Do you see homelessness in this photo?

Probably not; and that's part of the problem.

Visibility is a terrible measure of whether homelessness occurs within a given community, but it is often the only metric used. How many times have you heard some iteration of, "That kind of thing just doesn't happen around here!"?

When many people try to conceptualize homelessness, they imagine something highly visible: tents lining city streets, people sleeping on sidewalks, or sprawling encampments occupying city parks.

But in rural communities, homelessness can look very different.

People experiencing unsheltered homelessness may be staying in places far removed from public view. Greater distances, limited transportation, and fewer nearby shelters, housing options, and supportive services can create additional barriers to finding and maintaining stable housing.

In a state as rural as West Virginia, visibility is not a reliable measure of need.

The absence of tents on your town's Main Street does not mean people aren't experiencing housing crises in your community.

Homelessness doesn't disappear when we leave the city limits. Sometimes, it simply becomes harder to see.

What does "Street Outreach" actually entail?

For our Outreach team, it means physically going into communities to locate and engage people experiencing unsheltered homelessness. Sometimes, that means walking the streets of your hometown and striking up conversations with the neighbors often overlooked there. Other times, it means trekking into barely habitable areas where people have been pushed farther from public view: dense forest, dark underpasses, societal outskirts where the realities of homelessness can fall more comfortably into the category of out of sight and mind.

But locating someone is only the beginning of Outreach.

The heart of Outreach is relationship building. Our workers listen, learn what each person needs, help navigate complicated systems, and connect people to resources that can move them toward greater stability. Sometimes that means solving practical barriers; other times, it simply means becoming a familiar, trusted face.

That trust matters. Someone experiencing homelessness may not be able to accept every offer of assistance during the first conversation. Progress isn't always quick or straightforward, and Outreach isn't about interacting with someone once and expecting an immediate outcome. It's about meeting people where they are (both figuratively and literally) and, perhaps most importantly, continuing to show up.

Sometimes, helping someone starts with simply finding them.
