Fund balance is an accounting term to describe the difference between a fund’s assets and liabilities. For “cash basis” entities (the majority of local governments in Washington), fund balance represents the net cash after all revenues have been deposited and all expenses have been paid.

PSA: Warning sirens are being installed and tested this week at the following fire stations: Spence, Pine Park, Beachton, Grady Ranch, and Reno.

There are already warning sirens at the Whigham and Pine Level stations and plans to add two more at the Calvary and Midway stations. The sirens are supported by a Hazardous Mitigation Grant Program through GEMA.

Warning sirens are used to alert people outside that there is an urgent risk of a dangerous condition. The sound will travel five miles.

County Administrator Job Announcement

The Grady County Board of Commissioners are seeking applicants for the position of County Administrator. This position will be open until filled.

Major Duties for the position include:

• Recommend to the board of commissioners the hiring, termination or suspension of all department heads in accordance with the ordinances, policies and rules adopted by the board and all officers and employees of the county under the jurisdiction of the board; provided, however, the county attorney and the outside auditor shall be appointed and removed solely by the action of the board,
• Supervise the administration of the affairs of the county and to see that all ordinances, resolutions, regulations, and policies of the board are faithfully executed and enforced.
• Exercise administrative control over all departments or divisions of the county government under the jurisdiction of the board.
• Act as budget officer and submit, subject to requirements established by the board, an annual budget for consideration and adoption by the board of commissioners.
• Keep the board fully advised as to the financial condition and needs of the county.
• Supervise and direct the official conduct of all county officers and department heads appointed by the administrator.
• Attend all meetings of the board with the right to enter discussion, provided the administrator shall have no vote.
• Be the chief purchasing agent for the county and shall implement policies and procedures adopted by the board for procurement of all supplies and materials.
• Administer the construction and maintenance of all roads and bridges under the jurisdiction of the county, subject to limitations and restrictions as provided herein and as may be hereinafter adopted by the board of commissioners.

Minimum Qualifications include:
• Knowledge and/or level of competency commonly associated with the completion of a master’s degree in a course of study related to the occupational field.
• Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
• Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment obtained.
• Ability to be bonded.

Salary will be dependent upon qualifications.

Attention:

Due to delays in the revaluation of Grady County property, assessment notices were recently mailed out. Per the Tax Assessors Office, property owners have 45 days to appeal the assessment values of their property; some will end on October 28 and some on October 31. Depending on the number of property owners that appeal the assessed values, and the time needed to process those appeals, the digest will be delayed in the delivery to the Tax Commissioners Office.

The Board of Commissioners cannot set the mill rate until the digest is received from the Tax Commissioners Office and the revenue calculated to cover the 2025 budget; likely in December. The Board of Commissioners anticipates a significant decrease in the mill rate due to the revaluation of Grady County properties.

The Board of Commissioners, city councils, and school board have been assured that the digest will be processed as quickly and efficiently as possible to set the mill rate and mail out tax notices with the final amount of property tax owed.

Effective July 1, 2024, the dirt boat landing on Cedar Springs Road will be closed for public use and will used only by county personnel in emergency situations.

On March 25, 2024, the west end of Forest Glenn Road will be closed to replace a damaged cross drain pipe. This closure will be for two days, weather and job permitting. Residents will still be able to access there residence off of Lakewood Drive.

The road will be impassable during the construction process.

There will be a "road closed" barricade at the intersection of Hadley Ferry and Forest Glenn and a "road closed - local traffic only" at Lakewood Drive and Forest Glenn.

Attention: Road Closure

Pine Park road will be closed at the intersection at 111 South and Pine Park to repair a damaged cross drain. The area will be closed for 1 to 2 days weather and working procedure permitting.

Road will be impassable with detour signs at the intersection of 111 South @ Pine Park and at Hadley Ferry @ Pine Park (Bell Crossing).

Local residents will be able to access their residence from the Hadley Ferry end up to the construction area at the 111 South intersection . There will be "No Thru Traffic" onto 111 South.

CSX Transportation has scheduled the crossing(s) listed below to be closed for an emergency repair due to identified rail defects on the following schedule:

•Stanley County Road (Off of Cutting Rd, near Hwy 84)

Set to reopen on/around Friday, 2/23/24 by 5:00PM
*This is a total closure meaning no traffic will be allowed across the track until the work is complete.

•Boydville Road (Right off of Hwy 84, near Piney Grove Rd)

Closing on/around Monday, 2/26/24 @ 9:00AM
Set to reopen on/around Tuesday, 2/27/24 by 5:00PM
*This is a total closure meaning no traffic will be allowed across the track until the work is complete.

Signage will be in place marking the closure areas and detour routes, where available. Last minute schedule changes are highly likely in this field of work. Please note that any/all dates are subject to change due to weather and/or other unforeseen conditions. Please avoid the closure areas if at all possible.

ATTENTION ROAD CLOSURE:

Beginning February 26, 2024 , Lacy Road will be closed to replace a damaged cross drain pipe. The cross drain replacement will be just west of the Ezell Road intersection. Detour signs will be placed at the Ezell Road intersection and the Wolf Creek Road intersection.

Project is estimated take approximately 2 weeks; weather permitting.

ATTENTION: Lower Hawthorne Trail Construction

Beginning January 29, 2024, Lower Hawthorne Trail will be closed to replace three cross drains. The cross drain replacements will be in the area from Keene Road to 2389 Lower Hawthorne Trail. Detour signs will be placed at Gainey Road crossing and Pine Hill Road crossing. The road will be impassable while construction is taking place. This construction must be completed in order to widened and resurface Lower Hawthorne trail and will last approximately a month, weather permitting.
