Hernando/Citrus MPO

Hernando/Citrus MPO The Hernando/Citrus MPO was formed in July 2014 as a result of Census data that created new urbanized areas in Citrus and Hernando counties.

The Metropolitan Planning Organization (MPO) is mandated by the Federal Highway Act of 1973 to provide a cooperative, comprehensive, and continuing transportation planning and decision-making process. The process encompasses all modes and covers both short-range and long-range transportation planning. MPO plans and programs are reviewed by the Federal Highway Administration (FHWA) and the Federa

l Transit Administration (FTA). Each urban area in the United States has a MPO which acts as a liaison between local communities, their citizens, and the state departments of transportation (DOTs). MPOs are important because they direct how and where available state and federal dollars for transportation improvements will be spent.

2045 Long Range Transportation Plan Amendment

The amendment to the 2045 Long Range Transportation Plan located here: https://www.hernandocounty.us/home/showpublishedimage/7473/637805966454370000 includes extension of the Suncoast 2 in Citrus County into the plan. The section from CR 496 to CR 495 is being added to the cost feasible plan, and CR 495 to US 19 is being added into the unfunded needs portion of the plan. Comments regarding the amendment can be provided to MPO staff via email, regular mail or in person during the scheduled public hearings/meetings.

Understanding that some drivers may have never driven through a roundabout, the Florida Department of Transportation, District Seven, is offering area residents the opportunity to drive their own vehicles through a test track, set up to the dimensions of the roundabout that will begin construction in November at the intersection of U.S. 98 and County Road 491. Drivers participating in the test-drive sessions will be able to get a feel for how the roundabout will function, without the distraction of traffic. Staff will be available to answer questions and distribute informational materials.
A full-scale version of the future U.S. 98/C.R. 491 highway roundabout has been set up in Citrus County. This roundabout test track will be available for any interested drivers to use between 3:00 p.m. and 6:30 p.m. Thursday, Oct. 14.

Directions to the test track roundabout: Take Citrus Way (C.R. 491) and turn west onto West Educational Path. Stay on West Educational Path as it turns into South Panther Pride Drive. Keep following South Panther Pride Drive to the dead end at the north. Guide signs to the test track will be posted along West Educational Path and South Panther Pride Drive.

Drivers are invited to drop by during any of the listed hours. The mock roundabout will only be open to the public during the dates and times listed; do not show up outside these days/hours as access to the test track area will be locked.

As defined by federal and state transportation regulations, the primary functions of the MPO are to:


  • Establish the goals, objectives and policies governing transportation planning in the region.

  • Approve an annual Unified Planning Work Program (UPWP) and budget.

  • Direct the preparation of, and adopt, the long-range and short-range strategies of the Transportation Plan.
