Central Oregon has long recognized the need for a more coordinated and informed response to homelessness and people living in poverty. Since the late 1990’s, The Central Oregon Homeless Leadership Coalition

(HLC) has been tackling this challenging and often dynamic problem. The Homeless Leadership Coalition (HLC) is a collaboration of community partners in Crook, Deschutes and Jefferson counties and the Confederated Tribes of Warm Springs. Coalition membership includes shelter providers, public schools, public health, emergency services, veterans’ outreach, faith communities, law enforcement, mental health, medical services, housing services, public works, private employers, people with lived experience of homelessness, and others who care about the issues facing our unhoused neighbors. The HLC works to prevent and end homelessness by improving regional and cross-system collaboration and coordination so that our communities will have a comprehensive response in place that ensures homelessness is prevented whenever possible, or if it can’t be prevented, it is a rare, brief, and non-recurring experience. Today we honor the life of Kathy, a lifelong advocate for veterans and a tireless champion for those experiencing homelessness. She dedicated herself to expanding resources and support for our neighbors in need, leaving a lasting impact on countless lives.

Kathy’s soft-spoken voice had a remarkable way of bringing stillness to a room, when she spoke, people truly listened. Her kindness, humility, and unwavering perseverance will not be forgotten.

Rest easy, our friend. Your legacy of compassion and service will continue to inspire us all.

Tonight marks the longest night of the year. Annually, we convene THE LONGEST NIGHT VIGIL – BEND on Dec 21 from 5:00 pm to 6:00 pm in Drake Park.

We assemble to pay tribute and remember those whose lives were tragically cut short due to circumstances of living outdoors. May the day arrive when such vigils are no longer necessary.

We invite you to attend memorial services in Redmond or Bend to honor the memory of those who have died while experiencing homelessness.

Sunday, December 21st at Redmond’s Bethlehem Inn (BIRCH) at 8am and from 5-6pm in Drake Park in Bend.

Longest Night vigils are held annually on Dec. 21, the winter solstice. Also known as Homeless Persons' Memorial Day, the vigils offer family, friends and service providers space to share their memories of those who lost the battle to survive.

The National Low Income Housing Coalition released its 2025 Out of Reach report, and the findings are stark: the national “Housing Wage” for a modest two-bedroom rental now sits at $33.63/hour, while a one-bedroom requires $28.17/hour

➡️ Half of all U.S. renter households are cost-burdened—spending over 30% of their income on housing—and more than a quarter are severely cost-burdened, shelling out over half of their income each month

Across the nation, the shortage of affordable housing is staggering and coast to coast homelessness growing—driven largely by soaring rents and lack of supply.

💡 What this Means:

➡️Even full-time work isn’t enough for millions.
➡️Federal safety nets are fraying. Only 1 in 4 eligible renters receive assistance—HUD vouchers are underfunded and facing cuts .
➡️Homelessness isn’t a personal fail­ing—it’s structural. When rents outpace incomes, the most vulnerable are pushed into instability. This includes a growing population of aging adults living on fixed incomes like social security benefits.

The Homelessness: Real Stories, Real Solutions team has spent weeks talking to campers living in the woods south of Bend, neighbors who live nearby and homeless advocates.
