Important Reminder for Parents: Talk to your kids! Bike & E-Bike Rules of the Road
BF City Ordinance Chapter 10.76, Bicycle & E-Bike Rules (SDCL 32-20B)
Parents, with nicer weather here, our kids are out riding more than ever. Here’s a quick, clear breakdown of the state laws that apply to regular bikes and e-bikes so everyone stays safe and legal.
E-Bike Rules (SDCL 32-20B):
• Class 1 & 2 (pedal-assist or throttle up to 20 mph): Treated like regular bikes. No minimum age. Allowed on most roads and bike paths.
• Class 3 (pedal-assist up to 28 mph):
o Rider must be at least 16 years old.
o Anyone under 18 riding (or any passenger) must wear a properly fitted helmet.
o Generally not allowed on most bike paths/trails (check local rules).
All e-bikes must have the manufacturer label showing class, speed, and wattage. Modifying one to go faster can get you in trouble.
General Bike/E-Bike Rules of the Road:
• Ride as far right as practicable (with exceptions for safety, passing, or turns).
• Use hand signals for turns and stops.
• Yield to pedestrians on sidewalks/crosswalks.
• At night: Front light visible from 300 ft + rear reflector.
• Follow all traffic signs and signals (like a car).
Violations are Class 2 misdemeanors and fines around $122!
Parents can be held responsible in some cases, and repeated violations or reckless behavior can lead to higher penalties or bike impoundment.
Safety tip: Even if helmets aren’t required by law, they’re the smartest choice. Teach kids to ride predictably and stay aware of cars.
Let’s keep our kids safe this riding season! Share this with other parents. Any local Rapid City ordinances or trail rules you’ve run into? Drop them in the comments.
