Incident Type: Traffic Stop Leads to Arrest
On October 28, 2025, an officer from the Camden Police Department was conducting traffic enforcement in the area of southbound South DuPont Highway. During the course of this assignment, the officer observed a vehicle traveling southbound at an excessive rate of speed for the posted limit. A traffic stop was subsequently initiated.
During the investigation, it was determined the operator of the vehicle, 46-year-old Daniel Seeman of Dover, had an active capias for his arrest. As the officer contacted Mr. Seeman and advised him of the capias, Mr. Seeman began making erratic movements while still seated in the vehicle, causing concern for the officer’s safety.
A search of Mr. Seeman, incident to arrest, revealed a fully loaded Ta**us 9mm handgun within a holster concealed beneath his hooded sweatshirt. It was determined that Mr. Seeman did not possess a valid permit to carry a concealed deadly weapon in accordance with Delaware state law.
As a result, Mr. Seeman was charged with the following offenses:
- Speeding in Excess of Posted Speed Limit (Violation)
- Carrying a Concealed Deadly Weapon (Class G Felony)
Mr. Seeman was arraigned before the Justice of the Peace Court #11, where he received a $2,001 unsecured bond for the weapon charge. He was also issued a $500 unsecured bond and a new court date in regards to his outstanding capias.
