F. Bryan Schley Hello, I am Bryan Schley and I am seeking your support on November 3rd to be re elected and serve the people of Bedford on Town Council. I am Bryan Schley.

For the past two years I have served as a board member to Bedford Main Street Inc. and chairman of the Design Committee. I am seeking your support in the upcoming election for Town Council. My Goal – Take Bedford back to the future, meaning that I want to preserve what has made Bedford the world’s best “Little Town.” while promoting positive growth in the business and housing sector. Economic Deve

lopment – In addition to attracting businesses to our business parks, I want to bring business back to Bedford’s downtown community. I also want our abandoned old buildings to be revitalized for potential businesses and I want the downtown storefronts vibrant with people rubbing elbows on the sidewalks again. My desire is that these shoppers will be made up of Bedford’s citizens as well as travelers who have been drawn to Bedford through improved tourism efforts. Tourism – Bedford has so much to offer, why keep it a secret. We need to increase our efforts to attract more residents, highlight our history, promote our scenery, and have Bedford become a destination. These efforts will impact our community economically and allow us to grow. These are just a few examples of what I believe is a successful plan to get our community growing. I also believe we need to strengthen our educational needs. We need a voice that can work with the board of supervisors and our school board to ensure we have the best opportunities for our youth going forward. For my campaign to be successful it will require a structured grassroots organization. That is why I am seeking support from friends and associates to get involved in my campaign to help Bedford prosper.

I would like to wish our Mayor a happy birthday today and remind folks to vote.
With your support we can continue the work this council has started. Tim Black, Stacey Hailey, CG Stanley , Bruce Johannessen
and myself work out our differences for the good of our community. Lower electric bills, new police department, parking garage and farmers market are all in our 24 month plan. Over $200,000 has been earmarked to improve our parks this year. We
work hard on our budget annually so that our budget can work hard for you. Bedford is truly a pearl and with a little polishing, it can become priceless. WBLT

Promises Made and Promises kept

Reduced our total budget over $500k
Reduced debt from $20.5 Million to $12.2.
Have a plan in place to be debt free in 5 years
Passed a capital improvement plan that have 2 new
gateway signs installed on 460 this year and 6 more
on other entrance roads next year.
Negotiated an $11 million investment into the old
middle school campus to have high end apartments
and a boutique hotel!
Negotiated bad contracts out of our electric portfolio
and made the electric company profitable and now
developing a plan to reduce rates.
Developed a small business grant program to assist our
business during the Covid 19 crisis.

Council will meet in October to discuss possible capital improvement projects. Please
let me know what you think is the most important. Some examples are a parking garage. Additions to Liberty Lake Park etc.

This weeks post is about the Town
and it's employees. In the last Town
Council meeting the budget was our
hot topic. In the current budget proposal
for 2021 there is a 2% cost of living raise
for the Towns employees. I along with 3
other council members are in favor of leaving
that in the current proposal. For those citizens
who oppose this let me be clear as to why I am
in favor of giving the Town employees a 2% cost
of living adjustment.
Before Covid 19 caused businesses to close, Town
staff had already put together a budget that removed all
capital improvement expenditures. In our budget
work session, Council had requested that we have a
lean budget so we can save money to do more
projects in the Town in the next coming year. Town
staff did a terrific job cutting back and making this
budget as lean as they could. Revenues will surely
fall short of projections in this next budget year. I
believe we have prepared to handle that shortfall. The money
that we were going to save to do projects with should
cover revenue losses. For this reason, I do not support cutting
the budget even more. That is reason number 1.
Furthermore, you need to know just how hard your Town
staff works at saving the Town money and being efficient
even after the budget has been approved. I can give you
many examples and I will in our next Council meeting. I
will however give you a few examples now. Our public
works director is constantly working hard to save the town
money in all aspects of his duties. Every year when
purchasing new equipment he finds way to come in
under the projected budget. He constantly finds way to
save money while we are closing two landfills. Our public
works staff is trained to do many different jobs which allows
his staff to be extremely efficient. The finance director
constantly brings Town council ways to save money. One
such instance was a few years ago at the Snowden Dam we
lost a turbine and it was going to cost the Town over $900,000
to replace. She went to work trying to figure out how to pay for
this non budgeted expense. While researching our insurance
policy she found out it may be covered. The insurance
paid for the new turbine and the Town saved over $900,000.
That is just one example. There are many more. The Police
department continues to find creative way to save money with
an already short staff department. All of our Town
employees work hard to save and not waste money. I am confident that if we have a revenue issue in next years
budget cycle that staff will find ways to ensure we do
not over extend the tax payers money. I think this
year more than ever they have earned
the cost of living wage increase and we should value the
talent we have and invest in the Towns future. If you oppose
this increase please do not hesitate to contact me as
I will be glad to give you more detail why I oppose any
cut to the budget that include omitting the 2% COLA.

This weeks post is about Economic Development. When I was elected in 2016 I was fortunate to be appointed to the
economic development committee. In 2018 I was appointed to Chair that committee. Since I have been on council this particular group has really focused hard on all aspects of
growing our economic outlook in the Town. Below are just
some highlights.

Creating an economic development coordinator position
Since 2016, 103 new business licences have been approved.
Our Manufacturing businesses have expanded.
Centas, Fostek, Blue Ridge Optics, Smyth Labels these are
just a few that have expanded in the Town.
Most of our buildings on Main and Bridge street are leased and storefronts are full. Even one business at 210 North Bridge Street took a vacant building and turned it into 3 new businesses.
Created a building official position. This allows us to work
more closely on a 1 on 1 bases with our development needs.
Renovating an urban setting is challenging and having a
building official dedicated to that, allows us to meet those
challenging needs.

Below is what I want to accomplish if re elected

We want to attract more manufacturing but we must focus on
the growth of our town to do so. We have a very low unemployment rate in Bedford. We have to grow our
community so that we can provide an employable workforce.
Working with our high schools, CVCC and our Bedford
Science and Technology Center we must increase
participation so that we can provide our current businesses
with a workforce that is ready. This will also increase our chances of bringing in new businesses.

Part of economic development is our infrastructure. We need
to increase capital improvement projects and work with the
State to receive grants that will allow us to do this responsibly.

We have accomplished a lot but we have much more to do. I
look forward to serving you for another four years with your help!!!
