Fahe is pleased to share this important policy framework from Partners for Rural Transformation.

PRT’s priorities speak directly to what rural and Native communities facing persistent poverty need: sustained investment, stronger local capacity, and policies that recognize the leadership and potential already present in these places.

This work aligns closely with Fahe’s commitment to advancing opportunity across Appalachia through housing, capital, and community-led solutions.

Partners for Rural Transformation (PRT) released its policy framework on Tuesday, including four priorities to unlock economic opportunity and address decades of underinvestment in rural and Native communities facing persistent poverty across the country.

The framework elevates public policies and private frameworks that encourage, incentivize, and increase investment into rural and Native communities facing persistent poverty while building local capacity.

During NeighborWorks Weeks 2026, Fahe is sharing housing projects that are helping strengthen communities across Appalachia.

Cunningham Terrace in Kingsport, TN is a new 12-unit affordable housing community designed for residents age 60+ and built to ADA accessibility standards. Located near public transportation, healthcare, grocery stores, and the Kingsport Senior Center, the development transforms a once-deteriorating downtown property into stable, accessible housing for local seniors.

This project was made possible through Tennessee ARPA funding and partnerships between Fahe’s Member KHRA, the Greater Kingsport Alliance for Development, the City of Kingsport, and Frontier Health — helping expand housing opportunities and create lasting community impact.

Momentum is building across Appalachia.

As Kentucky and Tennessee wrap up their legislative cycles, the Fahe Network is celebrating important progress for housing and community development.

In Kentucky, advocates helped secure a $5 million investment in the Affordable Housing Trust Fund, $5 million to establish a CDFI Grant Program, and passage of “Yes in God’s Backyard” legislation.

In Tennessee, Members helped along a $20 million workforce housing pilot. Creative Compassion Executive Director Christy Donlinich played an especially important role in helping state leaders understand the need for workforce housing solutions.

These are the kinds of outcomes that happen when local expertise informs state-level action.

The Fahe Network is proving that community-led solutions can shape policy, direct resources, and create positive outcomes across the region.

Appalachia is experiencing a severe affordable housing crisis, and it’s particularly hard on seniors on fixed income.

Gloria Wright has owned her home in Crossville, Tennessee for 50 years. With a Social Security income that stretches only so far, she was unable to make basic repairs to critical parts of the house, such as windows. Many winters, she covered her windows with plastic and piled electric blankets on the beds just to stay warm.

Creative Compassion, Inc., a Fahe Member, helped Gloria access resources to replace the windows and add a walk-in shower that helps her age in place safely.

Gloria is why Housing Can't Wait.

NeighborWorks Weeks is May 23–June 7, 2026, and Fahe is joining nearly 250 NeighborWorks organizations across the country in celebrating the work happening to expand housing opportunities and strengthen communities.

As a NeighborWorks America member organization, Fahe works alongside our Network Members and regional partners across Appalachia to support affordable housing, disaster recovery, homeownership, and community revitalization efforts across the region.

Over the next two weeks, we’ll be sharing stories from across the Fahe Network that reflect this year’s theme: Creating Homes, Building America.

May is Affordable Housing Month, and Fahe is celebrating the people and organizations making a difference in Appalachia amid the affordable housing crisis.

After a flood in 2022, Clova Short spent three years in her flood-ravaged home in eastern Kentucky. She searched for somewhere safe, affordable, and accessible for her granddaughter.

Fahe Member H.O.M.E.S. Inc. helped Clova and her family find a home that met their needs, with a mortgage payment less than the cost of renting and electric bills lower than what she was paying.

“This home is a blessing, especially for my granddaughter,” Clova said. “I don’t have to worry every time it rains that it will flood again, and I am just so thankful.”

Clova and her family are why Housing Can't Wait.

Educational success starts with stability at home.

When families are forced to move from place to place because rent increases, aging homes fail, or repairs are out of reach, children carry that stress, too.

Studies show that students who move three or more times during their early school years (K–8) perform over one full grade level lower in reading and math than peers who remain in the same home.

Investing in housing is investing in the next generation.
