Erie County is a metropolitan center located on the western border of New York State covering 1,058 square miles and consisting of 3 cities and 25 town governments. It has almost a million residents. Erie County is governed under a home rule charter which provides for the separation of legislative and executive functions. County Executive Mark C. Poloncarz, elected to a four year term, is the chief executive officer of the County. The County Legislature, consisting of 11 members elected to two year terms, is the County's governing body. Other elected positions are Comptroller, County Clerk, District Attorney, and Sheriff.

Governor Cuomo just announced the formula regarding whether schools will reopen this Fall: Region must be in Phase 4 and infection rate less than 5% since reopening. Under this formula, using present data, schools would reopen in the WNY region. If the contraction rate for a region rises above 9% over a 7 day average all schools that reopened in the region will be closed.

Wegmans has a sign stating that you can't go in without a mask, and yet the distributor stocking some snacks had his mask down around his neck - "would you like some corona with those goldfish?"

Re: Covid-19- Risk of Local Area Contagion - see copy of letter below Arnold Tranes [email protected] April 8, 2020 Copy of letter sent to Governor Cuomo, NYS Dept of Health, etc. SUNY Buffalo Nursing School issue affects risk of contagion in local communities Erie County Government City of Buffalo Town of Amherst Re: SUNY at Buffalo Nursing School Endangers “Flatten the Curve” Efforts The University at Buffalo School of Nursing has endangered its senior would-be graduating class and the general public at a time when we should be trying to “flatten the curve”, by instead forcing the students to participate in a three-week training course at local hospitals in Buffalo, with no testing or adequate PPE. This “preceptorship” has been setup in a slap-dash manner and encumbers supporting staff and training personnel. Students may be asymptomatic, many coming back to UB from the NYC metro area, and spread the virus or contract it. The hospitals will have Covid-19 patients on different floors from general patients the students would treat, but we all know that is not sufficient segregation of contagion. Furthermore, the nursing school disclaims liability for the health of the students and offers no explanation of how they would graduate later if they refuse to participate in the program, which is a minimal part of their already extensive clinical training. Most or all other public and private university nursing schools (such as NYU) have waived the requirement for completion of this course in the interest of bringing more RN’s into the workforce at a critical time. To the contrary, many nursing graduates may be discouraged from taking jobs in New York as a result of this mistreatment, and UB may lose future enrollment in the nursing program when the school’s misguided policies are known. I implore the NYS government, the press, and the public to sound the alarm and stop this malpractice before it costs lives “as sure as shooting”. Sincerely, Arnold Tranes
