Question: How about protected value? What constitutes the value of that line item?

Answer: In Florida homesteaded property is protected from increases in assessed value by the Save Our Homes feature or cap. This cap is the lessor of the CPI or 3%. Save Our Homes creates a gap between the market and assessed value. When there is a gap, it is always "recaptured" by the CPI or 3%. This year the recapture was 2.7% (CPI). In other word the assessed value, if below market, was raised by 2.7%. This recapture happens each year but is not typically noticed in a rising market. If your market and assessed are the same, you would see a decrease in both when the market falls. Someone with a break (gap) would see a small increase in their assessment and someone without a gap would see a decrease.

QUESTION: My market value decreased but my assessed value increased. Why?

ANSWER: Per Florida law your homesteaded property is capped at the lessor of the CPI or 3%. This is known as Amendment 10, ( Save Our Homes Amendment). This creates a gap between market and assessed value when values rise. Every year the "gap" is recaptured by the CPI or 3%. We always do this, but when values fall it is more noticeable. When there is no difference the Market and Assessed value would go down together.

The Property Appraiser does not set the Save Our Homes rate but we must follow the law.

Statutory Timeline of Save Our Homes:

November 1992- Florida voters approved Amendment 10, known as Save Our Homes amendment.

1994- Statue passed by the Florida Legislature implementing the legislation of Save Our Homes - Florida Statue 193.155

January 1,1995-The statue and the cap rules officially went into effect in the property appraisal process.

Don’t toss it in the garbage! Take a few minutes to review your notice carefully.

Be sure to:

Verify your property information
Make sure your exemptions are listed correctly
Review your market and assessed values
Review the proposed taxes from each taxing authority
