DRIVING COMPLAINT LEADS TO M**H ARREST

MONITEAU COUNTY SHERIFF'S OFFICE

Traffic Stop Leads to Methamphetamine Arrest

CALIFORNIA, MO – On June 5, 2026, deputies with the Moniteau County Sheriff's Office responded to a driving complaint involving a vehicle traveling eastbound on Highway 50 through Moniteau County.

The reporting party advised that the vehicle was swerving and traveling at an unusually slow rate of speed. After passing the vehicle, the complainant reported that the vehicle accelerated, flashed its bright lights, and directed a green laser light toward him.

Deputies located and conducted a traffic stop on the vehicle near California, Missouri. During the investigation, deputies identified a passenger as Jeffrey A. Milligan, age 53, of Clinton, Missouri. Deputies learned that Milligan was currently on probation/parole for burglary, stealing, and drug-related offenses.

Deputies obtained consent to search the vehicle and discovered a green laser pointer and a syringe concealed in the passenger seating area where Milligan had been seated. Milligan was detained and advised of his rights.

During the investigation, Milligan admitted to possessing methamphetamine concealed on his person. He was subsequently taken into custody and transported to the Moniteau County Jail. The substance was recovered and field-tested positive for methamphetamine.

Jeffrey A. Milligan has been charged with:

• Possession of a Controlled Substance (Methamphetamine)
• Possession of Drug Paraphernalia
• Assault – 4th Degree

Milligan is currently being held without bond.

Sheriff Tony Wheatley stated, "The Moniteau County Sheriff's Office remains committed to protecting the citizens of Moniteau County and aggressively pursuing those involved in illegal drug activity. We appreciate the vigilance of the citizen who reported this dangerous driving behavior, which ultimately led to this arrest."

All persons are presumed innocent until proven guilty in a court of law.

Moniteau County Sheriff’s Office Executes Narcotics Search Warrant in Eastern Moniteau County

On May 29, 2026, Deputies with the Moniteau County Sheriff’s Office, along with investigators from the Mid-Missouri Drug Task Force, executed a narcotics-related search warrant on Bird Haven Road in eastern Moniteau County.

The search warrant was the result of an ongoing investigation into suspected illegal drug activity in the area. Upon ex*****on of the warrant, deputies took two individuals into custody at the residence.

During the search of the property, investigators located and seized methamphetamine, fi****ms, additional controlled substances, and what is believed to be a methamphetamine recrystallization laboratory operating within the residence.

The following individuals were arrested and transported to the Moniteau County Jail:

Ronald W. Speaker, age 61, of Centertown, Missouri, was charged with:

Drug Trafficking – 2nd Degree
Manufacture of a Controlled Substance
Possession of a Controlled Substance (3 counts)
Unlawful Possession of a Firearm (4 counts)
Armed Criminal Action
Resisting Arrest

Bond was set at $50,000 cash only.

Johnathon T. Friskey, age 46, of Centertown, Missouri, was charged with:

Possession of a Controlled Substance
Possession of Drug Paraphernalia

Bond was set at $5,000 cash only.

Sheriff Tony Wheatley stated, “The Moniteau County Sheriff’s Office remains committed to aggressively combating illegal drug activity within our communities. Investigations involving narcotics and illegally possessed fi****ms continue to be a top priority as we work to protect the citizens of Moniteau County.”

The investigation remains ongoing, and additional charges may be sought pending laboratory analysis and further review of evidence.

All subjects are presumed innocent until proven guilty in a court of law.
