FREE Training being offered to any City, County employees including Fire Departments, Law Enforcement, EMS, HazMat and more in the surrounding counties.

Participants will learn how to create effective training plans for their agencies and jurisdictions using a whole community approach.

Participants will learn a jurisdiction training assessment process in which an integrated assessment team creates a jurisdictional profile and evaluates the jurisdiction’s ability to fully implement their Emergency Operations Plans (EOP).

Participants will then be able to identify and catalog training goals and identify ways to meet them by prioritizing training efforts, developing improvement plans, and implementing a course of action.

This course meets Texas Commission on Law Enforcement (TCOLE) requirements for MGT-418 Readiness: Training Identification and Preparedness Planning course #78403.

Prerequisites
There are NO prerequisites for this course.

Upon successful completion, you will be able to:
• Explain how the RTIPP process will support their communities.
• Choose appropriate preparedness tools for analyzing capability gaps in their agencies.
• Form an assessment team to conduct a jurisdictional training assessment using the whole community approach and based on an understanding of jurisdictional characteristics.

• Write capabilities-based training goals for their agencies using Steps 3 and 4 of the RTIPP process.
• Complete prioritized multiyear training plans to address training goals in their agencies by using Steps 5 and 6 of the RTIPP process.
• Create multiyear training plans for jurisdictions in order to test and validate the community’s readiness.

Did not want to forget AEP Texas for their part this last year for their commitment to Bee County in supporting South Texas First Responders.

(AEP) Patrick King's attendance at LEPC and Fire Department meetings in helping to resolve safety concerns in Bee County has been greatly appreciated.

Your updates on AEP's commitments with responders on wildland fire minimization from the electric providers has been very educational. Thanks again for AEP's commitment to safety.

Bee County LEPC sponsored a round table meeting with Senator Adam Hinojosa, Chad Magill, David Cave and Bee County Fire Chiefs today.

Senator Hinojosa has been a great champion for local Fire Departments and wanted to take time to visit with the Bee County rural VFDs to better understand what components the departments are in need of.

Each Fire Chief turned in reports on several on-going issues that each department experienced and suggestions to improve response times and increasing scene safety during responses.

Special thanks go out to Senator for continuing to stand up for the First Responders in Bee County and to Pawnee, Pettus-Tuleta, Normanna, Beeville, Skidmore and Tynan Fire Chiefs to take the time to help identify areas for improvement with the correct funding.

Here is an update for important upcoming FREE ICS training and note there are prerequisite on-line courses (100, 200, 700 & 800) that must be completed and training certificates downloaded into the TDEM Blackboard before the system will allow you to register for 300/400 classes.

It is highly recommended you download your certificates early since it may take several weeks for them to show up in your TDEM personal account.

Since TDEM/TEEX requires a minimum student headcount to teach these classes, don’t wait too close to the start date or the class to register or it could be deleted if minimal student enrollment requirement is not reached.

We appreciate Energy Transfer Pipeline Company for inviting the Bee County Local Emergency Planning Committee (LEPC) to participate in their 2026 Annual Emergency Response Corporate Exercise yesterday.

Members of Bee County LEPC attending were Joel Saenz, Pawnee VFD Fire Chief who also serves as the Chair of the Pipeline Damage Prevention subcommittee and David Cave, member of Tynan VFD and serves as General Chairperson for the Bee County LEPC.

The local Energy Transfer (ET) Pipeline facility in Kenedy along with their Houston Corporate Response Team participated in a real-life exercise to test their Emergency Plan for readiness and afterwards make any adjustments to the plan before a real event may occur. This is important because Bee County has a large number of pipelines that operate and run throughout many areas of our county.

The ET field exercise consisted of a worst-case scenario of a natural gas line, that contained H2S product, failed in a remote rural area. ET local field personnel were contacted by their central control center when they received low pressure alarms on that particular line indicating a possible leak occurred.

Part of this exercise was how Energy Transfer (ET) notified local 911 center, what specific information was needed for local responders before arriving at the scene, plume modeling, deciding if, citizens close to the scene, should be told to shelter-n-place or evacuate the area, accountability of locals, utilizing LEPC/County communication tools to inform rural citizens of the incident and setting up NIMS Unified Command working together to protect citizens and first responders.

Before heading back to Beeville after the Energy Transfer Exercise ended, received a notice where a natural gas pipeline had a failure on the coast of Cameron Parish in Johnson Bayou in Louisiana. This actual incident was almost identical to the training exercise ET had just completed.

Summary, this is why it is so important to hold these types of industrial training exercises with local LEPCs. This way communication and response protocols are already in place so working together is much easier. Thanks again to our industrial partners for their continued participation in the Bee County LEPC safety program.

OUR CHILDREN ARE OUR MOST PRECIOUS ASSETS!

New Year, - New school safety training program starts again for all Bee County ISDs, private and Charter schools especially in the rural areas. Had the privilege to meet with Skidmore-Tynan ISD and St. Mary's Academy Charter School this week to discuss the need to start Phase 2 of our special training program.

Just a FYI - the Local Emergency Planning Committee (LEPC) in 2024 kicked off a new program and reached out to every public, private and charter school to participate in our Phase 1 safety program.

One of the key questions brought up was - "is the school and teachers all signed up for the county I-INFO paging system"? The County can send emergency messages & updates to anyone that may be impacted by an accident or even serious weather event. Parents or citizens should all sign up for this great communication tool.

The purpose of this special safety training is to sit down with school administrators, principals, teachers for one hour to discuss their school's emergency plan "specifically" dealing with sheltering-n-place and safest means to evacuate kids in the event a large "chemical emergency" near a school. We did invite a member of the fire department closest to the school to partner with us and complete our team when presenting this program.

Being retired from a Refining Company in Corpus and being a member of the Corpus Christi LEPC for 20 years, provides more insight with the team to know that lock downs at schools are completely different from sheltering-n-place and what hazards can impact schools trying to evacuate students.

During 2026, the LEPC will be scheduling time at any school within Bee County that will allow us to present our program again while working with the local volunteer fire departments.

Congratulations to the following schools that received Certificates of Completion for Phase 1 recognition during Commissioner's Court in 2024 from the LEPC for their accomplishments. We look forward to working with them again with this on-going program to protect our school kids should there be a pipeline or transportation incident in their area.

Great 1st meeting of 2026 for the Bee County LEPC and had excellent attendance. We were happy to see City of Beeville's new City Manager, Andy Joslin, able to make our meeting along with US EPA representative who drove down from Houston and Jason Galvan with DPS, just to mention a few.

Our guest speaker was Chad Magill, District Liaison, with Texas Senator Adam Hinojosa's office. He was able to give us updates on several topics they have been working on in Austin.

It was exciting to hear a couple of these will really benefit First Responders not only in South Texas but all over the State. One other subject mentioned that Senator Hinojosa is trying to move forward with will be a big benefit for rural fire departments helping to improve firefighter safety during responses.

We greatly appreciate Senator's Hinojosa's work during last year's 89th Legislative in passing a bill for the Texas Forestry Service that appropriated over $190 million dollars. This funding was to eliminate a 13-year backlog on grants so Texas VFDs in need could receive the new trucks they had been waiting on.

Many local fire departments in Bee County along with others in South Texas all received new fire trucks and/or much needed response equipment thanks to his efforts.
