It’s always inspiring to me watching young people going out and doing good in the world and thinking about how they can support others outside of themselves. Caroline is a perfect example of that and I know in my heart there are so many more. Keep doing good…you inspire others by your thoughtfulness and kindness young lady! ❤️😊

In addition to her - I commend the fire department for acknowledging her and indirectly inspiring others to do good. This is the way the world should be and while there will always be pain and suffering - highlighting the good is so important and reminds us of the positive things happening. Thank you Berkley Fire and Rescue.

Today we had the pleasure of welcoming Berkley Middle School 5th grader Caroline Musante to Berkley Fire/Rescue.

As part of a school project focused on making a positive difference in the community, Caroline put together several thoughtful gift baskets containing a stuffed animal and a heartfelt note written by her. These baskets will be carried on our emergency vehicles and given to children who may be experiencing the loss of a home due to fire or who have been involved in a serious emergency.

Acts of kindness like this can make a difficult day a little easier for a child, and we are incredibly grateful for Caroline's compassion and generosity.

Thank you, Caroline, for thinking of others and for making a difference in our community. We are proud of the example you have set!

🇺🇸 I’m proud to support our town, our rich history, and Berkley’s small part in celebrating America’s 250th anniversary.

Thank you to all who have served, continue to serve, and sacrifice to protect the freedoms we enjoy every day.

A special thank you to everyone who has supported the Berkley Honor Garden. Your participation is helping us create a meaningful tribute to the veterans, service members, and loved ones who have touched our lives.

New flags will be placed each week as we continue to grow the Honor Garden leading up to our celebration.

Over the last two years, I’ve spent a lot of time using social media, Facebook specifically, to help keep residents informed about what is happening in Berkley. As many of you know, I strongly believe that people deserve access to clear, understandable information about their local government and community.

I’ve appreciated the many kind and thoughtful messages from residents who have told me this page has helped them better understand Town issues, meetings, projects, budgets, and other community matters. I know many people come here looking for information, and I do plan to continue sharing updates moving forward.

At the same time, as this page has grown, I’ve also realized the need for clarity regarding how this page is used. While my intention has always been, and will continue to be, to help improve communication and transparency, social media has created some challenges that I honestly did not fully anticipate when I started doing this.

Because of my role as an elected official, I want to be certain that I am not unintentionally creating confusion about what is and is not an official Town page.

This is not and has never been an official Town of Berkley page. It is simply a page where I, as an individual, and only as one member of the Board of Selectmen, share information, updates, and community news that I think may be helpful to residents. I cannot, nor do I, speak for the Board as a whole on this page. The Board communicates at public meetings and through more formal communications generally authorized by a majority of a quorum of the Board.

For these above reasons, and in an abundance of caution aimed at avoiding any uncertainty or misperception, I have changed the name of this page from “Berkley Board of Selectmen – Jennifer Vincent” to “Jennifer Vincent – Berkley Updates.”

Moving forward:
I will continue posting information and updates for the community.
• Questions related to Town business should be directed to my Town email at [email protected] or asked of the Board during the appropriate public meetings.
• The Board of Selectmen now has Zoom options available for many meetings to make participation easier and more accessible for residents.
• Whenever possible, on my posts, I will include the best contact person or department for questions related to a specific topic and I encourage you to reach out to them directly.

I care deeply about Berkley and about keeping residents informed. That part is not changing. I simply want to make sure that I continue to do it in a way that is responsible, sustainable, respectful of legal requirements, and healthy for everyone involved.

I also want to acknowledge that a recent post I made reflected some of the frustration that can come with trying to navigate difficult conversations and misinformation on social media. While my intention has always been to help provide accurate information to residents, I’ve realized that social media can sometimes escalate situations rather than improve them and I acknowledge I’ve been guilty of this at times.

At the end of the day, I do not want to contribute to or be a part of unnecessary conflict or division online. I believe the better path forward is to continue sharing information while creating clear and respectful boundaries and encouraging more productive conversations through the appropriate official channels, including at public meetings.

As always, thank you to the many residents who continue to engage respectfully and constructively. I truly do appreciate it.

I’ve seen a lot of discussion recently regarding the proposed Padelford Street zoning article that will be coming before Town Meeting (Warrant article #15) and I wanted to share some additional context and clarification.

First, I understand why residents are protective of Berkley’s character. I am too. One of the reasons many of us choose Berkley is because it does not feel overdeveloped or commercialized. Preserving that rural character matters.

At the same time, we also have to be thoughtful about how Berkley plans for its future financially and strategically. The reality is that for decades Berkley developed primarily residential housing while very little land was planned for business growth in appropriate locations. Much of our current zoning map was created after the major housing boom had already occurred, which left some existing business-zoned areas awkwardly located near residential neighborhoods.

Last year’s Padelford Street article did not fail at Town Meeting. It was tabled specifically because residents raised concerns, particularly regarding commercial business right near Parson’s Walk, and the Town wanted additional time to listen and reevaluate the proposal before moving forward.

That feedback resulted in changes.

The current proposal keeps the rear portions of the lots residential to help maintain a larger translation residential zone between future development and existing homes. The intent is to concentrate potential business activity closer to Padelford Street and Route 24 rather than extending commercial activity deeper toward neighborhoods.

I’ve also heard concerns about industrial uses or large warehouse-style development. From conversations taking place, there appears to be support for restrictions that would limit the area to more traditional general business uses and prevent large-scale industrial or 24/7 warehouse operations. I am in full agreement and we will continue to move forward bylaws that support what the majority of residents want.

For me personally, one of the biggest considerations is location. If Berkley is going to have any future business growth, areas adjacent to highway access make far more sense from both a traffic and planning perspective.

This discussion is ultimately about balance:
• Preserving Berkley’s rural character
• Being thoughtful about where growth occurs
• Reducing pressure on residential taxpayers over time
• Creating opportunities for carefully planned local services
• Ensuring residents continue having a voice in the process

People can disagree on the article itself, and that is exactly what Town Meeting is for, but I did want residents to know that concerns raised last year were heard and did directly shape the revised proposal being brought forward this year.

As Town Meeting approaches, I wanted to share that the Town has put together a packet with Town Meeting materials, presentations, and information to help residents review the warrant articles before the meeting. We will continue to work each year to produce these earlier as we are able. There are always many moving parts and we want to be sure that we provide all of the information as accurately as possible.

Personally, I believe some of these topics are a lot to digest, so I’ve also recorded a separate voiceover walkthrough of the warrant article presentation for anyone who prefers to listen through the articles and explanations at their own pace. That link is at the bottom.

Town Meeting is one of the most important ways residents have a direct voice in local government, and I encourage everyone to take some time to review the materials.

The Town of Berkley continues to move forward with thoughtful, long-term economic development planning focused on preserving our rural character while strengthening our local economy, infrastructure, and tax base.

Over the last several years, the Town has partnered with SRPEDD, state agencies, and regional organizations to explore opportunities related to small business growth, riverfront development, infrastructure improvements, transportation, housing, technology modernization, and community enhancement initiatives.

These efforts and the support of our Town Administrator who writes most of our grants has already helped Berkley secure grants, technical assistance, and planning support for projects including:

• Economic Development Planning
• Riverfront District initiatives
• Sidewalk and infrastructure improvements
• Business guides and permitting modernization
• Cybersecurity and technology upgrades
• Transportation and pedestrian safety planning

These pages also provide background information and the history of the planning work that has been underway over the last several years.

As always, community input is important throughout these planning efforts. Questions related to planning, zoning, and economic development initiatives can be directed to the Berkley Planning Board and the Board of Selectmen through Town Hall. Unlike other surrounding communities Berkley does not have dedicated economic development paid staff - we rely mostly on volunteers to support economic development and growth. We ask for your patience when you do reach out as responses may be delayed due to the reliance on volunteers in our community.

This presentation highlights key trends from the results of the live Main Survey, which as of March 17th, received 241 responses with a 70% completion rate.Within this presentation are the draft proposed Riverfront District and pre-renderings of all key sites.
