How to report debris blockages in streams caused by recent flash flooding:

News Release: West Virginians impacted by Tuesday’s flash flooding can report debris blockages to their local conservation district

CHARLESTON, W.Va. -- West Virginia residents impacted by Tuesday’s flash flooding may contact their local conservation district to report debris blockages in streams.

Governor Patrick Morrisey on Tuesday declared a state of emergency for all 55 counties following severe weather that resulted in flash flooding, landslides, road closures and other dangerous conditions.

WVCA technicians have been deployed to assess the extent of flood-related debris blockages and damages and provide assistance to affected residents.

Residents may be eligible for Emergency Watershed Protection (EWP) program assistance.

Each county affected is within a specific conservation district. Residents should contact their specific conservation district to report a debris blockage.

• Barbour, Randolph, Taylor, Tucker and Upshur counties are in the Tygarts Valley Conservation District, which can be reached at: (304) 457-3026.
• Berkeley, Jefferson and Morgan counties are within the Eastern Panhandle Conservation District, which can be reached at: (304) 263-4376.
• Boone, Cabell, Lincoln, Logan, Mingo and Wayne counties are within the Guyan Conservation District, which can be reached at: (304) 528-5718.
• Braxton, Clay, Nicholas and Webster counties are within the Elk Conservation District, which can be reached at: (304) 765-2535.
• Brooke, Hancock, Marshall and Ohio counties are within the Northern Panhandle Conservation District, which can be reached at: (304) 238-1231.
• Calhoun, Ritchie, Roane, Wirt and Wood counties are within the Little Kanawha Conservation District, which can be reached at: (304) 422-9088.
• Doddridge, Gilmer, Harrison and Lewis counties are within the West Fork Conservation District, which can be reached at: (304) 627-2160.
• Fayette, McDowell, Mercer, Raleigh, Summers and Wyoming counties are in the Southern Conservation District, which can be reached at: (304) 253-0261.
• Grant, Hampshire, Hardy, Mineral and Pendleton counties are within the Potomac Valley Conservation District, which can be reached at: (304) 822-5174.
• Greenbrier, Monroe and Pocahontas counties are within the Greenbrier Valley Conservation District, which can be reached at: (304) 645-6173.

Buckhannon, WV — August 4, 2026 - City and County officials have reviewed the following news release from FEMA regarding federal assistance now available to residents of Upshur County affected by the July 21–22 severe weather event.

Upcoming FEMA Presence in Upshur County - FEMA representatives will be arriving in Upshur County soon to meet with residents, assist with applications, and help document storm‑related losses. FEMA and state officials are currently coordinating locations in Buckhannon where residents will be able to speak with personnel directly.

We will announce the exact location and hours as soon as FEMA confirms them.
