ATTENTION LOGAN COUNTY RESIDENTS:

Taxpayers of LOGAN COUNTY, unbelievably, Logan County just finished its five-year countywide reappraisal, and the time has come to start a new reappraisal cycle. In October, 2025, an advertisement to bid on the county was placed in the newspaper, and four response forms were submitted back to the Logan County Assessor’s Office.
The contracted reappraisal firm, TASC (Total Assessment Solutions Corp), was chosen to perform the next 4 Year Reappraisal Cycle for the County. The reappraisal will be for the time period of January 1, 2026 through December 31, 2029. The County wide Reappraisal is to be completed in accordance to all bid specifications for contracted reappraisals provided by the Assessment Coordination Division of the State of Arkansas.

4 Year Contracted Reappraisal
Bids for a contracted countywide reappraisal of real property for Logan County, Arkansas, are now being accepted by the Logan County Assessor’s Office. The reappraisal will be for the time/period of January 2026, through December 2029, to review, reappraise and revalue approximately 18,636 parcels of real property in Logan County, Arkansas.
The Countywide Reappraisal is to be completed in accordance with all bid specifications for contracted reappraisals provided by the Assessment Coordination Division of the State of Arkansas.
In addition, the reappraisal must be performed utilizing the Logan County Assessor’s Office existing software, which is provided by Apprentice Information Systems. As part of the reappraisal, the contractor must provide the items indicated in the Addendum to the plan.
More information may be obtained by contacting the Logan County Assessor’s Office at 25 W Walnut Rm 12, Paris, AR 72855 or phone 479-963-2716 and request that the specifications be mailed, emailed, or faxed. Sealed bids for reappraisal services must be mailed or hand delivered to the Logan County Assessor’s Office in a sealed envelope or container clearly labeled “Bid Documents” by 10:00 a.m., on October 10, 2025. All sealed bids will be opened on October 10, 2025 at 1:00 p.m.

IMPORTANT NOTICE TO PROPERTY OWNERS OF LOGAN COUNTY:

There are a few things happening in Logan County this year that I wanted to make you all aware of.
•2025 brings a state mandated reappraisal. That means that every piece of property in Logan county has been valued based on market sales from the last couple of years. Logan County, like most in the country, has experienced a large amount of increase in value of properties. This shift in value will see an increase to a majority of parcels in our area. The last state mandated reappraisal was in 2020 so there will be some significant changes.

BELOW ARE A FEW QUESTIONS TO HELP UNDERSTAND THIS PROCESS:
(1) HOW WILL I KNOW IF MY VALUE IS INCREASING?

The properties that are increasing in value, will begin receiving a notice of value change in the coming days. This notice will contain important information regarding the previous valuation, the new valuation and steps to contact with any questions.

(2) WHAT DOES THIS VALUATION INCREASE MEAN IF I HAVE THE HOMESTEAD?

Amendment 79 is changing from $500 to $600 tax credit for 2025 off your next tax bill and the following capped increase protection for the homesteaded property (your principal place of residence):
If you are neither 100% Disabled or 65+ years of age, your homesteaded parcel TAXABLE value will not increase by more than 5% annually, regardless of the value increase from the reappraisal. Any new construction or additions to current parcels will be added to the value and then the capped increase will begin from that value.

(3) WHAT IF I AM 65 YEARS OR OLDER OR 100% DISABLED? I THOUGHT MY ASSESSED VALUE WAS FROZEN?

If you are 65+ or 100% Disabled, your assessed value will remain frozen on your homesteaded parcel. This protects you against any increases related to the revaluation of your property, unless there’s new construction or additions.

(4) WHAT IF I AM 100% DAV? I THOUGHT I WAS EXEMPT FROM PROPERTY TAXES ON MY HOMESTEADED PARCEL?

If you are 100% DAV, you will receive a notice, but this increase will not affect your exemption on your homesteaded parcel.

(5) WHAT ABOUT COMMERCIAL OR NON HOMESTEADED RESIDENTIAL PROPERTY, ARE THEY PROTECTED FROM LARGE INCREASES TO ASSESSED VALUE?

Yes. Amendment 79 provides limitations to assessed TAXABLE value increases of no more than 10%, annually, to commercial or non homesteaded property. Any new construction or additions to current parcels will be added to the value and then the capped increase will begin from that value.

(6) WHAT IF I DON’T AGREE WITH THE VALUE OR WANT TO DISCUSS DISCREPANCIES TO MY PARCEL?

If you feel like the value is incorrect or our data doesn’t reflect the current situation of your property, you can informally appeal to the appraisal contractor TASC. Their contact information will be included on the backside of your notice of value change. Many disagreements can be handled this way, without having to move to the next stage of the appeals process.
Since the appraisals performed are based on the exterior of the properties, there will be some discrepancies that can be corrected during this informal appeal.

•The notice has all the information you need to call and ask questions or appeal the new value. As we all know, prices have gone up substantially since 2020 so some property values have increased quite a bit. The appraisers or appraisal manager will be glad to discuss any questions you may have when you receive your notice. Please see the back of the notice for phone number.

•In addition, please contact my office if you have not applied for the Homestead credit on your property or if you are 65 or older or disabled so we can make sure you receive all the benefits you should be receiving.
