Caroline County, VA- The Caroline County Sheriff's Office has arrested a Milford man following an
investigation into the possession, distribution, and production of child sexual abuse material.
On June 5, 2026, members of the Caroline County Sheriff's Office arrested 38 year-old, Donte Antonio
Howard, of Milford, Virginia, on six felony warrants stemming from an investigation conducted by
CCSO Investigator, H. Morgan.
This investigation originated after Investigator Morgan received a cyber tip through the Internet
Crimes Against Children (ICAC) Task Force regarding the alleged on-line distribution and sale of
child sexual abuse material from an internet protocol (IP) address located within Caroline County.
Through the ex*****on of multiple administrative subpoenas, search warrants, and surveillance
operations, Investigator Morgan was able to trace the activity from the reported IP address to specific
electronic devices and ultimately identified Howard as the suspect.
On the morning of June 5, investigators conducted surveillance at Howard's residence in Milford
before initiating a traffic stop and taking him into custody on felony warrants obtained by Inv.
Morgan. Investigators, assisted by uniformed patrol deputies, subsequently executed a search warrant
at Howard's residence, resulting in the seizure of several electronic devices and other evidence.
Howard has been charged with:
- Two counts of Possessing Child Po*******hy
- Two counts of Distribution of Child Po*******hy
- One count of Production of Child Po*******hy
- One count of Use of a Communications System for the purpose of Procuring or Promoting the Use
of a Minor for Child Po*******hy
Howard was transported to the Caroline County Sheriff's Office, where he was served with the arrest
warrants and appeared before a magistrate. He was ordered held without bond and was later
transported to the Pamunkey Regional Jail, where he remains incarcerated.

Members of the Caroline County Sheriff's Office were honored to participate in this year's Special Olympics Virginia Law Enforcement Torch Run, proudly carrying the "Flame of Hope" through Caroline County.

Earlier today, deputies and family members received the torch from our partners at the Spotsylvania County Sheriff's Office at the county line and carried it through designated segments of Caroline County. The torch will continue to be carried by members of law enforcement until it reaches the Special Olympics Virginia Summer Games.

The Law Enforcement Torch Run is the largest public awareness and fundraising movement for Special Olympics worldwide. Each year, law enforcement officers across Virginia and around the globe carry the Flame of Hope to help raise awareness and support for Special Olympics athletes, while promoting inclusion, acceptance, and opportunity for individuals with intellectual disabilities.

We are proud to support Special Olympics Virginia and the incredible athletes who inspire us through their determination, perseverance, and sportsmanship. Thank you to all of the deputies, family members, and partner agencies who participated in today's event and helped make it a success.

Please join us in congratulating Deputy A. Broughan, Deputy B. Pitts, Deputy T. Morefield, Deputy D. Queen, and Deputy C. Verbeeck on their successful graduation from the Rappahannock Regional Criminal Justice Academy's Basic Law Enforcement Class 175.

Over the past 20 weeks, these deputies have demonstrated dedication, discipline, and perseverance while completing the rigorous training required to become Virginia law enforcement officers. Their training included criminal law, defensive tactics, fi****ms proficiency, emergency vehicle operations, patrol procedures, and numerous other critical skills necessary to serve and protect our community.

We are proud of their accomplishments and excited to welcome them back to the Caroline County Sheriff's Office as they begin the next phase of their careers. These deputies have worked hard to earn this achievement and are now prepared to serve the citizens of Caroline County with professionalism, integrity, and commitment.

Caroline County, VA- The Caroline County Sheriff's Office responded this morning to reports of a
reckless driver traveling on Route 1 in the Ladysmith area. Multiple callers reported that the vehicle was
swerving across the roadway, traveling into opposing lanes of traffic, and entering a roadside ditch, creating a
significant hazard for other motorists.
Investigator N. Ascasio, who was in the area, quickly located the vehicle and initiated a traffic stop. The
vehicle initially pulled over; however, as Investigator Ascasio approached, the older male driver exclaimed
that he had to leave and sped away from the stop.
Concerned that the driver may have been suffering from an altered mental state or medical emergency, and
recognizing the danger he posed to the motoring public, Investigator Ascasio quickly returned to her vehicle
and attempted to stop the driver while trying to warn other motorists of the impending danger. As the
vehicle reached dangerously high speeds, additional responding deputies positioned themselves along the
route to help alert traffic and enhance public safety.
After traveling approximately two miles, the driver attempted to turn into a parking lot along Route 1 near
Lake Caroline, where he ran into landscaping timbers that deflated both rear tires, rendering the vehicle
inoperable.
Investigator Ascasio approached the vehicle for the second time and was able to patiently communicate with
the man, ultimately calming him down enough to convince him to exit the vehicle safely. Inv. Ascasio was
then able to identify the man and discovered he had been reported missing from Henrico County the
previous day and was suffering from dementia.
Fortunately, no injuries occurred during the incident, and no property damage was reported other than
damage to the man's vehicle. After being evaluated by Caroline Fire-Rescue personnel, the man was safely
reunited with his family.
"This incident could have ended in tragedy for the driver, other motorists, or innocent members of the
public," said Sheriff Scott Moser. "Investigator Ascasio's quick response and sound judgment played a critical
role in bringing this incident to a safe conclusion. We are grateful that no one was injured and that this
gentleman was safely returned to his loved ones."
The Caroline County Sheriff's Office is thankful for the citizens who reported the dangerous driving behavior
and for the coordinated response of the deputies involved in bringing this incident to a safe resolution. We
would also like to take this opportunity to remind the public of Project Lifesaver. Project Lifesaver is a free
and invaluable program open to citizens of Caroline County who suffer from medical conditions such as
Alzheimer’s, Dementia, and Autism. Participants are equipped with a tracking bracelet maintained by our
deputies, allowing for rapid response and recovery should they wander from home or their care taker. Just as
importantly, the program provides peace of mind and a sense of security for families and caregivers.

Caroline County, VA- The Caroline County Sheriff's Office Narcotics Unit conducted an undercover
investigation that resulted in the arrest of 31 year-old Mccartha “MJ” Joseph Stevens on May 28, 2026.
This investigation involved multiple undercover purchases of crack co***ne in Caroline County and culminated
on May 28, 2026, when investigators, assisted by members of the Spotsylvania County Sheriff’s Office, executed a
search warrant at a residence in Spotsylvania County believed to be Steven’s residence.
Investigators reported seizing over $20,000.00 worth of suspected co***ne, 4 loaded fi****ms, $1200.00 in cash,
digital weight scales, and various utensils and packaging materials believed to contain drug residues.
As a result of this investigation, Stevens was charged by the Caroline County Sheriff’s Office with distribution of
co***ne, and the Spotsylvania County Sheriff’s Office charged Stevens with Possessing Co***ne With the Intent to
Distribute, Possession of a Firearm by a Convicted Violent Felon, and Possession of a Firearm While Possessing a
Schedule I or II Controlled Substance with Intent to Distribute.
Stevens is currently being held at the Rappahannock Regional Jail without bond on the Caroline and Spotsylvania
County charges.
Sheriff Scott Moser commended the work of the investigators and emphasized the Sheriff's Office's commitment
to combating illegal narcotics trafficking. "This investigation demonstrates our commitment to identifying and
targeting those responsible for distributing dangerous narcotics in our community. Through the dedication of our
investigators and the use of undercover operations, we were able to remove a significant quantity of suspected
narcotics and multiple fi****ms from circulation. I also want to thank the Spotsylvania County Sheriff's Office for
their assistance and partnership in bringing this investigation to a successful conclusion."

The scammers are also spoofing our dispatch phone number to make the call appear legitimate. Even if the caller ID shows our agency’s number, DO NOT trust the call without verifying it independently.

Here’s what you need to know:
• Courts/Law Enforcement will NEVER demand payment over the phone.
• Scammers often ask for payment through gift cards, payment apps, cryptocurrency, wire transfers, or MoneyGram/Western Union.
• Courts/Law Enforcement will NEVER ask for your Social Security number, birthdate, or other sensitive information over the phone.

Three Charged Following CCSO Investigation into Illegal THC V**e Sales

Caroline County VA, - After receiving complaints from concerned citizens and parents, the Caroline County Sheriff’s Office initiated an investigation into several local v**e shops regarding the sale of h**p-derived THC v**e products believed to contain unlawful concentrations of THC, as well as the possible sale of ni****ne and THC v**e products to underage individuals.

Over the past several years, v**e pens and v**e cartridges have grown increasingly popular, particularly among younger populations. Many of these products are marketed with colorful packaging, sweet flavors, and misleading advertising that can make them attractive to juveniles. Parents should also be aware that many v**e products may contain unknown or unregulated chemicals and substances, creating significant health and safety
concerns.

While current ma*****na laws in Virginia may be confusing to some, there is currently no legal way to commercially distribute or sell recreational ma*****na in the Commonwealth of Virginia. Many v**e cartridges sold in stores are marketed as “THC v**es”, but are really h**p-derived THC products. Under Virginia law, h**p-derived products must contain less than 0.3% total THC concentration. Products exceeding that threshold are considered illegal ma*****na products under Virginia law.

Additionally, Virginia law prohibits the sale of v**e, ni****ne, and h**p v***r products to anyone under the
age of 21.

As a result of this investigation, investigators obtained charges against the following individuals:

•49 year-old Nayyer Tahira, of Woodbridge, owner/operator of To***co Land Mini Mart in Port Royal, was charged with Distribution of Ma*****na

•45 year-old Mohammad Chaudhary, of Stafford, owner/operator of 420 Smoke and Wellness in Ladysmith, was charged with Distribution of Ma*****na

•38 year-old Terry Sheets, of Ruther Glen, owner/operator of Art of Va**ng in Ladysmith, was charged with Distribution of Ma*****na

All three were charged and released from custody pending further court action. Investigators are also reviewing whether certain v**e products being sold comply with recent state and federal regulations regarding ni****ne and v***r products, including products that have not received proper federal authorization or review.

Sheriff Scott Moser stated, “The growing popularity of v**e products among juveniles is extremely concerning. Parents need to understand that many of these products are not harmless. In many cases, the exact chemicals and substances inside these cartridges are unknown, unregulated, and potentially dangerous. We will continue working to ensure businesses operate within the law and to protect the safety of our children and community.”

The Caroline County Sheriff’s Office encourages parents to speak with their children about the dangers associated with va**ng and THC products. Anyone with information regarding the illegal sale of v**e or THC products to minors is encouraged to contact the Caroline County Sheriff’s Office.
