Dear Columbia Township Resident

On May 5th, 2026, the voters of Columbia Charter Township will be asked to cast their ballot on various topics. The most important of these topics will be the continued funding to support the operations of the Columbia Charter Township Police and Fire Departments. The ballots initiatives include the following:

FIRE PROTECTION MILLAGE RENEWAL
Shall the previous moted increase in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution on general ad valorem taxes with Columbia Charter Township be renewed at .4286 mil($0.4286 per $1,000 of taxable value) for the period of 2027 through 2031 inclusive for fire protection; and shall the Township levy such renewal in millage for said purpose, thereby raising in the first year an estimate $251,772.00.

POLICE PROTECTION MILLAGE RENEWAL
Shall the previous moted increase in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution on general ad valorem taxes with Columbia Charter Township be renewed at .8577 mil($0.8577 per $1,000 of taxable value) for the period of 2027 through 2031 inclusive for fire protection; and shall the Township levy such renewal in millage for said purpose, thereby raising in the first year an estimate $503,837.00.

FIRE DEPARTMENT ADDITIONAL OPERATION MILLAGE PROPOSAL
Shall Columbia Charter Township, Jackson County, Michigan, impose a new millage on taxable property in the township, at the amount not to exceed .4214 mills ($0.4214 per $1,000 of taxable value), for the period of seven (7) years, beginning with the 2027 Winter tax bill and ending the 2033 Winter tax bill, inclusive, as an additional millage, to provide funds to the Fire Department for operating expenses of the department? It is estimated that.4214 mills would raise approximately $247,542 when first levied in December 2027.

POLICE DEPARTMENT ADDIIONTAL OPERATION MILLAGE PROPOSAL
Shall Columbia Charter Township, Jackson County, Michigan, impose a new millage on taxable property in the township, at the amount not to exceed .2423 mills ($0.2423 per $1,000 of taxable value), for the period of seven (7) years, beginning with the 2027 Winter tax bill and ending the 2033 Winter tax bill, inclusive, as an additional millage, to provide funds to the Fire Department for operating expenses of the department? It is estimated that .2423 mills would raise approximately $142,334.00 when first levied in December 2027.

The current operating millages (Police and Fire) have been in place for decades. While these millages have helped fund dedicated emergency services for the citizens of Columbia Charter Township they have not been quite enough to cover costs for both departments providing services which include 24/7/365 police and fire protection. The renewal initiatives will continue the funding of well-trained and properly equipped professional police and fire departments to serve the needs of the citizens and their most critical times.

The additional operational millage proposals will aid in closing the gap because of the Headlee amendment and continued reductions in state revenue sharing felt within this township and acriss the entire state. Additionally, a sharp increase in operational expenditures such as fuel, equipment, training, insurance, and labor have affected the funding of emergency services and the dollar does not go as far as it once did.

Columbia Charter Township continues to be frugal with the taxpayer dollars and responsibly budgets for the needs of the citizens of this township.

Q.) Why does the Township need four millages for Police and Fire operations?

A.) 2 proposals residence are being asked to vote on as renewals of current operating millages that have been in place for many decades. The addition 2 millages are requests for additional funding for both departments to ensure dedicated local funding without the township general fund continuing to subsidize both departments year after year.

Q.) If the Township general fund no longer needs to subside Police and Fire Budgets, what will happen to that money?

A.) If both Police and Fire can operate their departments each year, without having to rely on the general fund to make up the difference in their expenses over revenue, the addition money in the general fund can be designated each year, specifically for police and fire necessary equipment purchases. Currently the township designates funds each year to both departments. However, the dollar amounts year after year have become smaller as the ability of the general fund has decreased as a result in the reduction in revenue sharing and increase of operating expenses (fuel, equipment, training, etc.).

Q.) What exactly will this additional funding pay for?

A.) The funding generated because of these proposals will ensure that both Police and Fire can continue to operate 24/7/365 as the citizens of Columbia Charter Township have grown accustomed to.

Q.) How much will the additional millages cost each year on my taxes?

A.) 1 Mill - $$1.00 per $1,000 of taxable value. The Police Department will need an additional .243 mills, or $.243 per $1,000 of taxable value. If the taxable value of your house is $100,000 and the additional police millage is approved by voters, you would pay $24.23 per year to ensure round-the-clock police coverage in our community.

The Fire Department is seeking an additional .4214 mills, or $.4214 per $1,000 of taxable value. Again, if the taxable value of your home is $100,000 and the additional fire millage is approved by voters, you would pay an additional $42.14 per year for fire coverage in the township.

Combined that would total of $66.37 more per year to protect the citizens of Columbia Charter Township.

On March 24th, 2026, the Columbia Charter Township Police Department was called to the Columbia Lower Elementary School for an investigation involving a firearm. It was reported a parent that was bringing their child to school had dropped a firearm in the parking area in front of the school. Further investigation revealed that the firearm had fallen from a vehicle when the door was opened to enter the vehicle. The evidence supported that the firearm was never introduced into the school building itself.

The person possessing the gun is a valid concealed pistol license holder and was on school property legally when this incident occurred. Witness statements were taken as well as video surveillance was collected as a part of the investigation. The suspect was cooperative with the investigation and expressed remorse for this incident occurring.

A police report was completed and forwarded to the Jackson County Prosecutor for review. Upon completion of that review the decision was made to not charge this individual. Prosecutor Gurnsey shared that “although the firearm briefly fell from the vehicle, it was quickly returned”. The prosecutor determined that this incident did not violate the intent of law and no other criminal charges were applicable.

Prosecutor Guernsey further stated, “ this incident serves as an important reminder that responsible firearm handling is essential”. I stand with the prosecutor with this statement. It is imperative that a person is familiar with the proper handling and associated laws of firearm ownership and carrying. Take the extra time to make sure you are familiar with the weapon and that it is properly secured. Additionally, having a thorough understanding of the firearm laws is a necessity.

On March 20th, 2026, at 9:34 pm the Columbia Charter Township Police Department was dispatched to a traffic crash on Jefferson Rd east of S. Meridian Rd. On arrival the crash was investigated and based on that investigation it was determined that the west bound vehicle, a 2019 Ford Edge driven by 21-year-old Natalie E. Brosamer of Cambridge Township failed to maintain the lane crossing the center line striking the east bound vehicle, a 2018 Chevrolet Equinox driven by 54-year-old James A. Minnick of Brooklyn. The collision resulted in both vehicles becoming disabled and unable to continue traveling. Fortunately, there were no serious injuries because of this crash.

As a result of the investigation Natalie E. Brosamer was arrested for operating while intoxicated with high BAC. Once Brosamer was medically cleared she was lodged at the Jackson County Jail for this offense.

On March 21st, 2026, the police report was forwarded to the Jackson County Prosecutor for review of charges. Upon completion of the review Brosamer was charged with operating while intoxicated with high BAC. This offense is punishable up to 180 days in jail. Brosamer was arraigned on this charge and was provided a pre-trial release bond with one of the conditions to include alcohol monitoring.

Napoleon Township Police Department assisted with traffic control at the scene of the crash as both lanes of Jefferson Rd were closed while the crash was investigated and cleaned up. Columbia Charter Township Fire Department responded to provide medical aid for the occupants of the vehicles and Garvers Towing responded to remove the destroyed vehicles.

Please avoid the area of N. Main St (M-50) and Mill St in the Village of Brooklyn as a tree and secondary power lines are down, blocking the entire roadway. Traffic is currently being detoured around the hazard. We are working with Brooklyn DPW, Consumers Energy, MDOT, and Columbia Charter Township Fire Department to expedite the issue.

Recently Columbia Charter Township has been made aware of a recent scam targeting Columbia Charter Township property owners. It has been reported by property owners that illegitimate invoices have been received seeking payment on behalf of Columbia Charter Township and the County of Jackson for various services. Furthermore, the illegitimate invoices provide instruction for a large payment to be completed via wire
transfer. Typically, the efforts to defraud the property owner are received via email.

Columbia Charter Township does NOT request payment by wire transfer. Additionally invoices of this nature are completely fraudulent. Should you receive an email regarding this type of activity do NOT reply to the email nor provide your banking or personal information.

In the event you receive such fraudulent invoice bearing the Columbia Charter Township logo and/or name please contact the Columbia Charter Township Police Department at 517-592-3122. Currently this matter is
being investigated.

Columbia Charter Township id made up of a population of approximately 7,500 full-time residents. During the warmer months the population increases as seasonal residents return and increased activity within the municipality and surrounding areas. We also participate in contracting police services with village of Cement City on our southern border and the Columbia School District.

Columbia Charter Township Police Department is a 24/7/365 agency. We have four marked patrol vehicles that are properly maintained and replaced regularly. Each officer is provided with the necessary equipment needed to properly perform their duties. Columbia Charter Township maintains its technology to a professional standard and provides the necessary training and improvements.
We are allocated 7 full-time officers (two are full-time school resource officer positions), plus the Chief and secretary. Our Township (and Police Department) are in stable financial condition, with a millage partially supporting the Police Department.

• Pass comprehensive background investigation.
• Possess a valid operator’s license.
• Pass normal hearing/physical/vision drug tests as defined by MCOLES Standards
