The Texas State Soil and Water Conservation Board was established 86 years ago in 1939. Recently, we lost a pillar of this organization. One that served our agency for 44 years (over half of his lifetime) and continued to support us even after retirement for a total of 50 years. Mel Davis was a true friend and asset to our agency and soil and water conservation districts. His service spanning for over half of our agency’s existence.

During his tenure he witnessed the relocation of all 4 TSSWCB Headquarter Offices in Temple, 6 out of the 7 Executive Directors, the funding or creation of 7 agency programs and half a dozen conservation initiatives. As well as the re-establishment of 40 soil and water conservation districts.

He was our walking encyclopedia on the Ag Code, the law that outlines the agency's functions and rules. His deep knowledge gave him a unique perspective on how to best guide Field Reps and our staff to ensure the success of districts and our programs across Texas.

We are so grateful for the trails Mel blazed on behalf of our agency. He helped keep us afloat and lay a foundation for lasting success.

Mel, we are hopeful that you will be so proud as we carry out your legacy and continue to do great work in protecting and conserving the natural resources of Texas.

From the Panhandle to the Gulf, Texas has 16 river authorities with the big job of managing and protecting water resources in a specific river basin or watershed. The Brazos River Authority made history in 1929 being the first state agency in the U.S. created to develop, manage, and protect the water of an entire Brazos River Basin.

From keeping water clean to making more available, or providing flood control, each Texas river authority’s responsibilities vary depending on the needs of its basin.
