The North Dakota Insurance Department, established in 1889, is a state regulatory agency headed by the Insurance Commissioner. The Department maintains offices on the fifth floor of the State Capitol and at 1640 Burnt Boat Dr.

Our team members serve the public. The majority of employees are devoted to insurance regulation. A smaller number of employees perform the separately-funded functions assi

gned to the Department by the Legislative Assembly. All fees and fines paid by companies or agents are deposited into the Insurance Regulatory Trust Fund, from which the money to operate the Department is appropriated by the Legislature. The state of North Dakota is part of the U.S. insurance regulatory framework which is a highly coordinated state-based national system designed to protect policyholders and to serve the greater public interest through the effective regulation of the U.S. insurance marketplace. Through the National Association of Insurance Commissioners (NAIC), U.S. insurance regulators establish national standards and best practices, conduct peer reviews and coordinate their regulatory oversight to better protect the interests of consumers while ensuring a strong, viable insurance marketplace. insurance regulators also participate in the International Association of Insurance Supervisors along with the NAIC by participating in major standard setting initiatives, including working with fellow regulators from around the world to better supervise cross-border insurers, identifying systemic risk in the insurance sector, and creating international best practices. The Department does not endorse comments posted on its social media accounts, and such comments do not reflect the official position(s) of the Department, its officers or employees or the State of North Dakota. Reports say former NBA center Greg Ostertag for Mayor of Mount Vernon, TX may be coming for the title of tallest elected official in America after being elected mayor of Mount Vernon, Texas.

We’d just like to note that our very own Insurance Commissioner Jon Godfread still stands at 6’10”, with the Guinness World Records— and we are not conceding anything until there are certified measurements and at least one very official-looking yardstick involved.

Until then, the impressive title (mostly with 5th grade tour groups) stays in North Dakota.

Today, North Dakota Insurance Commissioner Jon Godfread joined fellow members of the National Association of Insurance Commissioners (NAIC) in Washington, D.C. for a meeting with U.S. Department of the Treasury Secretary Scott Bessent.

Discussions focused on the intersection of private credit and insurance and provided insight into state insurance regulators’ oversight of insurers’ risk management and investment practices as states continue working to guarantee insurers can keep their promises to policyholders.

As state insurance regulators continue working together on national issues impacting the insurance industry, collaboration remains key to ensuring consumers and markets remain strong.

We’re proud to share that North Dakota’s own Commissioner Jon Godfread delivered the keynote address at the 2025 NAIC Fall National Meeting, representing our state on the national stage as he wraps up his year-long term as NAIC President. Commissioner Godfread highlighted the important regulatory progress made in 2025 through the Securing Tomorrow: Advancing State-Based Regulation roadmap—work that continues to strengthen protections for North Dakota consumers and insurers alike.

He also talked about the strength of our state-based system, which has protected consumers for generations, and highlighted how North Dakota is helping lead the way as the insurance world continues to change. As he put it, “State insurance regulators are not reacting to change. We are driving it.”

We’re proud to see Commissioner Godfread representing North Dakota and advancing efforts that make a real difference for people across our state.

On Dec. 9, North Dakota Insurance & Securities Department Commissioner and National Association of Insurance Commissioners (NAIC) President Jon Godfread delivered the keynote address at the 2025 .

As he prepares to conclude his year-long term as NAIC president, Commissioner Godfread highlighted regulatory progress under the NAIC’s 2025 “Securing Tomorrow: Advancing State-Based Regulation” roadmap and other advancements made in 2025.

He also noted the state-based model “that has protected Americans for more than 150 years” will continue leading through innovation in an evolving insurance landscape.

“State insurance regulators are not reacting to change,” said Commissioner Godfread. “We are driving it.”
