It was great to be present at the Buffalo Central Labor Council AFL-CIO Labor Day Parade earlier today, where Governor Kathy Hochul signed several pro-labor bills into law in the company of local union leaders and my colleagues in government.

Labor Day is a time to recognize the invaluable contributions of organized labor, and these bills will ensure New York workers are paid fair wages, receive good benefits and stay safe on their worksites.

I stood this morning with Sen. Sean M. Ryan, representatives from West Side Community Services and Neighborhood Legal Services Inc. , addressing members of the media on questions about this week's special session to fine-tune the state's Emergency Rental Assistance Program.

Among the many trials that New Yorkers have faced through the past year and a half of this pandemic, housing and the risk of eviction as a result of lost income consistently remained at the top of the list. In state government, we sought to relieve those burdens confronting the most vulnerable residents by setting up a program in June to address rent relief. The aim was simple: to protect the state’s economic recovery by keeping tens of thousands of people in their homes who may have fallen behind on rent.

Unfortunately, the previous gubernatorial administration had other priorities, and as a result, the rollout of those funds moved at a glacial pace. In fact, federal figures showed that by the end of June, New York was one of only two states where no aid had been sent out.

Luckily, under the new leadership of Governor Kathy Hochul, the members of the Senate and Assembly moved quickly through a special session this week to address and correct errors with the rollout of the program.

The legislation passed this week establishes a new $250 million Supplemental Emergency Rental Assistance program to serve additional households. Of that, $125 million will be made available for assistance to landlords whose tenants refuse to participate or have vacated the residence with arrears.

Under New York’s newly enacted eviction moratorium, tenants must submit a hardship declaration, or a document explaining the source of the hardship, to prevent an eviction proceeding from moving forward. Landlords who believe that their tenant has not suffered a financial hardship will now be permitted to request a hearing in court.

The steps that the Assembly and Senate majority have taken this week will help to relieve the financial burden of all New Yorkers who continue to suffer economic hardship as a result of the pandemic.

I was proud to welcome the 2021 class of inductees into the Buffalo Music Hall of Fame alongside Rep. Brian Higgins today.

Buffalo's contributions to the music and entertainment industries cannot be overstated, and now there's a physical space to serve as a permanent reminder of our city's robust musical heritage and history.

Some good news to start the week!

So happy to hear that the print of New York Yankees legend Joe DiMaggio was returned to its rightful owner and place on Buffalo's West Side.

Ottaviano Asarese's prayers were answered – thanks to a lot of public attention and some eagle-eyed sleuthing on eBay.

Was proud to be a part of the ribbon cutting today at Provisions 139, a community-driven pantry sponsored by West Side Community Services .

We’re constantly seeing the need that exists within the West Side community for reliable food distribution services and for healthy, affordable produce. With the opening of Provisions 139, the most vulnerable in our community will not only have access to vital nourishment sources, but will also now have a space in which to gather and build upon communal bonds.

Sean M. Ryan inspected the produce and gave the thumbs up!

Buffalo is one of only a handful of cities nationwide listed by the State Department as a resettlement option for Afghan refugees. Our city is well-positioned to accept refugees and integrate them into our community. The most recent census data shows how integral immigrants are to our city and how they have been the impetus for our first population growth in 70 years.

Thank you to Jericho Road Community Health Center and Journey's End for all of the work that you do in creating the welcoming environment here in Western New York, and thank you to Sean M. Ryan and David A. Rivera, Niagara District Council Member for all of your support in aiding these agencies.

I toured the New York Power Authority's Niagara Hydroelectric Power Station today alongside NYS Assemblyman William Conrad. It's an awe-inspiring place.

President John F. Kennedy recognized the launch of the Niagara Power Project in 1961. It’s New York State’s biggest electricity producer, providing up to 2.6 million kilowatts of clean electricity per year. That clean energy is generated through 25 turbines spun by 748,000 gallons of water per second. When the plant produced its first power in 1961, it was the largest hydropower facility in the Western world.

It's now been more than 100 years since the 19th Amendment was adopted.

Milestone anniversaries like these are terrific measuring sticks of how far we've come in the fight for equality, but they're also reminders of how far we have to go.

While my office will very much miss frequent lunch trips to the West Side Bazaar on Grant Street, we can’t wait to see the new space and partake in the new experience in 2022 when the Bazaar moves to a larger building at 1432 Niagara Street.

Today, KeyBank, in partnership with the First Niagara Foundation, announced a $1.5 million contribution to the project. The Westminster Economic Development Initiative (WEDI) is currently conducting a $7.5 million capital campaign.

The new Bazaar will quintuple in size and provide space for 24 restaurant, retail, and professional services, test and rental kitchens, and classrooms.

The Buffalo History Museum unveiled this morning the second major phase of restoration to the lower level of its National Historic Landmark Building. This space is now more closely aligned with the original vision of architect George Cary, reconnecting the museum to the Olmsted Park system.

The renovated space uncovered today was the main entrance to the building when it opened for the 1901 Pan-American Exposition.

Excluded Workers Fund

Applications for the Excluded Workers Fund (EWF) are now being accepted. The $2.1 billion fund was created to support New Yorkers who could not get unemployment, pandemic, or other federal relief benefits. It is the first entirely state-run and state-funded program in the country to support workers who did not qualify for government-issued economic relief.

Multi-lingual FAQs are available at https://dol.ny.gov/ewf, with additional program information. The FAQs include information on qualification requirements, benefit amounts, and documents needed for applicants to verify identity, residency, and work history. Funds will be distributed on a first-come, first-served basis, so those eligible are encouraged to apply as soon as possible.

Assemblyman Rivera, supporting the A4283 Ban Puppy Mills in Pet Stores would have helped thousands of puppy mill animals. For a 4th year in a row, the bill died in NYS Assembly committee even after it was passed in the Senate for the second year. We need all voters to help pass this bill when its main obstacle is our elected officials. This bill would have passed years ago had it not been for the NYS Assembly members' roadblocks. Call your representative, what is he/she doing to pass this bill? Congratulations Assemblymember Rivera for being named one of Albany's 40 Under 40! Jonathan Rivera Assembly Member A childhood spent in Buffalo’s Latino community proved to be inspirational for Assembly Member Jonathan Rivera. Thanks to his parents – his father who is a police officer, and mother who is a teacher deeply involved in community work in Buffalo – Rivera grew up immersed in politics, and developed a deep understanding of the needs of his community. Rivera initially pursued a career in banking, but then drifted back into political work, taking on various positions in local government. A key role of his was being an administrator at the Erie County Department of Public Works, an experience that greatly informs his work in office. “As a nation, but especially as an aging region like the one I’m from,” Rivera says. “Infrastructure investment is always a big issue. It informed me to see the correlation between the economic benefit of construction work, and the opportunity to employ people.” Currently, the lawmaker is working toward creating legislation that would tackle issues around lead paint in older buildings and homes in his district and a lack of investment in them. He also hopes to work on food insecurity issues. Rivera cites one of his biggest legislative accomplishments as being his successful push for more refugee resettlement funding during budget negotiations this cycle, and increasing funding for related organizations to $3 million, up from $1 million. He hopes to continue this economic focus in his future work. “Next year our focus is going to be, what are we doing to not just stabilize our economy but to build it up,” Rivera says.

Don't let them lose their jobs as a result of this Bad Public Policy Bill. VOTE NO! STOP FRAUD! STOP THE LOSS OF NY JOBS!
