Prior to the 1980s, there was very little in the way of a Japan-Maine relationship. There were no sister city ties, almost no Japanese investment in the state, few students from Maine studying in Japan and vice versa, very limited commerce, and limited Japan-related course offerings at the state's colleges, universities, and public schools.

In the 1980s, however, there was relatively rapid growth in most aspects of the relationship — economic, governmental, educational, and cultural. A sister city arrangement was established between Portland and Shinagawa Ward in Tokyo; several wholly owned Japanese businesses moved into the state; college students began traveling back and forth; and exports of seafood and raw materials, such as lumber, wood, and wood products, to Japan rose significantly.

（1）明治22年，メイン州バス建造帆走船チェスボロー号が車力村（現つがる市)沖合で座礁沈没し，乗組員4名が村民により救出されたことが，両県州交流の礎となっている。ポートランド市にメイン日米協会がある。

10年におけるメイン州の対日輸出額は8,781万ドル（前年比13.4％減）で，日本は第6位の輸出相手国である。なお，日本より上位はカナダ，マレーシア，中国等。主な対日輸出品は，紙製品，魚介類，化学品，輸送機器など。

Monbukagakusho, the Japanese Ministry of Education, Culture, Sports, Science, and Technology (MEXT) offers four different scholarships for non-Japanese nationals wishing to study in Japan.

This scholarship offers applicants the opportunity to spend a year continuing their study of Japanese language or culture at one of several universities in Japan.

Applicants must be from 18 to 29 years of age as of April 1 of the year of departure.

Applicants must be enrolled as undergraduate students in an American university.

Applicants must be studying Japanese language and/or culture as their major or minor, and must have a high level of Japanese language proficiency.

Applicants will receive an allowance for a 12-month tenure from September or October of the initial year to August or September of the following year (for example, September 2020 to August 2021).

Monthly stipend for the period of the scholarship: 117,000 yen (subject to change)

Transportation to and from Japan (subject to change)

School fees (i.e., entrance examination, matriculation, and tuition fees) will be waived

Only US Citizens living in the SIX New England states may apply through Boston. US citizens living in other states should apply through the consulate responsible for their area. Non-US citizens should apply through the Japanese embassy in their country of citizenship.
