Paving Update: Rossmoyne Manor

Lower Allen Township Paving Update for Rossmoyne Manor
Lower Allen Township’s paving contractor, E.K. Services, is scheduled to begin paving operations on Monday, August 24, 2026.

Paving is a three-step process, so residents may see crews working on a street at different times throughout the project:

1) Milling – Crews will remove the existing roadway surface.
2) Scratch/Leveling Course – A layer of asphalt will be placed to help level and prepare the roadway.
3) Paving Fabric & Final Overlay – Paving fabric will be installed, followed by the new asphalt wearing course to complete the roadway.

Parking & Road Closures

E.K. Services will place “No Parking” signs along curblines in advance of scheduled work. If possible, residents are asked to park on an adjacent street while work is taking place.

Roads will be temporarily closed during paving operations and will reopen once the newly placed asphalt has cooled and it is safe for traffic.

Please use caution around construction crews and equipment and plan for temporary delays while work is underway.

Below is the anticipated paving schedule for roads in Rossmoyne Manor. These dates are tentative and may change due to weather related issues or equipment issues.

Wednesday 9/2 - Bellmore Road, Cedarhurst Lane, Plainview Road, Rockaway Drive
Thursday 9-3 - Scarsdale Drive

Paving Fabric and Wearing Course:
Monday 9/14 - Kensington Drive
Tuesday 9/15 - Nottingham Road, Plamer Drive (From Kensington Drive to Rockaway Drive), Woodmere Drive
Wednesday 9/16 - Briar Lane, Neponsit Lane (From Scarsdale Drive to Palmer Drive), Rockaway Drive
Thursday 9/17 - Cedarhurst Lane, Hartzdale Drive, Palmer Drive (From Rockaway Drive to Hartzdale Drive), Plainview Road
Friday 9/18 - Bellmore Road, Neponsit Lane (From Scarsdale Drive to Kensington Drive), Scarsdale Drive

Traffic will be restricted from driving on the hot asphalt until it has cooled sufficiently for traffic. For the wearing course, this may take a couple hours. Please park on adjacent streets on days your street will be paved. Any changes to this schedule will be posted as we receive them.

2026 Park Tours by the Recreation and Parks Board:

During the spring and summer months Recreation and Parks Board members 'tour' each park with a walkthrough to gain a fresh perspective on maintenance needs and a future vision for the park. These ideas are then discussed at their monthly meeting. Public comment is always welcome, so please feel free to attend these meetings and share your comments or concerns with the Board.

The Recreation and Parks Board meets the fourth Wednesday of the month at 7PM at the Municipal Services Center (MSC), located at 2233 Gettysburg Rd, Camp Hill.

The 2026 schedule of Park Tour Discussions will be as follows:

PennDot Notice: Field Work Planned for Next Week on Market Street in Lemoyne and Wormleysburg Boroughs, Cumberland County

FOR IMMEDIATE RELEASE: August 19, 2026

Field Work Planned for Next Week on Market Street in Lemoyne and Wormleysburg Boroughs, Cumberland County

Work is associated with the future Lemoyne Bottleneck Improvements project.

Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) announced today that field work is planned for next week on Market Street (Route 1010) and Front Street (Route 1027) in Cumberland County. Subsurface utility engineering (SUE) crews will be locating underground utilities and surveying within the limits of the future Lemoyne Bottleneck Improvements project in Lemoyne and Wormleysburg Boroughs.

Weather permitting, this work will be performed daily from 8:30 AM to 3:30 PM and 6:00 PM to 2:00 AM beginning Monday, August 24, and ending Saturday August 29, from North Third Street (Route 2035) to Front Street (Route 1027).

There may be lane closures, as needed, in both directions of Market Street and Front Street during work hours.

Motorists should be alert and drive with caution through the work zone.

The Lemoyne Bottleneck Improvements project primarily addresses high levels of stress for bicyclists and pedestrians due to issues including high traffic volumes, curved roadway alignment, limited sight distance, inconsistent or nonexistent shoulder widths, and the poor condition and narrow width of sidewalks along the corridor and at Norfolk Southern railroad bridges.

This project is currently in the design phase and is estimated to go to construction in 2027.

Mosquito Advisory for Cumberland County

The Cumberland County Vector Control Office has provided confirmation that there are 29 West Nile positive mosquito collections in the county, including Lower Allen Township.

Their office will continue to monitor the activity and conduct treatments as needed.

Residents, please take the following precautions:

Wear long sleeves shirts and pants if possible.
Wear repellent when needed.
Avoid dusk and dawn activities if possible.
Dump or treat any standing water on your property - this one is very important, especially with the frequent amount of rain.
