Great questions and so thoughtful from so many of you I wanted to share a post with my answers. Thank you Dixie for showing interest in me and what I have to offer as a Sheriff. To start as an Investigator, I understand that solving crime requires a multi-faceted approach. Community engagement, technology, interagency cooperation, and hard work are all critical components in keeping Beaufort County safe.
As your Sheriff, I will establish a Community Engagement Team utilizing current personnel to ensure the Beaufort County Sheriff’s Office remains consistently involved throughout our communities. Building strong relationships and trust with residents encourages witnesses to come forward and provide critical information that helps solve crimes and improve public safety.
I also believe that technology, including artificial intelligence, is an important tool in modern law enforcement. As your Sheriff, one of my priorities will be to continue expanding and strengthening the use of technology within the Beaufort County Sheriff’s Office.
When I say “expand and strengthen,” consider what BCSO has already accomplished. The Sheriff’s Office is one of only a handful of agencies in South Carolina with a dedicated Forensic Laboratory that assists not only BCSO, but also other local and county law enforcement agencies. This laboratory allows for faster DNA analysis, helping investigators move cases forward more efficiently.
BCSO is also one of only a few Sheriff’s Offices with a dedicated Device Extraction Unit. Their role is to retrieve critical data from cell phones, computers, and vehicles. In today’s world, digital evidence often plays a key role in criminal investigations, and these capabilities are essential to solving crimes quickly and effectively. In addition, the Beaufort County Sheriff’s Office now operates more thann 38 Automated License Plate Readers (ALPRs) located throughout Beaufort County, capturing data on more than 6 million vehicles traveling through the county each week. This information is securely maintained for 30 days and is accessible only to authorized personnel to assist in criminal investigations and public safety efforts.
We all know that criminals often commit crimes across multiple jurisdictions. That is why, as your Sheriff, I will continue strengthening relationships not only w/ local municipal agencies such as the Bluffton Police Department, Beaufort Police Department, and Port Royal Police Department, but also with neighboring counties, state and federal agencies. The stronger our partnerships, the more effective we will be in preventing and solving crime. We accomplish this through Memorandums of Agreement with our local, state, and federal partners pursuant to S.C. Code 23-20-10 et seq.
Finally, I have had the privilege of working alongside the men and women of the Sheriff’s Office for the past twenty years, and I can attest that hard work and dedication are not lacking within this agency. As Sheriff, I will continue to lead by example and work alongside the men and women of the Sheriff’s Office every day to ensure we provide the highest level of service and protection to the citizens of Beaufort County.
As it relates to financial accountability, the Beaufort County Sheriff’s Office budget is already subject to a comprehensive annual audit, and every dollar is accounted for. The Sheriff’s Office budget must also be approved annually by Beaufort County Council. Any funds not spent by the Sheriff’s Office at the end of the fiscal year are returned to the Beaufort County General Fund. I encourage you, and anyone else interested, to watch, attend, or provide comments during Beaufort County Council budget workshop meetings. I believe citizens deserve to know where and how their taxpayer dollars are being spent.
My strategy is simple: strength trust, expand technology, build partnerships, and support the men and women of the sheriffs office. The tactics outlined above are how we will accomplish that mission. All that being said, I believe my twenty years of service to Beaufort County…up until the time I resigned to run for sheriff, has provided me with a unique understanding of how we can continue to expand and strengthen this agency in an effort to make BC as safe as possible. - Doug
