Upper Delaware Conservation District The Upper Delaware Conservation District is dedicated to the conservation of our natural resources.

It was established in 2020 as a special purpose subdivision of the New Jersey Department of Agriculture. It was created through a merger of the Warren and Sussex County Soil Conservation Districts. With the passage of the New Jersey Soil Erosion and Sediment Control Act, Chapter 251, P.L. 1975, the District has been able to reduce these resource problems which result from urban sprawl. As one of f

ourteen soil conservation districts in New Jersey, it is the responsibility of the Upper Delaware Conservation District to review, certify, and enforce soil erosion and sediment control plans. The Warren County Soil Conservation District began a forestry program in 1985. This program provides technical assistance on a wide variety of forestry matters to private landowners throughout Warren and Sussex County. The services available through this program include: forest management plans, timber stand improvement, timber harvesting, and reforestation. "The mission of the NJ conservation partnership is to provide leadership in the planning & implementation of natural resourced management programs for the agricultural & development communities & the general public through a locally based delivery system in coordination with local, state & federal partners."

The New Jersey Department of Agriculture (NJDA) is accepting applications for the Wildlife Fencing Program now through June 30, 2025. The Program provides up to 50 percent matching funds (up to $50,000) reimbursement to unpreserved farms for the installation of wildlife fencing. Enrollment in the Program is ongoing and will be awarded on a first-come first served basis.

Under the supervision of the District Manager, the Administrative Assistant is responsible for varied administrative and secretarial duties of a complex nature. This position requires the complete knowledge and understanding of the District's functions and policies.

Position is Monday through Friday from 9am until 1pm.

Knowledge required

Possess proficiency in computer, grammar and vocabulary skills specifically Microsoft Office including Publisher

Have the ability to communicate effectively in person and over the telephone

Exercise initiative and sound judgment under varying circumstances

Knowledge with agricultural and natural resources is a plus

Major duties

Assist in determining needs for administrative and procedural changes and implement these changes subject to approval.

Assist by performing such administrative duties as maintaining adequate records, as required, making reservations, arranging details of meetings and confirming dates and time of appointments.

Receiving and setting up both Soil Erosion and Sediment Control and Foresty files.

Maintain financial system by keeping records, preparing monthly reports and bank deposits.

Preparing and distributing monthly Board meeting packet.

Greet visitors and answer telephone inquiries- involves some technical knowledge, the setting of appointments, and referring to other agencies if information is not available from staff.

Mail appropriate literature as requested or needed.

Arrange and participate in workshops, exhibits and meetings.

Open and route mail directly to appropriate staff or agency.

Light cleaning.

Must possess a valid New Jersey driver's license.

Employee serves, at the pleasure of the Board, a one year probationary period.

The Upper Delaware Conservation District is pleased to announce available funding to offer technical and financial assistance to farms for the implementation of the BMPs identified in their AWMP. Farms within Hunterdon, Morris, Somerset, Sussex and Warren Counties are eligible.

The funding will specifically focus on the following BMPs:
1. Erosion and sediment control
2. Nutrient management
3. Livestock barnyard, manure, and waste management
4. Livestock grazing management

Through this grant the SCD intends to offer a 75% cost-share of actual expenses to producers for the completion of BMPs. Producers will contribute 25% cost-share towards the instillation of these BMPs in the form of monetary contributions and “in kind” services such as labor and equipment use.

Summary

Under the direction of the District Manager, the Site Inspector inspects construction sites and seeks compliance with plans certified under Chapter 251 of the New Jersey Soil Erosion and Sediment Control Act. The Inspector may also assist the District and cooperating Agency personnel in performing non-regulatory functions.

Essential Duties and Responsibilities:

o Inspects construction sites to assure erosion control measures are being carried out as specified on the Soil Erosion and Sediment Control Plan.

o Interprets plans and supporting documents to evaluate control measures and suggests alternatives, if required.

o Is responsible for seeking compliance for any other applicable soil disturbances within the District boundaries.

o Corresponds with engineers, contractors, and concerned citizens, regional and municipal officials on various aspects of implementation.

o Completes reports to document status of projects, time expenditures and compliance with Chapter 251

Education and/or Experience:

o Bachelor's degree from a four-year college or university.

o Or 1-2 years related work experience and/or training in some aspect of natural resource management, soils, engineering, forestry, wildlife, geology, environmental studies or landscape architecture;

o Or equivalent combination of education and experience.

Certificates, Licenses, Registrations:

o ·A valid New Jersey driver's license and acceptable driving record is required.
