$1,000 Flood Disaster Assistance for Bucks County Homeowners
Paying a mortgage or temporary rent while also working to restore your home after flooding can create a huge financial strain. The Bucks County Association of Realtors® is looking to help homeowners in Bensalem Township, Bristol Township and Bristol Borough who were affected by the July 12th flood disaster.
The Bucks County Association of Realtors® was awarded a grant of $200,000 from the National Association of Realtors® Relief Foundation. This money will help homeowners and temporary renters begin the recovery process with one month of mortgage payment or temporary rental, up to $1,000 per household. The association is asking Bucks County homeowners affected by the July 12th flood to submit an online application in order to be qualified for the assistance money.
“There is still ample money available,” said Dayna Gray, President of the Bucks County Association of Realtors®. “Realtors live in the communities they serve, and we understand the huge financial burden caused by this disaster.”
Information and the application to apply for flood recovery funds can be found at
www.bucksrealtor.com. To qualify, you need to provide proof of residency and a mortgage or temporary rent payment, as well as photos of the damage to your property. The deadline to submit your application is September 30, 2021 and awards are made on a first-come-first-served basis, or until the fund is depleted. that Bristol Borough will be sprayed for mosquitos on Tuesday night Aug 17th, 2021 with a rain date of Wednesday Aug 18th.
The spraying will be done by Bucks County using white trucks with County logos on the vehicles.
Low-Interest Loans for Survivors of Devastating July 12 Flooding
Governor Tom Wolf announced on July 29, 2021 that the U.S. Small Business Administration (SBA) approved his request to make financial aid available to residents in Bucks, Philadelphia and Tioga counties after severe storms caused flooding and significant damage on July 12.
Low-interest loans of up to $200,000 are available to homeowners and renters to repair or replace damaged or destroyed real estate, and SBA regulations also permit loans up to $40,000 to repair/replace damaged personal property, including vehicles. Businesses and nonprofits can borrow up to $2 million to restore damaged or destroyed buildings, inventory, equipment and other physical losses. Economic Injury Disaster Loans are also available and may also be used to pay fixed debts, payroll, accounts payable and other bills that can’t be paid because of the disaster’s impact.
The SBA offers long-term repayment options to keep payments affordable, with terms up to a maximum of 30 years. Terms are determined on a case-by-case basis.

Good Afternoon,
I wanted to make your municipality aware that the application window for the Neighborhood Assistance Program - Enterprise Zone Tax Credit Program (NAP-EZP) opened on March 29, 2021 and will close on May 28, 2021.
If you are aware of a business that is expanding their operations and will make significant facility improvements in Fiscal Year 2021-2022 (July 1, 2021 - June 30, 2022) the Enterprise Zone Tax Credit program may benefit them. While this is a competitive process, approved applicants may receive up to 25% of the eligible project cost as a tax credit against their Pennsylvania state tax liabilities, capped at $500,000.
Businesses may submit their own applications through PA DCED's Single Application for Assistance. Additionally, the guidelines for the program can be found here.

New Bucks County Grant Will Cover Delinquent Mortgages Resulting From COVID-19
A new grant program will pay delinquent mortgages for qualifying individuals and families in Bucks County who have experienced reduced income as a result of the COVID-19 pandemic.
Credit Counseling Center’s Foreclosure Counseling Program received a grant from Bucks County Department of Housing and Community Development to provide foreclosure counseling services and financial assistance for those struggling with mortgage payments because of the pandemic. While funds last, the grant will pay the delinquent mortgage amount for individuals who meet the unemployment, income, mortgage, property and eligibility requirements.

AS APRIL COMES TO A CLOSE… A MESSAGE FROM YOUR COUNCIL PRESIDENT
Entering this upcoming weekend, I want to update everyone on the positive changes taking place in Bristol Borough next week. As many of you heard, Governor Wolf announced that starting May 1st both residential and commercial construction can commence. So, starting Monday, April 27th, we will begin accepting and reviewing all permit applications. Permits can be dropped off in the lobby of Borough Hall, and upon review you will be notified of the cost and the process in which you can physically pick up your permit. Furthermore, inspections will be completed, but timing will vary depending on the significance and magnitude of the project, along with those of an urgent nature taking precedence.
Moving beyond this upcoming week, we are hopeful that Borough Hall will fully open on May 11th
utilizing a lot of the same restrictions you see in place for other businesses. Masks will be required when entering the building and gloves are recommended. Furthermore, please be conscious and respectful of anyone you see in the building by maintaining 6 feet of distance along with following any posted signs and directions as you enter.
Until now we have held off on running the street sweeper due to more people being home as we obey the stay-at-home order. With that being said, the street sweeper will start running throughout town, but NO TICKETS will be issued for cars that are not moved. I ask you to do your best in providing access for the sweeper to pass, because running the street sweeper is not about issuing tickets, but rather doing our part in keeping every street in town clean and presentable.
In closing, it is beyond imperative that everyone still continues to maintain the governor’s order to shelter-in-place and follow the guidelines for social distancing. There may be a small glimmer of light at the end of the tunnel, but we are nowhere close to being out of the woods. So, continue to make the best of this unprecedented phase in our lives by enjoying the time with your loved ones and enrichening relationships with your neighbors in a socially responsible manner.

Update on tax due date:
A vote by the Bucks County Commissioners has resulted in an extension of the due date for the face amount of taxes to July 30, 2020. Penalties begin on July 31, 2020.
Update on Bristol Borough street sweeper:
The sweeper will not operate on streets that are signed, until after the Governor's order is lifted.
AN UPDATE FROM YOUR COUNCIL PRESIDENT REGARDING COVID-19

As we head into week 4 of sheltering-in-place, it is extremely apparent that we are entering the most important two weeks during this horrific time in our history. A time when all of us need to diligently practice social distancing and continue making the best out of this time we are forced to stay home. Leading into the Easter holiday makes it even harder for us to stay away from family and friends, but this is beyond imperative if we are going to get through these trying times.
As for our Borough operations, we are still open for business but closed to the public. The police, fire, public works and sewer departments continue to function along with all of our office administration. Boroughs are considered an essential business and therefore we need to keep employees in place because shutting down our daily function is not an option. With that being said, all public council meetings and our other various boards and commissions are cancelled until further notice. Additionally all public events scheduled in town through July 15th are cancelled. We will monitor the situation as the weeks pass by to make decisions on other future events and the possible rescheduling of those already cancelled.
I also want to remind everyone that you can place your tax payments in the drop box located in the lobby of borough hall. To receive the 2 percent discount, payments must be received by April 30th but the face value of the tax bill is being extended to July 31st. When dropping off any payments please make sure they are in the form of checks, money orders or certified funds. If you have any questions, our tax collector Anna Bono-Larrisey can be reached at 215-788-1600.
During this unprecedented stretch in our history, I want to take a minute to recognize and thank the children of Bristol Borough who I feel are slightly forgotten about during this tremendously difficult time. Taken out of school and their routine, spending the majority of their time in the house with nowhere to go, no sports or extracurricular activities to keep them busy, and as parents and grandparents we just expect them to adapt and deal with it. We focus on how difficult this time is for the adults and the seniors, but it is important to take a step back and appreciate what our children and grandchildren are also going through.
In closing I want to wish everyone a Happy and Blessed Easter! This will definitely be different than any holiday we have ever experienced, but it is nonetheless still a very sacred time for those who celebrate despite not being in church. Please stay safe, continue to practice social distancing and together we will get through this pandemic stronger than ever!

This has become a serious issue preventing Fire Trucks, Ambulances and Trash Trucks from being able to access some streets.
Also it has been reported that some cars are parked to far off the curbs which narrows the center roadway sometimes stopping these emergency vehicles from getting down your street.
Please observe all painted yellow lined curbs at street corners and park as close as possible to the curbs allowing the maximum width of drive-able roadway.
If the Trash trucks can't get down your street, they can't pick up your trash.

Attention Bristol Borough residents, AQUA has issued the following notice:
Winter weather and cold temperatures can wreak havoc on household plumbing.
Pipes and meters are located against exterior walls or often in unheated basements or crawlspaces, leaving them vulnerable to freezing temperatures. In freezing temperatures, metal pipes contract as the water inside expands. This is what causes pipes to burst.
Below are tips that will help you protect yourself from costly plumbing repairs.
Insulate pipes. Be sure to insulate pipes in any unheated areas of your home. One way to insulate your pipes is using heat tape or pipe insulation. These items can be purchased at a local home improvement store.
Protect your meter. If you have an outdoor meter pit, make sure the lid is not broken or missing. Pack the pit with insulating material, or even an old blanket.
Eliminate drafts. Close off crawlspace vents and doors. Repair broken or cracked basement windows. Make sure basement doors and windows close tightly. Repair any broken or cracked basement windows.
If temperatures drop to close to 10 degrees Fahrenheit be sure to do the following:
Check the water temperature by placing a thermometer under the tap.
Leave a very thin stream of water running constantly from at least one tap. We recommend using the tap farthest from the meter. The additional expense in your water bill will be minimal compared to the cost to replace a ruptured pipe.
Open cabinet doors below all sinks to allow the warmth from inside your house to reach your pipes. Before you follow this tip, be sure to remove all harmful items from beneath the sink.
Place this information on your refrigerator during the winter. Following these tips can save you a great deal of money.
Remember, you are responsible for the pipes inside your home.

Motorists, FYI on Friday afternoon Nov 17 th 2017 a STOP sign was installed at the corner of Mill St and Radcliffe St. to make a safer crossing at this intersection for pedestrians going to restaurants, the Bristol Riverside Theater, the Bristol Riverfront Park and the new Bristol Borough Docking facility.
All events and businesses in the business district have seen increases in visitors since Bristol Borough won the Deluxe Small Business Revolution contest.

Special thanks to Congressman Michael Fitzpatrick, Senator Tomlinson, Representative Galloway, The Bucks County Commissioners, and The Grundy Foundation for helping fund this project.
