I was having my first cup of coffee and rubbing my eyes early this morning when I thought I saw the Caroline cheerleaders on TV (thanks rewind). Season opening victory and a spot on Friday final scores. I caught the early morning replay. Go Cavs!

Board of Supervisors - August 11 meeting review:

Presentations:
A.P. Hill’s new Commander, LTC Issac Howard was introduced. Colonel Howard started his two-year term in June.

Presented a County flag to Kathryn Burruss, representing the Horticultural exhibit at the State Fair.

Bowling Green Mayor Tina Gambill announced the Town’s partnership with Bowling Green, KY and presented a key to the Kentucky City.

Unfinished Business:
Addressed the School Board budget and funding for 2026-2027. When the County adopted its budget in June the State was behind schedule and had not approved its budget yet. At that time, the Board funded Schools at the same level as last year, with the intent of increasing the funding by $1M as proposed in the County Administrators budget presentation once the State numbers came in. Subsequent additional budget requests from Schools included $245K to complete the 4% raise for all employees and $500K for Special Education contracted services. The County approved both requests making the total local funding close to $21M. This raises two key issues; the State continuously funds raises for only Standards of Quality employees, leaving others out or asking the County to make up the difference. The other negative impact is the Federal requirements for Special Education continue to increase without additional funding.

New Business:
Approved the economic development incentive for Publix Grocery store in Ladysmith on Ladysmith Rd and Rt 1. This incentive was necessary to get Publix to move up their schedule for a store in Caroline. Previously, Publix and many other businesses have said the County does not have enough rooftops. The site still must be divided by the developer but the County has made its final approval.

Reviewed the special exception conditions for solar project Whalebone Solar. Since no activity had taken place on site, the special exception is void and can not move forward. With the same result on the two other solar projects, Caroline is without any solar projects.

Increased staff positions at Planning Dept. Increased the starting salary for two positions (Plan reviewer and building inspector) that hadn’t been filled due to lack of response based on starting salary and added two more positions (code enforcement and admin. assistant) to help decrease the time needed for Planning approvals.

Discussion of Biosolid applications within the County. Many years ago, the County had total control over the applications for biosolids (sludge) but the General assembly took that control away and allowed all applications. The County is now requesting the State to provide water testing for neighbors in areas where biosolids are applied.

JOINT SCHOOL BOARD MTG REVIEW
Yesterday (7/29) at our joint meeting we had very productive discussions and progress was made.

a. Discussion of Year End Balance for Fiscal Year 2024/2025 and Fiscal Year
2025/2026 School Budgets
While the audit will confirm year-end unused funds, it appears the Schools had $980K in unspent funds from the 2025 budget year. The Board of Supervisors and School Board will consider using that money for School Capital Projects or one time expenses. The 2026 preliminary numbers will be available after the August budget close out by the Schools and could identify more unspent funds.

b. Discussion of Fiscal Year 2026/2027 Budget (4% Salary Increase for SOQ
Teachers and Support Staff in Adopted State Budget)
After finally getting a State budget and knowing what the required local match will be, the County will amend its budget to appropriate almost $20M to Schools (an increase of over $1M fromm the County and $2M more from the State) for the ‘27 fiscal year. Included in the State funds was a 4% raise for only the Standards of Quality employees, additional funds are required to provide that raise to all employees or the School Board can spread that money evenly to all employees making a less than 4% raise for everyone. That decision will be up to the School Board.

c. Discussion of Options for Adding Capacity to Schools
The Schools have submitted grant applications for a new elementary school, a study at Madison and a $2M expansion at the Middle School, we should expect to hear the results soon. All of the grants would only be 20% of the actual cost. Both Boards also agreed that expansion at Madison would help in the short term. We also agreed that a gym and maybe two classes at Bowling Green would be good. A joint subcommittee will probably be established to make a recommendation and manage the projects when ready.

d. A Resolution Requesting a Referendum on a Local General Retail Sales Tax for
School Capital Projects.
This is the 1% sales tax referendum for school construction funds. The Schools sumbitted a request to move forward. It was determined that trying to put this request on the November ballot without more information about a new school and/or additions to existing buildings was premature. Personnel costs for a new school are also a factor. We will get together again and determine if this referendum can be done in the Spring.

Ran into the Stem and Literacy summer pop up bus in Bowling Green. Young people can get a free book when they stop by. Special thank you to these hard working educators, (they deserve a raise). This was their last stop but I hope they can add a stop at the apartments across from Food Lion. Luckily they had shade in this 100 degree heat. Please get them a newer bus with air conditioning.

Civic Duty and Solar Ordinance.

Monday was a particularly busy day. I was part of a jury pool for June. After a snafu last week that got me there just in time (case dismissed), I was there at 8:45am Monday. After checking in, I sat in the old historic courtroom waiting.

We then walked to the active courtroom where the judge asked us questions. She asked if any of us had any obligations. I raised my hand and said I have a meeting at 6, if we’re excused by then I’m fine. The judge said what meeting and I said Board of Supervisors, we have to adopt our solar ordinances before July 1 or the State rules supersede us. A few more questions from the judge and both lawyers to the 30+ potential jurors such as, do you know the defendant or plantiff? Can you see clearly, can you hear ok? Back to the old courtroom to wait while the lawyers select who they want on the jury.

It’s a civil case so only 8 jurors and an alternate are needed. We walk back again, they announce the juror numbers they want. They didn’t select me as a juror and I was a honestly a little disappointed. Jury selection by the lawyers is all about who they think will agree with their side. As the judge dismisses those not selected, she said to me it was the first time in her 30 years that a Board of Supervisor member had been in her jury pool. She didn’t remember and I reminded her that she swore me in 2023. She said she’d done a lot of those in her time.

Home at 12 for lunch, review the solar ordinance again and head to the Community Center before 6. Two plus hours of discussion and we have a solar ordinance and I did my civic duty.
