The Scott County Rural Fire Protection District (SCRFPD) is an innovative fire district that serves 10,013 citizens, covers 150 square miles, and provides Fire Suppression, Basic EMS, Rescue from entrapments, Hazardous Material Response, and Public Fire Prevention Services. From 2017 thru 2023, our fire district has seen a population increase of 20%, which leads to a busier fire district. The numb

er of incidents that we respond to has increased by 150% over the past 6 years. The fire district ended 2018 with 182 calls for service and ended 2023 with 554 calls for service. Addressing the current facility’s needs, will improve community and firefighter safety and will help provide a safer operating environment for the firefighters who serve the community. With Cancer being a leading cause of death in firefighters, it is critical that of our stations have effective diesel exhaust removal systems, decontamination areas, training areas, rehab areas and updated equipment. Adding a fire station and additional apparatus will not only lower our ISO rating but may result in each property owner seeing a savings in property insurance. The district had an ISO survey in October of 2021, and a lowered ISO rate down to a 7. The overall Fire District ISO Rate goal is a 6. The district is currently at a class 8, with the south end of our district being a 10 due to not having one of our fire stations within 5 miles. In previous years, we have run bond issues in an attempt to grow our fire district, improve response times and lower the ISO rates, however, those measures did not pass. In response to those election results, the district reached out to L.J. Hart and Company, to provide insight on our financial situation. We discovered that the district was not imposing the full authorized tax levy that was approved by the voters in November 2013. As a result, the district was missing out on tax revenue that was eligible to receive. In the summer of 2022, the district decided to correct that and recapture the voluntary roll back, which increased the tax rate from $0.5570 to $0.7456 per 100 of assessed valuation. In an attempt to be fully transparent, we advertised the change in July 2022, and the board approved the rate at the tax rate hearing that was held on August 2022. If Proposition Safety is approved, the general fund tax rate will be reduced by about $0.20 and reallocated to the debt service fund to make the bond payments, resulting in NO INCREASE to you, the citizens. We cover down to State Highway HH ‘the same areas as Kelly School Buses’ and we cover this all the way from Blodgett, adding a fire station will not only provide lower insurance rates but will provide faster response times with less travel times. The Proposition Safety Bond will be of no charge or change to you or your current tax rate.

The Scott County Rural Fire Protection District is asking for our citizens support at the April 2, 2024 election. With PROPOSITION SAFETY, we are seeking approval of a $1,650,000 NO TAX RATE increase general obligation bond issue for the site development, equipping, and furnishing of a new firehouse, to make repairs to existing facilities, and purchase new apparatus and equipment to meet safety standards.
In previous years, we have run bond issues in attempt to grow our fire district, improve response times and lower the Insurance Services Office (ISO) rating to reduce insurance rates; however, those measures did not pass. In response to those election results, the District reached out to L.J. Hart and Company, who serves as our municipal bond underwriter, to provide insight on our financial situation. In addition, at the end of 2022, the District hired Jeff Stroder, CPA, with Beussink, Hey, Roe and Stroder LLC. Mr. Stroder performed an audit of the fire district’s financial statements and issued a clean audit opinion (present fairly in all material respects). Through this process, the District made changes to policies and procedures to help strengthen financial controls. Mr. Stroder has been hired to perform another audit for 2023, and likely each year thereafter to ensure we are staying compliant with regulations and best practices.
The purpose of this bond issue is to provide funding to improve our firehouse facilities and ensure safety to our staff and the community. The end goal is to reduce response times and decrease insurance rates.
We are pursing a general obligation bond issue because this is the cheapest form of borrowing for a municipality. It typically carries the lowest interest rates and costs of issuance.
