Biography:
Bloomington is wonderful community with a pioneering, entrepreneurial spirit that has existed throughout its history and persists today. Sheila grew up near Paragould, Arkansas, and has lived in 8 states. Sheila and her husband Wayne have one son, Jared, who was born and raised in Bloomington. Sheila holds a Master’s Degree in Government from Harvard University in Cambridge, Massachusetts and a Bachelor’s Degree in English from the University of North Texas in Denton. Sheila served in a variety of positions in seven locations across the United States throughout her 35+ year career at State Farm. She was sworn in as Alderman - Ward 3 on May 1, 2021. Sheila has specialized in creating a culture of improvement by engaging people to transform how work is done. She is resolute that improving services and lowering costs are not mutually exclusive. Sheila was named to the Shingo Institute’s Executive Advisory Board in 2015. She also serves as OPEX Week Executive Advisory Group member for London based IQPC – Process Excellence Network. She has served as a speaker and benchmarking research partner for various process excellence organizations and numerous entities in the private/public sector including The Shingo Institute, Process Excellence Network, Hammer & Company, State of Illinois, American Society for Quality (ASQ), and Illinois Manufacturing Excellence Center.

What is the 20 Stars for LIFE ”Stay 4“ Project?

Over the last few weeks, you may have seen posters, billboards, and newspaper advertisements for the 20 Stars for LIFE ”Stay 4” Project.

”Stay 4” is a program founded by the Great Plains LIFE Foundation, bringing together the charitable efforts of labor, trades, and management to help enable the academic success of at-risk students in Bloomington, Normal, and surrounding areas. “Stay 4” simply means stay in high school for four years and graduate. The program has accomplished well beyond that objective. They have now helped over 400 at risk kids - achieving a 97% graduation rate, and about 50% have continued their education post high school, earning undergraduate and graduate degrees.

A few weeks ago, I was given the opportunity to represent the City of Bloomington at this year’s fundraising event - scheduled for Thursday night August 19th at the Parke Regency Hotel. I have had pleasure of meeting kids served by this program, hearing their powerful testimony of the difference ”Stay 4” has made in their lives. It is also important for our community to see these kids succeed and reach their potential. The program website Stay4.org includes more inspiring details about how this organization serves their needs.

Thursday evening August 19th I am looking forward to a wonderful night out for a great cause. Event tickets are $50 and include food (Biaggi’s), drink, dancing, and a chance to win a trip for 2 to Las Vegas. There are also ”glory” tickets for $75, which in addition to above include a chance to win an in-home dinner party prepared by the Biaggi’s chef. I have tickets available for purchase. It is hard to believe 14 years have passed since we first took our son to a Parks & Recreation Hockey Tots program at age 4. Lifelong friendships formed and a great year round activity.

Free family friendly Ice Breaker Open Skate Festival
set for August 21st at Grossinger Motors Arena

The Grossinger Motors Arena will be the site of an all-new free family friendly festival experience on Saturday, August 21st, 2021, from 11:00 AM – 3:00 PM.

“We are really excited to showcase the Arena to the community,” said Lindsay Danner Bloomington Ice Center Assistant Manager and Skating Director at the City of Bloomington’s Parks, Recreation & Cultural Arts department’s Bloomington Ice Center facility, adding “there will be so much more than just the free open skate.”

“The Ice Breaker event is the perfect way to not only invite the community back to the arena, but also present the groups that use the Arena and the Bloomington Ice Center,” said Michael Hernbrott Bloomington Ice Center Manager in the City of Bloomington’s Parks, Recreation & Cultural Arts department, adding “We have partnered with the Bloomington Youth Hockey Association, Central Illinois Figure Skating Club, Central Illinois Girls Hockey Association, Illinois State University Hockey and the McLean County Youth Hockey Association and they will be on site that day to discuss their individual skating clubs”

“The entire Bloomington parks team is really excited to host this brand-new event at the Arena,” said Thom Rakestraw Marketing Manager for the City of Bloomington’s Parks, Recreation and Cultural Arts department, adding “The event will be free to all, with skates included, concessions will be available for purchase, games will be happening throughout the day, movies will be playing on the Jumbotron screens and we’ll have the annual used equipment sale going on during the event. Staff will also be hosting Hockey and Learn to Skate mini lessons so the community can sample those programs.”

I am honored to have the opportunity to represent Ward 3 on the City Council. It was great to see the strong voter participation in Ward 3 tonight. My campaign has been about understanding your issues, learning your names, meeting your pets, and even seeing your street’s potholes. It has been a pleasure and I look forward to continuing this work not just for Ward 3 but ‘For Bloomington’.

I’m so grateful for those who volunteered, donated, answered the door, offered words of encouragement, shared a different perspective, told a friend, and got out to vote. I am also grateful for my opponent, Willie Holton Halbert. She has made and will continue to make a difference through her decades of dedicated volunteerism and passion for the people in our community.

Again, thank you. I'm humbled and vow to work hard for you as your representative on council.

Election Day polls open in less than 10 hours. I just got home from spending the afternoon and early evening continuing to meet personally with as many Ward 3 residents as I can. Talking with the wonderful people in Ward 3 motivates me and reinforces why I am running for City Council.

So much of our community’s history is tied to Downtown Bloomington, and it is an important component of economic development.
