In 1976 CENCOM wen...t live as the first consolidated police, fire, and EMS dispatch center in Washington State. Callers dialed 911 but the system did not include any of the features associated wit

h 911 today. In 1983 CENCOM became the 2nd dispatch center in Washington State to deploy "Enhanced 911" which included a display of the caller's address for the dispatcher. The initial intent was to provide:
• A single emergency reporting number (9-1-1) for all Kitsap County citizens
• Expanded emergency communications network for centralized coordination of police, fire, and medical
• A reduction of response time
• Elimination of 29 seven digit emergency numbers
• Consolidate 12 separate dispatch systems
• The ability for emergency response agencies to exchange information
• Enhancement of overall public safety functions
• The ability to meet increased demand for services
The first staff included a director, supervisor, administrative staff, and 20 dispatchers to manage the 24-hour, 365-day operation. Site design, facility construction, formation of operational policy and procedures were completed by the end of 1976, as well as installation of the electronics system, which included implementation of a "geofile". By 1993 9-1-1 had expanded to provide coverage to the entire county and dispatch function for all public safety agencies. Ongoing funding came from the passage of the telephone tax initiative in 2003. In 2015 CENCOM was the first 911 center in Washington State in implement text to 911. In July 2015 the CENCOM Board decided to bring our leadership under a single organization so that Kitsap 911 is more responsive to the changing needs and demographics in our region, more effective at managing our resources, more nimble (increasing our ability to quickly solve problems and take advantage of opportunities, and more transparent (making our plans and decisions more visible). Since that time CENCOM has been working through a transition plan to move from Kitsap County Central Communication, a department of Kitsap County, to Kitsap 911, Public Authority. Kitsap 911 Public Authority began operations on 12/26/2016. Continued exploration into ever changing technology and broader funding mechanisms along with proactive long term planning continue to remain the mainstay of the organization.

What you’ll do:
· Provide help desk support for internal and external users
· Troubleshoot and resolve hardware, software, and radio system issues
· Assist with land mobile radio systems, IT support, and equipment setup

I wanted to talk to you about something important—why AI is helping out on our non-emergency lines.

As call volumes and the complexity of emergency communications continue to increase, public safety agencies across the nation are being challenged to find smarter, more sustainable ways to serve their communities. That is why Kitsap 911 implemented AI-assisted technology for our non-emergency phone line.

What many people do not realize is that the same professionals who answer 911 calls also answer non-emergency calls. Every non-emergency call handled manually can pull attention away from emergency incidents where seconds matter.

Call volume has steadily increased while staffing growth has remained limited. At the same time, dispatchers are managing emergency calls, radio traffic, and non-emergency requests simultaneously. Staffing for only the busiest call periods is not financially practical and would result in overstaffing during slower hours. Like many modern 911 centers, Kitsap 911 must balance excellent service with responsible stewardship of public funds.

The choice becomes clear: significantly increase staffing costs or utilize proven technology already being used successfully by 911 centers across the country. AI-assisted systems provide a cost-effective solution that helps manage workload while keeping emergency communications professionals focused on high-priority incidents.

This technology does not replace people — it supports them.

Every call handled by the AI assistant is reviewed by a trained call taker or dispatcher to ensure it was routed appropriately. The system is designed to quickly assist callers with routine, non-emergency issues so dispatchers remain available for emergencies, officer safety issues, active fire and medical events, and critical radio traffic.

Callers to the Kitsap 911 new non-emergency line at 360-328-7711 may be greeted by an AI-assisted call handling system designed to help process routine, non-emergency calls more efficiently.

So what should callers expect?

The AI system works much like speaking with a person on the phone. It will ask a series of questions to gather basic information about the situation, such as:
📍 The location of the incident
📝 What happened
⏰ When it occurred
☎ Contact information if needed

The system is designed to understand natural conversation, so callers do not need to use special phrases or commands. The best approach is simply to:
✔ Speak clearly
✔ Answer questions one at a time
✔ Provide concise, accurate information
✔ Let the system finish speaking before responding

If a situation is determined to require immediate emergency assistance, or if additional help is needed, the call can be transferred to a trained emergency communications professional.

AI-assisted call handling is designed to support faster service for non-emergency calls while helping keep emergency lines and dispatchers available for critical incidents. Human telecommunicators remain an essential part of every emergency response.

The non-emergency line should be used for situations that do not require an immediate police, fire, or medical response, including noise complaints, parking concerns, abandoned vehicles, crimes that are not currently in progress, or incidents that occurred earlier and are being reported after the fact, such as thefts, vandalism, or property damage. Emergencies or situations involving an immediate threat to life, safety, or property should still be reported to 911.
