Resettlement offers more than relocation; it offers permanence, safety, a legal status beyond refugee status, and the opportunity to rebuild a life.
The Equitable Resettlement Access Consortium (ERAC) is composed of HIAS, RefugePoint, and the International Refugee Assistance Project (IRAP), and was founded in October 2022 with funding from the U.S. State Department’s Bureau of Population, Refugees, and Migration (PRM) to increase resettlement referrals to the U.S. Refugee Admissions Program (USRAP) by expanding the network of organizations eligible to make them.
Funded by the U.S. Government, ERAC set out to determine whether nonprofits, refugee-led organizations (RLOs), and community-based organizations (CBOs) could work alongside the UN Refugee Agency (UNHCR) to identify refugees who needed resettlement, particularly those who were being missed by existing systems.
Drawing on ERAC's experience between October 2022 and January 2025, this report finds that NGO referrals can effectively expand access to resettlement when grounded in a common framework that prioritizes quality and integrity, strong partnerships, and effective coordination and complementarity among resettlement actors.
