Know the Process we are up against:
The Federal Acquisition Regulation (FAR)

Step 1 - FAR Part 10: Market Research (WHERE WE ARE NOW) Before the government can buy a major service, FAR Part 10 requires them to research the market. They ask industry: can you do this, how would you do it, and what would it cost? This is what these Sources Sought Notices and Requests for Information are.

Step 2 - FAR Part 7: Acquisition Planning The contracting office uses the market research data to build the acquisition strategy. Who can compete? Single contract or multiple regional contracts? What pricing model? BOP asked vendors all of these questions directly in the RFI documents.

Step 3 - FAR Part 15: Independent Government Cost Estimate Before BOP can issue a formal solicitation, they need a cost estimate to justify the budget request. All three RFIs asked vendors for Rough Order of Magnitude pricing specifically to build this estimate.

Step 4 - FAR Part 16: Solicitation BOP publishes the formal contract opportunity. Vendors submit proposals. This is the moment most people find out privatization is happening - but by this point the decision has already been made internally, the budget is allocated, and the acquisition strategy is locked.

Step 5 - Award Contract goes to the winning vendor. Work changes. Jobs change.
