Central Alabama Water appoints Shan Paden as General Counsel

BIRMINGHAM – The Board of Directors of Central Alabama Water (CAW) today appointed Shan Paden as the utility’s General Counsel.

As CAW’s chief legal officer, Paden will provide legal advice and representation on matters affecting the utility’s governance and operations. He will also coordinate litigation involving CAW and oversee corporate compliance. Paden has served as outside counsel on CAW’s legal team since May 2025.

“I am pleased to welcome Shan to this expanded role and appreciate our board making this important appointment,” said Jeffrey F. Thompson, CEO of Central Alabama Water. “Shan has already played a key role in our efforts to make CAW a world-class water utility, and I expect even more progress towards this goal now that he is our General Counsel.”

Paden has more than 40 years of experience and has represented several Alabama municipalities. He has twice served as City Attorney for the City of Bessemer and serves as attorney for Bessemer Electric and Water Service and The Bessemer Industrial Development Board. Paden received his Juris Doctorate and L.L.M in Taxation from The University of Alabama School of Law. He is licensed to practice law in the State of Alabama.

“We have a tremendous opportunity to transform CAW into one of the top performing utilities in the country,” Paden said. “I look forward to working with the board, management and everyone at CAW to build an organization that always focuses on what is best for its customers.”

As General Counsel, Paden will continue to work on a contract basis and will not be a full-time employee. He was elected to serve as CAW’s Secretary at the board’s July 2026 meeting and will continue in that role.

We’ve made a lot of progress since our last update on Lake Purdy Dam.

Crews completed the left and right training walls and the sill wall which stretches across the stilling basin at the bottom of the dam. They’re now preparing the slope on the left side of the dam for topsoil and grass and finishing other projects.

Lake Purdy Dam continues to operate flawlessly despite the higher-than-average rainfall our area received this summer. A CAW team member is onsite everyday to inspect the dam, and we actively manage the lake level.

Here’s a timeline of how our new approach allows us to spot and fix leaks quickly.
- Around 10:00 a.m. Thursday, July 30 operators at one of our filter plants saw signs of a possible 1,000 gallons-per-minute leak in the Dunavant Valley area. They alerted management who dispatched a crew to locate the leak.
- At 10:29 a.m. a customer used the "Report a Problem" tool on our website to report a major water leak and provided an address. The report was immediately routed to the correct department.
- The crew that was in route to the area due to the filter plant’s report was given the address provided by the customer. By 11:00 a.m. our crew had located the leak and shut off the water.

This type of fast action limited water loss and restored full service to the area. We thank the many employees across several CAW departments who played a role in fixing this leak and providing exceptional customer service!

Our partnership with Bevill State Community College continues to grow!

Instructors from the college are on our campus this week providing CDL training for several of our team members. After completing the classroom lessons, they’ll move to the Sumiton campus for “behind-the-wheel” training.
