Community Action Partnership of Hennepin County (CAP-HC) is a 501(c)(3), non-profit organization that helps people with low income navigate crisis situations, build stability, and lift themselves out of poverty. By listening to our community, we address the immediate needs of community members and help them on their path to prosperity. Our Mission

to address poverty and promote economic stability. Our Work
Established in 1986, CAP-HC creates services, programs, and partnerships that serve Hennepin County's residents with lower incomes. These resources address the specific factors that cause and reinforce poverty in Hennepin County, increase economic stability, and empower individuals and families to become self-sufficient. For many, CAP-HC is their last stop before power and heat disconnection, foreclosure, homelessness, or bankruptcy. For others, it's a place to learn how to buy a home, create a budget, or find a job. By listening to our community, creating thoughtful programming, and nimbly responding as needs change, we're building a stronger, more equitable Hennepin County.

A huge thank you to Creation In Common, LLC for their work on our 2025 Community Needs Assessment (CNA) and multi-year strategic plan informed by our CNA. More about our 2026-2029 Strategic Plan coming soon!

We’re happy to celebrate the completion of a new comprehensive community needs assessment and 3-year strategic plan with Community Action Partnership of Hennepin County.

The team showed a deep willingness to dig into the data and lean into tough conversations. Many thanks to project leads Kendra Krolick and Amelia Barkley for steering this process with vision and clarity.

And applause to the entire CAP-HC board and staff for generously sharing their time, insights, and dedication. We can't wait to see the impact of this plan in action!

On June 19, 1865, two and a half years after the Emancipation Proclamation was signed, the signing of General Order No. 3 officially ended the Civil War and brought freedom to enslaved people throughout the U.S. Today, Juneteenth, also known as Freedom Day, Jubilee Day, Liberation Day, and Emancipation Day, we recommit to fighting for equity in our community.
CAP-HC offices will be closed on Friday, June 19 in observance of Juneteenth.

Earlier this month, Minnesota, Minneapolis, and Hennepin County acknowledged May as Community Action Month. We're honored that our 40th Anniversary was also acknowledged in the Minneapolis and Hennepin County proclamations. Dr. Hightower, Executive Director at CAP-HC, was present to receive the official proclamations from the City Council of Minneapolis and from the Hennepin County Commissioners.
We are so grateful for the local policy makers who support CAP-HC's vision of Hennepin County without poverty.
