Today, the City released our Use of Force Review from the March 11th ICE incident. I want to be clear. While the review is complete, the conversation is not.

While the City found no violations of existing law or policy in the March 11 incident, this process exposed gaps in how our community responds to federal immigration enforcement. We owe our immigrant and refugee neighbors more than review findings—we owe them clarity, stronger policies, and support.

As Burlington moves forward, the work continues: rebuilding trust, strengthening policies, and ensuring our values of safety, inclusion, and respect guide every decision.

🎉 What an impressive NEW high school! Mayor Emma Mulvaney-Stanak took a tour with Superintendent Tom Flannagan last week to see the progress of our new Burlington High School. Get excited, Burlington! Good things are happening!

✨Late winter photo dump from the Mayor’s community engagements.✨

✈️ celebrated opening our new terminal - Projext NexT. This green building helps us advance our climate goals while also expanding our ability to serve air travel in our region.

🍪 We toured and had to have a hair net photo moment.

❤️ We visited the Community Resource Center and Feeding Chittenden. The Mayor helped to serve breakfast before working the food market (food shelf) and then sitting down with CVOEO staff to discuss community needs.

🎓 The Mayor completed the City Leadership Initiative program with Bloomberg and Havard.

🎉 The City held Organization Day to swear into office our new and re-elected city councilors and to hear the State of the City address by the Mayor.

🇫🇷 We celebrated Francophone Day in March with our Honfleur FR Sister City group, French Embassy representative from Boston, and Quebec neighbors.

🥣 We had a great meal at .cafe as part of ONE Resturant Week.

⛳️ We helped the Library raise money for programming at the first Mini Golf Tournament.

👍🏼 Signed off on a special “right to strike” agreement to be added in our union contract. We signed on the first day of bargaining to add allow the union to strike as part of a coordinated political action called by their national union. In these political times, working people need a voice and our democracy needs working people!

🍪 Thanked PTO and kids for their Town Meeting Day bake sale. They raised hundreds of dollars for programming - thanks Ward 2 voters!

❤️ Met with a women’s circle established by and supported by our Trusted Community Voices city liaisons. we discussed all resident voting rights, local election items, and the needs of African immigrant women and children in our community.

🛑 Joined our crossing guards one morning to help our local kids get to Edmunds campus.

⭐️ Over the last month, Mayor Mulvaney-Stanak toured two great local businesses and in the south end. Both visits highlighted the power of local businesses who value local community and supporting local folks.

Steve Conant brought us around to meet several entrepreneurs and see how many innovative spaces exist in the corners of this great space. We happened upon a muralists and artist who was creating a new mural for . She also did a wonderful mural at the library if you are ever in that school. Liza started as a vendor at ONE World Market and then at Love Burlington Market.

We then heard Julia Irish’s story starting as a farmer and now a pickle/fermenting rockstar with . She shared the challenges of growing a popular business in New England with distribution and affordability considerations. She just broke into the Providence RI scene! Congrats! 🎉

Then we met Robin at who opened a fabric and sewing classes business. A great creative space for learning and creating in community.

Onto Nikki Laxar at and learned about her business model to support dozen of artists with gallery space and small studio spaces. I had only ever been in during Art Hop but there are new shows every month! Check it out.

We then met Mark Waskow who has been working on dreaming up and opening the Northern New England Museum of Contemporary Art - ideally in Burlington. Another exciting moment for our city!

And a few days later we toured who began as an ice cream company in the 80s in Winooski. Ever heard of Chessy’s? They evolved to become a ready to eat cookie dough company over the last several decades. They are a B Corp business and employ many folks in our immigrant and refugee communities. Thanks to Rooney and Ted Castle and your entire team for showing us around and for the samples!

This is just a glimpse into the amazing businesses within our city. Thank you for sharing your stories and being such big parts of our local economy.

🏫 I completed the City Leadership Initiative capstone session this week alongside 46 other Mayors from around the world. Burlington was selected to participate in the program in May 2025. I selected our “wicked policy challenge” of building ample, affordable housing 🏡🏠🏡. It is a wicked problem because this is a huge issue without an easy and fast solution. I feel deeply grateful to learn alongside these Mayors, their cities, and the amazing faculty and staff of this program.

Thank you to our Burlington city team ❤️ who come from 7 different departments and worked with me over the last year as part of this program. Together we grappled with Burlington’s stated goal of building 7,000 more units by 2050 per recent state legislation. The team engaged stakeholders, identified barriers, generated hundreds of ideas, and boiled it all down to a list of 6 pilot ideas to roll out in the coming months.

I shared two of those pilot ideas at my State of the City address last week: ⭐️1) create a Housing Shepherd role to support individuals and small developers move housing project from concept to reality, and ⭐️2) conduct a citywide assessment of underutilized parcels that are ideally positioned for infill housing and then engage those property owners - some of which may be certain strategically placed city land.

We are hard at building out and testing these ideas to see what will work for our city. We will learn from these pilots, keep what works, and move on to the next idea when something doesn’t work. This will keep us moving towards our goals and advancing our lager housing strategy work as a city.

🚨FY27 Budget update🚨: Breaking GOOD 👏🏼 news about our retirement contribution requirement in this update from the Mayor as well as information on the police and fire tax rate increase headed to voters on March 3. Spoiler alert: our retirement tax rate will be REDUCED next year as our investments out performed expectations. Overall this means a lower tax bill for residents! Learn more at the Mayor webpage for details on the tax rate ballot question and how it will be used to support our police and fire first responders.

Due to predicted extreme-cold temperatures, the City of Burlington and are activating a low-barrier shelter the nights of Saturday, February 7th and Sunday, February 8th at the Robert Miller Center, 130 Gosse Ct., Burlington, VT. For each night, the overnight shelter will welcome guests from 5 p.m. through 8 a.m. the following day.

Transportation from downtown locations — Community Resource Center and the Fletcher Free Library — will be available beginning at 4:30pm and 5pm each day.

Details:
- Adults 18 and older only
- No pre-registration is required
- Pets are allowed

Those looking to drop off food or donations must contact 802-829-5679 to coordinate drop off. No outside visitors will be allowed beyond the vestibule area of the building.
