Byesville Police Department Arrests Local Resident on Child Exploitation Charges Following Joint Investigation

BYESVILLE, OH — On April 23, 2026, the Byesville Police Department executed a search warrant at a residence on Main Street, culminating an investigation into the possession of illegal digital materials.

The investigation leading to the warrant was conducted by the Ohio State Highway Patrol and U.S. Department of Homeland Security Investigations (HSI). Personnel from both agencies were present and assisted the Byesville Police Department during the ex*****on of the warrant.

As a result of the operation, Richard Loy was taken into custody. He faces the following initial charges:

• Two counts of Pandering Sexually Oriented Matter Involving a Minor or Impaired Person (Felony of the 2nd Degree)

• Two counts of Pandering Sexually Oriented Matter Involving a Minor or Impaired Person (Felony of the 3rd Degree)

Following his initial appearance, Mr. Loy was remanded to the Guernsey County Jail. He remains in custody on a $150,000 cash/surety bond with no 10% provision.

"The protection of our children and the pursuit of those who exploit them is a primary focus of the Byesville Police Department," said Chief Daulton Dolan. "This case highlights the importance of inter-agency cooperation. By working alongside our state and federal partners, we are better equipped to remove these materials from our community and hold offenders accountable."

The investigation remains active as forensic analysis of seized evidence continues. Additional charges are anticipated in the near future as the investigation progresses.

The Village of Byesville is pleased to welcome Ms. Keili Lea, who has traveled from Estonia. Ms. Lea will be conducting door-to-door sales of educational products over the next few days as part of her internship with Southwestern Advantage. She has secured the necessary permit from the village authorities to undertake this activity. We kindly ask the community to treat her with respect and courtesy, even if there is no interest in her offerings.

The Byesville Police Department is investigating a series of incidents that occurred earlier in the week in the Village. Reports of doors being kicked in on homes began to come in during the middle of the night. Officers have collected evidence from neighborhoods indicating that a social media trend called the "Door Kicking Challenge" is behind these acts. The suspects are not entering the homes; instead, they are merely kicking the front doors and then fleeing the scene.

Physical evidence from these incidents has been gathered, and video footage from the area is being collected to identify those responsible for these actions. The Byesville Police Department warns that such behavior is not only criminal but can also put homeowners in a position where they feel threatened and may react defensively to protect their property.

To those who think this challenge is amusing, please stop. It’s only a matter of time before you face charges or, worse, get injured by a homeowner trying to defend themselves. Furthermore, you might want to consider turning yourself in. As more evidence comes in regarding the suspects, it’s only a matter of time before arrests are made, and those involved will face the full consequences of the law. This is no joke;you are intruding on someone's home, and it could end badly for you.

*****Update Lloyd Bozarth is in custody ****

The Byesville Police Department was dispatched by the Guernsey County Sheriff's Office to a residence just outside the village limits in Jackson Township regarding an alleged burglary. Upon arrival, the on-duty officer spoke with the victim, who reported being out of town overnight and discovering a variety of items missing from both their home and garage upon their return.

Following a brief investigation, the officer obtained surveillance footage showing a male suspect taking items from the residence and garage. After collecting other evidence of forced entry into the home The individual was positively identified as Lloyd Bozarth of Cambridge Ohio. Officers from the Byesville Police Department, in conjunction with the Cambridge Police Department, attempted to contact Bozarth in the City of Cambridge but were unsuccessful.

At this time, a felony warrant has been issued by the Guernsey County Prosecutor Office for Lloyd Bozarth on charges of burglary (a felony of the second degree), burglary (a felony of the third degree), and theft (a felony of the fifth degree). If you have any information regarding the whereabouts of Mr. Bozarth, please contact the Byesville Police Department or your local law enforcement agency.

The Byesville Police Department wishes to extend its congratulations to K9 Rex and his handler, Officer Gombeda, for successfully completing the requisite training and certification established by the State of Ohio. K9 Rex is now deemed fit for duty, having received certification in narcotics detection, apprehension, and tracking.

Additionally, we wish to express our sincere gratitude to all those who contributed to this significant achievement, including the Byesville Village Council, the Guernsey County Prosecutor's Office, Guernsey County CDC, Byesville VFW Post 3760, Dybendal Excavating, Main Screen Printing, Smartway Communications, Brunner Land Company, E-Pallet of Byesville, and Kerry Group.

Special thanks to Midwest Working dogs for providing K9 Rex and to Karl Milam for providing the training.

On the evening of February 22, 2025, the Byesville Police Department received a call regarding a suspicious vehicle parked at a business on Main Street. The caller reported that the vehicle had been running for an extended period and that a passenger appeared to be slumped over. Officer Gombeda responded to the scene and found two unresponsive occupants inside the vehicle. He noticed suspected narcotics in the lap of the driver and requested additional units and EMS assistance.
Upon opening the door, both occupants became alert and confessed to using fentanyl recently. Officers conducted a search of the vehicle, uncovering more than 17 grams of fentanyl. The occupants admitted that they had traveled to the Akron/Canton area, purchased the fentanyl, and were en route to Parkersburg West Virginia when they experienced car trouble and stopped in Byesville. The investigation is ongoing, and charges are expected to be filed in the near future.
