ENDOWMENT TRUST LAND MANAGEMENT

In 1890 Idaho became the forty-third state of the Union. At that time, Congress granted millions of acres of land to the new State of Idaho for the sole purpose of funding specified beneficiaries, primarily the state's public schools. The mandate was included in the Idaho Constitution, which states that the lands will be managed "in such a manner as will secure the

maximum long-term financial return" to the beneficiary institutions. The members of the State Board of Land Commissioners (Land Board) are the stewards of state endowment trust lands in Idaho and the tens of millions of dollars in revenue that are generated for the trust beneficiaries from the use of the lands. Money is generated from the sale of timber grown on endowment trust land; leases for grazing, farming, conservation, commercial buildings, recreational homesites, and mining; and earnings from invested funds. The Idaho Department of Lands carries out the executive directives of the Land Board to meet its constitutional trust mandate and other duties. PUBLIC TRUST LAND MANAGEMENT AND OTHER DUTIES

Under the direction of the Land Board, the Idaho Department of Lands also manages Idaho's public trust lands - the lands beneath the beds of Idaho's navigable lakes and rivers - for the benefit of all Idahoans, and provides service and assistance to Idahoans through forestry and fire management programs. The Land Board also oversees the Idaho Board of Scaling Practices, the Clearwater-Potlatch Timber Protective Association, and the Southern Idaho Timber Protective Association. Additionally, the Department serves as the administrative arm of the Idaho Oil and Gas Conservation Commission.

Incident Update: Caribou Fire

(Naples, ID) – The Caribou Fire northwest of Naples, Idaho is now 50% contained. There is now fire lines and hose lines delivering water entirely around the fire. Work is continuing to strengthen control lines ahead of tomorrow’s expected weather front.

The Idaho Department of Lands fire managers would like to recognize and thank the US Forest Service for the coordination and support received on this fire. Particular thanks goes out to the Upper Smith Fire Incident Management Team for the use of their assigned aircraft and other resources during the initial attack of this fire.

IDL Moves Quickly to Harvest Storm-Damaged Trees

McCall, Idaho - Severe windstorms with gusts upward of 60 miles per hour on Memorial Day resulted in several endowment forests being damaged, with treetops snapping, stems busting, and trees being uprooted by the wind.

The Payette Lake Supervisory Area foresters expeditiously went to work, preparing salvage sales in Valley, Washington and Adams Counties.

The fast action by Idaho Department of Lands (IDL) means damaged trees will be removed quickly, allowing IDL to capture as much value as possible for the endowment beneficiaries. By removing downed trees quickly, it lessens the likelihood of disease and bug infestation.

All impacted areas were harvested in the last six years, and what remained were seed trees used to naturally regenerate the stands. All the remaining trees are at high risk and will be harvested, followed by the planting of seedlings.

There will be a total of six timber sales. Two of those were auctioned today and were successfully sold.

Endowment Beneficiaries to Receive Another Record High Distribution in Fiscal Year 2028

The Idaho Board of Land Commissioners (Land Board) approved a record distribution of $132.5 million to endowment beneficiaries in Fiscal Year 2028. This eclipses the prior year record of $117.3 million by 13%.

This is good news for Idaho’s children. The Public School Endowment will receive $9.5 million more than last year for a total of more than $81.9 million, a 13.2% increase.

The Endowment Fund Investment Board (EFIB) manages the endowment fund, which had a balance of $4.1 billion at the end of the fiscal year. Idaho Department of Lands (IDL) manages nearly 2.5 million acres of endowment land held in trust for the financial support of endowment beneficiaries. The Land Board oversees both the EFIB and IDL.

The Endowment Fund generated an investment return of 16.6% and the Idaho Department of Lands generated $52.4 million in net revenue during fiscal year 2026. EFIB and IDL ended the fiscal year with healthy financial reserves and a solid backlog of timber orders.

Incident Update: Caribou Fire

August 20, 2026, 10:30 am PT

(Naples, ID) – The strong firefighting response yesterday to the Caribou Fire kept the fire to about 10 acres with no further growth overnight. The fire was first reported about 10:30am and firefighters responded quickly with 2 helicopters, 2 water scooper aircraft, 2 large air tankers, and an Air Attack supervisor to coordinate them while fire crews, engines, and bull dozers accessed the fire from the ground.

The fire is burning in steep, rocky terrain with poor access. Today there will be 4 hand crews, 3 engines, 2 bull dozers, and an excavator working on the fire with air support as needed. The goal is to have hand line and a hose lay fully around the fire today. Work will continue to secure the fire ahead of an expected weather front on Saturday that may bring thunderstorms and strong winds.

(Naples, Idaho) – The Caribou Fire is burning northwest of Naples near Ruby Creek in steep, rocky and forested terrain. The fire is currently estimated at 10 acres and 0% contained. There are no homes or buildings threatened and no evacuations in place at this time.

Approximately 90 personnel are assigned to the fire, and a Type 3 team is managing the incident. Firefighting resources include air attack, a helicopter making bucket drops and scoopers. A large airtanker has also been ordered. An additional 20-person crew is expected to arrive tomorrow.

Crews are working in hot and dry conditions in challenging terrain, and those conditions are expected to continue through the weekend. The Idaho Department of Lands’ Kootenai Valley Forest Protective District has protection responsibility, with the U.S. Forest Service and IDL cooperating on the response.

IDL Investigators Continue to Seek Assistance in the Potlatch Hill Fire

Idaho Department of Lands (IDL) is still looking for your help. IDL investigators hope someone might have witnessed something that could assist in the investigation into the Potlatch Hill Fire in Coeur d’Alene.

The Potlatch Hill Fire started on July 29 and was located on the southwest end of Fernan Lake, east of Highway 90 and north of E. Potlatch Hill Road.

If you were in the area between 6-7 p.m. and noticed anything unusual or out of place, we want to hear from you. This includes vehicles, people or activities that seemed uncommon or out of place. We are also looking for photos, videos or security footage from the surrounding area.

Final Incident Update: Mile Marker 81 Fire

August 14, 2026, 6:30pm MT

(Banks, Idaho) – The Mile Marker 81 Fire near Banks, Idaho was declared contained at noon today. The Idaho Transportation Department has opened Highway 55 in both directions. Continue to look at Idaho 511 for any updates on highway traffic control.

The fire will be transitioning down to a smaller organization. As they are no longer needed for this fire most firefighters and other resources will be demobilizing to be sent to other fires or be ready for any new fire starts. Likewise, the helicopters are no longer dipping out of the river. Mopping up of remaining hot and smoking areas will continue through the weekend. This will be the last update for this fire.

IDL continues to seek information regarding the fire that started July 30 in Coeur d'Alene west of Highway 90 between S Backlog Lane and E. Mullin Trail Road. If you were in the area between 4:40 – 5:30 p.m. and noticed anything unusual or out of place, we want to hear from you. Final Incident Update: Mile Marker 50 Fire

(Orofino, Idaho) – The Mile Marker 50 Fire upriver from Orofino was declared contained last night and Highway 12 fully opened in both directions. One fire engine and one hand crew will remain on scene to continue mopping up the fire. This will be the final update for this fire.
