I am writing to ask for your help in preserving a key 30-acre parcel within the town limits of Betterton, a historic beach town in Kent County. Halo Betterton, a 5 MW solar utility proposed for the site, is being reviewed by the Public Service Commission, with a final hearing scheduled on August 31st (CPCN 9786).
This property was annexed by the Town and zoned R-2 in 1988 specifically for future residential and mixed-use development. Consistent with Maryland’s Smart Growth policies, Betterton extended water and sewer infrastructure to serve the site, making it the town’s best opportunity for long-term growth. It lies within the Town's designated Growth Area, Maryland's Priority Funding Area and Tier I area under the Sustainable Growth and Agricultural Preservation Act.
If the Public Service Commission approves the Halo project, it would take away Betterton’s best chance for growth and sacrifice the future of this small town for a negligible contribution to the grid.
Maryland's Utility Relief Act, Chapter 623, restricts solar projects exceeding 5 MW in designated municipal growth areas and recognizes the importance of municipal Comprehensive Plans in considering all solar projects. These changes reflect the General Assembly's commitment to protecting planned municipal growth while advancing renewable energy. I respectfully ask for your support in ensuring that Betterton's Comprehensive Plan receives the consideration it deserves.

In accordance with the Betterton Town Charter, the Town of Betterton will hold an election for one (1) position for Mayor and two (2) positions on the Town Council. Candidates must file with the Town by 3:00 PM on Friday, August 28, 2026.

Candidate Petitions for Nomination for Office in the Town of Betterton are available at the Town Office during regular business hours.

The election will be held on Saturday, October 3, 2026.
Polling location is the Town Hall/Community Center, 100 Main Street, Betterton. The polls will be open from 8:00 AM to 6:00 PM.

Results of the election will be posted at the Town Office and on the
Town’s website within two (2) hours after the
closing of the polls on October 3, 2026.

On October 3, 2026, registered voters in the Town of Betterton will elect one (1) Mayor and two (2) Town Council members. Candidate petitions for those seeking election will be available on Monday, August 3, 2026 at Betterton Town Hall during regular office hours.
The completed petitions with the required signatures, notarized, and a financial declaration form are due on or before Friday, August 28, 2026, by 3:00 p.m. There is a $10.00 filing fee.
Voter registration closes for eligibility to vote in Town of Betterton elections on August 28, 2026. To vote in Betterton Town elections, you must be registered with the Kent County Board of Elections by August 28, 2026 and have lived in Betterton, with Betterton as your primary address, for at least 30 consecutive days prior to October 3, 2026.
