Belton Proposes Higher Tax Rate for Fiscal 2027 Budget; Average Homeowner Likely to see Lower Bill

Belton is proposing a property tax rate of 56.19 cents per $100 of taxable value for fiscal 2027, a 7.5% increase.

Despite the higher rate, city estimates show the average and median Belton homestead would see lower tax bills next year because taxable homestead values have fallen.

Budget Proposal Cuts Programs, Delays Projects

Belton’s proposed fiscal 2027 budget would eliminate the city’s participation in a housing program for low-income residents, stop mowing state highway rights of way, and defer a shared-use path project.

Finance Director Mike Rodgers told the Belton City Council Tuesday that about $730,000 was removed from the preliminary budget as officials worked to keep the proposed property tax rate from exceeding the voter-approval rate.

Public hearings on the budget and tax rate are scheduled for Sept. 8, with final consideration scheduled for Sept. 15.

Belton has grown considerably since the 1960s, but its workforce remains remarkably lean.

Development Services Director Bob Van Til has announced that he will retire from the City of Belton, effective Sep. 30, concluding nearly nine years of service at the city and a municipal planning career that spanned nearly four decades.

“It has been a pleasure to serve the Belton community,” Van Til said, noting his appreciation for the colleagues who worked beside him in Development Services, formerly the City’s Planning Department.

The Belton City Council invites input on the draft update to its Strategic Plan, which outlines priorities for Fiscal Years 2027–2031.

Residents who review the plan may share comments during the City Council meeting scheduled for 5:30 p.m. on Tuesday, Aug. 25, at the Harris Community Center, 401 N. Alexander Street.

The Council is expected to consider adoption of the updated plan at its meeting on Tuesday, Sept. 8, 2026.

On Tuesday and Wednesday, August 4-5, part of Connell Street will be temporarily closed to allow a contractor to install a steel encased waterline across road.
The closure will occur near the Loop 121 intersection and is scheduled from 7 a.m. to 6 p.m. on Tuesday and 7 a.m. to noon on Wednesday.
Traffic that enters Connell from the TxDOT offices or Expo Quick Stop will still be allowed to travel northbound, but a southbound detour will be set up at Huey Road for through-traffic.
This closure was scheduled a few weeks ago, but the project was delayed due to rain.
