCM #6, the Township implements an annual training program for Township officials and staff. The training program provides information regarding permit activities and requirements. Specific training is provided annually to Road Department, Municipal Authority and Sanitary Authority staff regarding the Township’s Pollution Prevention and Good Housekeeping Operation and Maintenance Plan. This O&M Plan, developed as a requirement of MCM #6, establishes procedures implemented by the Township to prevent stormwaterpollution during municipal operations. Annual elected official training is regularly held at the February Board of Supervisors Meeting.

Brighton Township’s contract with J. Young Refuse includes a semi-annual Fuel Cost Adjustment provision. This adjustment is calculated using OPIS fuel price postings and the formula set forth in the contract documents.

The most recent calculation results in a $0.09 increase per month over the base rate, effective January 1, 2026.

Refuse Rates Effective January 1, 2026:
Base Monthly Rate (July 1, 2025 – June 30, 2026): $20.88
Fuel Cost Adjustment calculated effective Jan. 1, 2026: $0.09 per month
Monthly Rate effective Jan. 1, 2026: $20.97
Quarterly Rate effective Jan. 1, 2026: $62.91

Mandatory Participation – Residential Collection - All residential units in Brighton Township are required to participate in the contracted refuse and recycling collection program. State law also mandates that the Township provide curbside recycling collection to every residence. Township ordinance requires participation in these programs.

The contracted hauler provides the Township with the names and addresses of non-participants, and notices will be issued accordingly. Continued non-participation may result in enforcement action, including fines of $100 to $600 per violation, plus court costs.

Non-Residential Recycling Requirements - Commercial and other non-residential establishments are reminded that participation in the Township’s recycling program is mandatory.

Township ordinance requires businesses to separate the following materials from the waste stream and store them for collection:
• High-grade office paper
• Aluminum food and beverage containers
• Corrugated cardboard

Businesses are also encouraged to recycle:
• Steel and bimetal food and beverage containers
• Newspapers and magazines
• PET (No. 1) and HDPE (No. 2) plastics

Each establishment, or its contracted hauler, must submit an annual recycling report to the Township identifying the types and weights of materials recycled during the previous year. The Township is required by the PA Department of Environmental Protection to report annual residential and commercial recycling totals.

When reserving Shultz Lodge at Two Mile Run Park, the Township collects a $150 security deposit at the time of reservation. This deposit is required due to past instances of noncompliance with the facility’s Rules and Regulations.

To protect the Lodge, tape, tacks, command strips, and similar materials are not permitted on the walls, as they cause damage. The Lodge walls have recently been repaired and repainted, and they will be inspected after each rental. If prohibited items are found to have been used, the security deposit will be forfeited.

Failure to follow other rules outlined in the rental agreement —such as driving on or parking on the grass surrounding the Lodge — may also result in forfeiture of the security deposit.

Yard Waste Composting Site Permits must be renewed for use of the site. Permits may be renewed annually as follows:

1. In person at the Municipal Building, 1300 Brighton Road, Beaver, PA 15009. The cost of the permit is $15.

2. By mailing a check payable to “Brighton Township” in the amount of $17.00 ($2.00 to cover return postage) along with the number from your previous permit. Your new permit will be issued and mailed to you within five days. (This form is also available on the Applications & Forms page in the Resident’s Center of our website at www.brighton.twp.org.)

First time permit applications must be made in person, with proof of residency, at the Municipal Building, 1300 Brighton Road, Beaver, PA 15009.

During the past year the Township experienced numerous occasions of improper use of the site. Only grass, leaves, and brush/tree limbs are to be deposited at the site. Please refer to the rules and regulations for site use. Plastic bags, stones, boards, landscape timbers and garbage are not acceptable. Disposal of unauthorized materials can damage the equipment used to operate the site, and can cause other hazards. Use of the site without a valid permit, or in violation of the rules, can result in enforcement action. The site is under video surveillance.

...remember, you're in the driveway." All the soap, scum and oil grit will run along the curb. Then into the storm drain and directly into our streams, rivers and eventually coastal waters including the fragile Chesapeake Bay. And that causes pollution which is unhealthy for fish and shellfish.

So how do you avoid this whole mess? Easy. Wash your car on grass or gravel instead of the street. Or better yet, take it to a car wash where the water gets treated and recycled.

While the completion of the recent water meter replacement program represented a major milestone, the Brighton Township Municipal Authority’s (BTMA) efforts to modernize the water system are ongoing.

As many residents are aware, BTMA completed Phase I of the Water Meter Replacement Program in 2025, replacing approximately 1,200+ residential and commercial water meters throughout the Township. This work was made possible through $300,000 in grant funding awarded under the COVID-19 ARPA H2O PA program, allowing BTMA to complete the upgrades while minimizing costs to customers.

The typical useful life of a water meter is approximately 20 years, and many of BTMA’s meters have reached or are approaching that replacement timeframe. While Phase I addressed a significant portion of the system, additional meter replacements remain. BTMA has continued to budget for meter replacements and plans to complete the remaining installations over the coming years.

To further reduce the budgetary impact to the Authority, BTMA is actively pursuing additional grant funding through state and other funding agencies to support future phases of the program.

Looking ahead, BTMA plans to transition toward Advanced Metering Infrastructure (AMI) technology. AMI systems allow water usage information to be transmitted electronically, providing more frequent data. This technology helps identify leaks earlier, reduce water loss, and prevent unexpectedly high water bills caused by undetected issues. It can also help residents become aware of unnecessary water usage, such as leaking toilets, running fixtures, or exterior hoses left on for extended periods.
