It was incorporated as a village under the laws of the State of Ohio in 1921 and attained City status in 1960 by virtue of its population exceeding 5,000. It is located in Cuyahoga County in northeastern Ohio, in the heart of rolling woodlands approximately fifteen miles south of the City of Cleveland. In the year 2010 the U.S. Census Bureau reported that Brecksville had a population of 13,440, up

from13,382 in 2000. Brecksville is a community of the Western Reserve, founded in 1811. Colonel John Breck and several partners purchased the land now known as Brecksville in 1807. They sent a group of men to survey the land and prepare it for settlement. One of these surveyors, Seth Payne returned in June of 1811 to settle with his family and act as a land agent for Colonel Breck. In that same year, six other families came to Brecksville and then shortly thereafter, more families settled. Colonel Breck never settled in the town that was named after him, however, his three sons did. The last member of the Breck family to settle in Brecksville was Dr. Theodore Breck, a great grandson of the Colonel. He practiced medicine in the Breck home on public square until his death in 1934. Brecksville was incorporated as a village under the laws of the State of Ohio in 1921 and attained City status in 1960 by virtue of its population exceeding 5,000. Legislative authority is vested in a seven-member City Council which is elected at large and whose terms are staggered. It is with great sadness that we announce the passing of former Brecksville Police Chief Michael Carlin, who passed away on Saturday morning August 29th. Chief Carlin dedicated many years of service to the City of Brecksville and to the safety and well-being of our community.
Prior to joining our police department Chief Carlin was a decorated Marine who served 2 tours of duty in Vietnam. He still holds the distinction of being the only Brecksville police officer in history to serve in every rank in our police department; patrolmen, sergeant, lieutenant and captain before ultimately becoming Brecksville’s 7th police chief. Chief Carlin excelled in all aspects of law enforcement. During his distinguished career he was a member of the SWAT team and was an early advocate for, and later led, our canine officers. He was a born leader who impacted many of the men still in our department. While he made many notable arrests throughout his career the major event that forever impacted his career occurred on April 29th, 1983.
On that day, then Sgt. Carlin stopped and approached a vehicle on Route 21 for what he thought a was to be a routine license plate violation. What he didn’t know at the time is that the driver had killed his girlfriend in Akron earlier in the day and was on the run. Upon approaching the vehicle, the driver ambushed Sgt. Carlin , shot him twice from the crack in the drivers door. Got out of the car and ran to the fallen Carlin and fired 3 more times. The driver ran back to his car and fled northbound on Brecksville Road. Despite suffering severe injuries Sgt. Carlin heroically pulled himself into his cruiser and began pursuit. He chased the driver to CVCC where he abandoned the vehicle and fled on foot. Sgt. Carlin attempted to pursue on foot but collapsed from significant blood loss. Sgt. Carlin was transported to the hospital where he underwent several surgeries and faced a lengthy recovery. But being the true hero of a civil servant that he was was; he returned to work and completed a remarkable 37 year as a Brecksville Police Officer.
We extend our deepest condolences to Chief Carlin’s wife Noraly of 43 years, his family, friends, former colleagues and all those who had the privilege of knowing and working along side him. His dedication, courage and commitment to the City of Brecksville will not be forgotten.
In honor of Chief Carlin’s illustrious career and his many years of dedicated service to the safety of our residents; flags at all City of Brecksville facilities will be lowered to half-staff beginning tomorrow morning and remain and half-staff through Saturday evening, following his funeral. May he rest in peace and may we never forget the legacy he leaves behind.
