It was brought to my attention that the Village of Cairo's May Board minutes were not posted to Facebook. So here they are late.
The Village Board of Trustees met in regular session on Tuesday, May 12, 2026 at 7:00 pm at the Village Hall, Cairo, Nebraska. On roll call the following members were present; Dibbern, Poehler, Sorensen, Johnson. Absent: Bellamy. Dibbern made a motion to approve the agenda as prepared with a second by Poehler. Ayes: Poehler, Sorensen, Johnson and Dibbern. Nays: none. A motion was made by Johnson to approve the previous meeting minutes that were typed up before the meeting and a second by Poehler. Ayes: Poehler, Sorensen, Johnson and Dibbern. Nays: none.
A deputy from the Hall County Sheriff’s department was present to give the monthly report. Patrol time were 37.03 hours; detail time were 8.75 hours and c.i.d. hours were 3 hours. A question was asked concerning a Ford pickup that had been sitting on a business lot for quite sometime and Poehler said it was not the business owners. The deputy stated that the owner of the property would have to call and have it checked out and they would be responsible for towing the vehicle if necessary. The deputy will look into it.
Next on the agenda was Sharon Heuftle with SCEDD to update us on the six properties that we had agreed to have SCEDD send nuisance letters on. After some discussion it was decided to proceed with five of the six properties as one of the properties has been good about cleaning up. Dibbern made a motion to pass the following Resolutions #2026-1001, 2026-1002, 2026-1003, 2026-1005, 2026-1005b, and 2026-1006 to declare these properties as nuisance and continue the proceedings. This motion was seconded by Poehler. Ayes: Poehler, Sorensen, Johnson and Dibbern. Nays: none. Along with this Sorensen asked that SCEDD look into another property in Cairo and send a nuisance letter. Sharon with SCEDD will be at the July meeting to update us on the properties.
Wade Osburn with the Cairo Legion Post was at the meeting to update us on some items with the Cairo Legion Ball that will be playing their home games at the Legion field in Cairo moving forward. They would like to be able to block off areas leading into the field so there is one entrance so it is easier to be able to take admission. They will be working with the Ball Association on this. Sorensen also stated the village personnel would help in whatever way they could.
Next on the agenda Tim Terjak was here to discuss the trailer court that is owned by him and his wife, Kendall. There was some discussion with a person that had approached them about selling the property and having it rezoned. At this time, they are not interested in selling or changing the zoning on it. They are happy with the agreement they have with the village. Tim also stated this is the nicest and easiest community to work with concerning the trailer court.
The May claims and April payroll were presented to the board. After some discussion Johnson made a motion to approve and Dibbern seconded. Ayes: Poehler, Sorensen, Johnson and Dibbern. Nays: none. The board was also in agreeance to discontinue the city wide clean up as it has gotten worse every year and we are discontinuing it because it has been abused. This time it was quite expensive as we had nineteen roll offs full and hauled off. Next the treasurer’s report was presented to the board. After a few questions the board had which Deputy Osburn will look into, Dibbern made a motion, seconded by Poehler to approve the Treasurers Report. Ayes: Poehler, Sorensen, Johnson and Dibbern. Nays: none.
Johnson made a motion to approve the following seasonal employees; Garrett Bloodgood and Sophira Schroeder to be lifeguards, Poehler seconded the motion. Ayes: Poehler, Sorensen, Johnson and Dibbern. Nays: none.
Dibbern made a motion to approve a zoning permit for Jamie Stevenson to add a fence to his property at 1209 Birdie Blvd, Johnson seconded. Ayes: Poehler, Sorensen, Johnson and Dibbern. Nays: none. Johnson made a motion to approve a zoning permit for Jeremy Sundberg to add a fence to his property at 1307 Birdie Blvd., with a second by Poehler. Ayes: Poehler, Sorensen, Johnson and Dibbern. Nays: none.
Johnson made a motion to approval of $1520 to be transferred from the sales tax account into the general checking account, Poehler seconded. Ayes: Poehler, Sorensen, Johnson and Dibbern. Nays: none.
Under unfinished business Deputy Osburn brought up that the clerk had heard from Spectrum VOIP again and Clerk Rathman had told them to check with her in the fall again about the phone system. Johnson brought up that he had looked into two different camera companies for the landfill cite at the other ones we had were not working correctly. One company had a ten-year plan for $2000 but the cameras were $1500-2000. Another company Wyze there was no set up plan and the camera’s ran $60 and were set up to record and you can look back if you wanted to look up a date in the past. It was decided to go with the Wyze system and Johnson will look into that.
Special reports from the committees were discussed: Economic Development-nothing to report; Finance/Budget; Will start looking at budget items in June/July. Parks/Cemetery/Community Center/Pool; Pool is filled and system is working great. We are hoping that the pool will open on June 1. Maintenance, Sorensen and Deputy Osburn met with Splash Pad installers this past week to finalize set up of plumbing and electrical on splash pad. Hope to get started soon. Deputy Osburn brought up that the Community Center programmable controller for the Air/Heating system is getting old and what we have is being discontinued. It was suggested by Trane to get a new one before the other goes down. The total cost of the unit is $6780 and Osburn suggested half be paid by the village and the other half by the community center. Everyone agreed that this needs done as there are many large events going on this summer. Osburn will send a message to the center board and will let the board know what is decided. Personnel: Still short on lifeguards for the pool. We will still take applications. Ordinances/Contracts: Discussion in the meeting on items. Equipment/Building & Office: Oseka brought up that we need to look into replacing the older pickup this fall. The committee will get bids and present to the budget/finance committee on this. Water/Sewer: Had Johnson’s in this past month doing more sewer relining.

With there being no further business to come before the board, Poehler made a motion, seconded by Dibbern to adjourned at 8:25 pm Ayes: Poehler, Sorensen, Johnson and Dibbern. Nays: none.
